B.2 EVALUATION PROCEDURE

EVALUATION—SIMPLIFIED ACQUISITION PROCEDURES FAR PART 13

Basis for Award. The Government will issue a Firm-Fixed Price contract to the responsible quoter whose quotation conforming to the solicitation will be most advantageous to the Government, based on price alone.

Evaluation Approach. The Government will evaluate quotations using the comparative evaluation process outlined in FAR 13.106-2 where quotations will be compared to one another to determine which provides the lowest price to the Government. Each response must meet the minimum requirements of the solicitation, including all the items listed under B.3. The Government is not requesting or accepting alternate quotations. The Government will evaluate the price by adding the total of all line items priced and provided on the Quote. The evaluation will consider two of the following criteria from the box below:

· Price – Shall present a fair and reasonable price for consideration.

· Technical Acceptability – Shall conform to solicitation’s statement of work, cost and price schedule, and any additional information provided in addendum(s) and/or attachment(s).

· Past Performance – Contracting will utilize past performance inquiries consistent with CPARS, FPDS, FAPIIS, Previous Awards, and Determination of Responsibility documentation.

For a quote to be eligible for award, the quoter(s) must ensure they are in compliance with the NACIS code listed on page #1, block #10 of the SF 1442 and by issuing a quote for this solicitation confirms that the quoted amount is good for 120 days from the date issued.

At least 2 (VA) personnel will read all quotes. Quotes will be compared against each other in an impartial and simplified manner based on FAR 13.06-2. The CO may ask questions to one or more submitters but is not obligated to do so. The CO may reject all quotes. The CO may use any means available to examine the past performance, such as CPARS, contractor reliability, reputation, and suitability of the service to meet the VA's need.

RESPONSIBILITY REQUIREMENTS

A Determination of Responsibility shall be accomplished for the apparent awardee prior to processing the award. The above information, along with other information obtained from Government systems will be used to make the Determination of Responsibility. Failure to affirm being within the guidelines above or submitting this information late may result in a determination of “Non-Responsibility” for the offeror. Any information received by the Government that would cause for a negative Determination of Responsibility may make the offeror ineligible for award. This requirement is applicable to all subcontracting tiers, and prospective prime contractors are responsible for determining the responsibility of their prospective subcontractor.
