Questions and Answers – Solicitation 36C24623Q0479
Q1. For the Parking Lot Numbers, do you want them to be in the same size as they are now. If so, do you know their current size of the background and numbers? What specific alphabetical and numerical stickers are needed?
A. We cannot find the original specifications, but the requirement is to exactly MATCH the current 15 signs, four (4) stickers per pole and here is the current list:
| 1A (x2) | 6B |
| 2A | 6C |
| 3A | 7A |
| 4A | 7B |
| 5A | 9A |
| 5B | 10A |
| 6A | 11A |
Q2. The current signs have additional information not requested in the solicitation like: VA, Towing enforced etc. Do the new signs need to have the same information?
A. No, those towing signs were added after the original signs were placed and we do not have a current towing policy. Any new policy that is enacted will involve that towing company to be responsible for adding their signs to the new pole.
Q3. The background color for the Parking Lot signs is VA Blue. From the VA website I found VA Blue #0071bb. Is this the correct shade of blue?
A. The correct color is VA Blue – Pantone 541
Q4. What are the specific standards for signs and placement of signs?
A. We require that all signage follow DOT Standards. You will find with some of the placements of the current signs, it may not have been placed/posted by DOT Standards. All signs and placement of the signs for this project, must follow DOT Standards.
Q5. Per the SF1442, no offer guarantee is required, however payment and performance bonds are required. Please confirm.
A. No offer guarantee was required as this was not a sealed bid. Per the FAR, yes, Payment and Performance Bonds are required based on the estimated cost.
Q6. Possible moving and replacing of Handicaps signs.
A. There is a restriping project that will be going on at the same time this signage project. There may be a timeframe during the project that requires coordination of placing those Handicap signs with the project COR. If signage finishes before painting signs will be placed where the spaces will eventually be.
Q7. Can we get an updated SOW and pictures for of the current signs.
A. Yes. Please see amendment for an updated Statement of Work and photos to reference the ACOs sign needed, and the Parking Lot numbers.
Q8. Is there a specific finish these poles need, i.e., powder coated, flat, etc.?
A. Replace all road signage, mounting poles and hardware. Per SOW “New poles shall be 2” (inch) round, black in color and with a black cap and all hardware and brackets shall be non-rusting and non-streaking”. Finish shall be gloss black as to allow easy cleaning if necessary.
Q9. Is this the correct DOT Code we should follow for sign size?
A. All signs that are VA provided are interior signs only, the handicap and stop signs need to be DOT single lane correct.
Q10. Are we providing the poles for the Parking Lot Numbers?
A. No, those poles are not being replaced, just the stickers indicating the lot number on the existing poles.
Q11. What is the count for the number of poles for the signs listed under Section H. of the SOW?
A. There are 21 poles required for the signs listed in Section H. One of the ACOS signs needs to be replaced. The SOW will be updated to reflect that change to provide an accurate quote. Please refence attached photos showing what the sign looks like and where it will be placed.
Q12. How many signs are being replaced in Section H. of the SOW?
A. The signs are not being replaced, just the poles themselves as it states "VAMC signs that will need just the poles replaced with the new poles, caps and brackets." There is one exception, in that, the SOW shows an update that one (1) of the ACOS signs will need to be replaced. Also, there is an update with the VA Police signs. There will be seven (7) “POLICE PARKING ONLY” instead of the six in the original SOW.
Q13. Can we include the costs of samples in the proposal if there are costs to the samples.
A. This project does not require the approval of samples prior to submitting a quote. The Government will not reimburse or pay for any costs associated with submitting proposals. Therefore, those costs should not be included in the costs of the proposal. Samples, if required, are requested after the contract has been awarded.
Q14. Are we providing the poles for the Parking Lot Numbers?
A. No, those poles are not being replaced. We do require that any poles that are unused either metal or wood shall be removed and disposed with the rest of the rest of the old poles and signage.
