About this file

This document is an amendment to a solicitation for grounds maintenance and landscape services at a Department of Veterans Affairs medical center. The amendment extends the closing date for receipt of quotes to June 27, 2023. It provides answers to vendor questions to clarify requirements. Services include mowing, plant bed maintenance, pruning, courtyard maintenance, fertilization, and special annual maintenance areas. Unscheduled services are priced separately. The base period of performance is one year with four one-year option periods. The solicitation is set aside for verified service-disabled veteran-owned small businesses. The incumbent currently provides the services in-house.

X X X ** HOUR & DATE for Receipt of Offers is EXTENDED to: 3:30 pme, 22 June 2023 Purpose of this Amendment is to extend closing date and provide answers to questions as follows:

Date for receipt of quotes is hereby extended to 3:30 pme, 27 June 2023.

See attached pages for questions and answers.

Q.1 Can you provide the current contract holder and their current contracted price?

A.1 Service is not contracted out. Service is being provided in house by VA personnel.

Q.2 Are we required to be certified as a SDVOSB in order to submit a bid?

A.2 Yes, Company must be a verified SDVOSB in SBA VetCert at time of quote submission and at time of award.

Q.3 If not, can our subcontractor fulfill this requirement?

A.3 A subcontractor may be used, but within the limitation of subcontracting clause.

Q.4 The price schedule has a unit of measure of “lo”. What is this UOM?

A.4 Lot

Q.5 Paragraph 4.h uses the term “visits”. What is this defined as? Does the Government expect the Contractor to mobilize twice for each month the service is to be performed regardless of the effectiveness of the first mobilization?

A.5 Paragraph 4.h lists the number of visits.

Q.6 The price schedule does not seem to have a line item for the herbicide applications (paragraph 4.h).

Will additional lines be added to the price schedule? The cost for herbicides is not equivalent to fertilizers.

A.6 CLIN 0009/1009/2009/3009 and 4009 are added for herbicide. See updated B.2 Schedule of Service below.

Q.7 With regard to all “Unscheduled Services” (CLINS 0008AA-0008AT and for all option years), are unit price amounts only to be entered into the column labeled: “Unit Price” or are these numbers also added to the “Total Price” column (darkened gray throughout the unscheduled CLINs)?

A.7 Only the Unit Price column is to be completed.

Q.8 Regarding CLIN 0004 Courtyard Maintenance – (page 18 of the solicitation, Paragraph k, Courtyard/Courtyard PODS Maintenance:) Should all costs associated with compliance with the “Special Note” (regarding work in Bldg. 148, i.e. removal of all trees with crane or other appropriate means) be included in the pricing of CLIN 0004 of the Base Year?

A.8 Yes

Q.9 What is the prescribed maintenance of CLIN 0004 Courtyard? (There is no guidance listed in the Performance Work Statement under the section Specific Requirements, 1) Schedule Services, paragraph k) A.9 Below are the specifics for the Courtyard.

1. Details specific to all courtyards:

A. Listed in Specific Requirements 1-3 to include Note 1 and Note 2

2. Details specific to Courtyards Building 148 Domiciliary Pods A,B,C, D A. Listed in Specific Requirements 1-3 to include Note 1 and Note 2 B. Under Specific Requirements K (Special Note) Special Note: Initial Maintenance of the Domiciliary Courtyards PODS in building 148 will require all trees to be removed from these courtyard pods via crane or other appropriate means. Crane use will need a Crane Permit to operate on the facility grounds. All sidewalk and walkways inside the Domiciliary Courtyards building 148 will be repaired. All damaged or rotten benches, pergolas, or wood landscaping structures are to be removed not replaced. All work shall be accomplished to industry standards and compliant with all current CODE requirements (Life Safety, NFPA, Electrical and Building). All Dept. of Veteran Affairs, Federal regulations and codes shall be complied with.

Q.10 Regarding CLIN 0006 (Fertilization): No guidance is given under “Specific Requirements -Scheduled Services” (Pages 15-18 of the solicitation). Please provide guidance on CLIN 0006 Requirements.

A.10 See reference page 19.

Q.11 On page 18 of the solicitation, under “unscheduled Services”, it lists numerous sub-tasks (paragraphs a-n). In reference to the bid schedule (Unscheduled Services – CLINs 0008) does not require pricing for all items specifically mentioned in this section of the solicitation (for example, Fertilization, lime, weed control, canopy maintenance, herbicide…). Please provide guidance.

A.11 Reference page 19, paragraph E and F

Q.12 Please provide guidance on where to find the “summary of the types and quantities of vegetation” referenced in Specific Requirements, para 1 (b) on page 15 (Not included with the VAMC Hampton map attachment).

A.12 Not provided. A Site Visit was available.

Q.13 In preparing our proposal we have visited this site. Clin 0007 Special Annual Maintenance Areas, that correlates to page 18 of the solicitation Item 2. states “Special Annual Maintenance Areas.

Maintenance on these areas (ie. Storm water management areas (near Building 14) fence lines east, West and north) will be performed one (1) time in the FYI first quarter (Sep-Oct).” In looking at the area it is very clear that these areas have not been maintained in over 20 years with mature trees growing in the area and vines entangled in the fence. The solicitation implies that these areas were maintained in past years using the words “Annual Maintenance” which is obvious not the case. Are we to price the clean up to bring the area into a maintenance standard in our proposal?

A.13 Yes

Q.14 Please confirm there is no snow removal or snow removal chemical applications included in the SOW for this procurement.

A.14 No snow removal service is in this requirement.

B.2 SCHEDULE OF SERVICE
