Over Micro-Purchase Threshold but Not Exceeding the SAT ($250K) Brand Name

1. Contracting Activity: Department of Veterans Affairs, VISN 6, Durham VA Medical Center, Network

2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount:
The Durham VAMC Primary Care requires 30 additional Welch Allyn integrated diagnostic wall systems, that includes ophthalmoscope, otoscope, thermometry to outfit the Durham S1 clinics.
The estimated amount $37,530.00
3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used:
Welch Allyn is the original equipment manufacturer. This wall system has been outfitted throughout the entire Durham VAMC, HCCs and CBOCs and will be interchangeable and interoperable throughout the facilities.
4. Description of market research conducted and results or statement why it was not conducted:
There are 3 authorized small businesses that can provide the requirement-Electra Med, The JANZ Corporation, and Veterans Healthcare Supply Solutions.
Contract Specialist searched www.contractdirectory.gov for keywords “integrated wall system” and “wall system”; in addition, the model number “777-PM3WAS-US” was also searched. None of the searches yielded any results.
Searched GSA Advantage products category for keywords “Integrated Wall Diagnostic”. Multiple results were returned, some were similar in salient characteristics. One is sold by Aldevra (SDVOSB) under contract number V797D-30207. Another is sold by Master Medical Equipment (SB) under contract number 36F79719D0028.
Searched Veteran Small Business Certification (VetCert) for NAICS code 334510. Search returned a total of 276 results.
Searched FPDS for keywords “Integrated Wall System”, narrowed agency name down to “Veterans Affairs” and sorted by date signed. Search returned 63 results, including one awarded on 6.13.2022 to Supply Solutions, a SDVOSB, for $38,192, award number 36C25722P0602.
