ALL INFORMATION NEEDED TO SUBMIT SF 330 DOCUMENTS IS CONTAINED HEREIN. NO SOLICITATION PACKAGE, TECHNICAL INFORMATION, OR BIDDER/PLAN HOLDER LIST WILL BE ISSUED.
THERE WILL BE NO SITE VISITS ARRANGED DURING THIS PHASE OF THE REQUIREMENT.
PUBLIC ANNOUNCEMENT FOR PROCUREMENT OF ARCHITECT-ENGINEERING (A/E) SERVICES: This is a request for Standard Form 330, Architect-Engineer Qualifications only. A/E Services are being procured in accordance with the Selection of Architects and Engineers Statute (Public Law 92-582), formerly known as the Brooks Act, and implemented in Federal Acquisition Regulation (FAR) subpart 36.6. All submissions will be evaluated in accordance with the below selection criteria. The Government will not pay, nor reimburse, any costs associated with responding to this request. The Government is under no obligation to award a contract as a result of this announcement. Firms will be selected based on demonstrated competence and qualifications for the required work. Any resulting award for the proposed A/E services will be procured under a negotiated Firm-Fixed Price contract.
GENERAL INFORMATION:
The Department of Veterans Affairs, H.H McGuire V.A Medical Center located in Richmond VA, is seeking sources and intends to award a firm fixed-price contract for Architect/Engineering (A/E) firm to provide Schematics, Design Development, Construction Documents, Technical Specifications, Construction Period Services, Site Visits, Cost Estimates, As-Built Documentation, and all other related information for Project # 652-21-102, “Replace Nurse Call System” located at 1201 Broad Rock Blvd, Richmond VA 23249.
Design shall comply with VA guidelines and specifications. Design manuals and specifications can be found at http://www.cfm.va.gov/TIL/. The proposed work is located at H.H McGuire VA Medical Center, Richmond, Virginia, 23249. Project # 652-21-102, “Replace Nurse Call System” is located at 1201 Broad Rock Blvd, Richmond Virginia 23249.
The Estimated Construction Magnitude in accordance with VA Acquisition Regulation (VAAR) 836.204 (g) is between $5,000,000 and $10,000,000.
The A/E Services listed herein is being procured in accordance with the Federal Acquisition Regulation (FAR) 36.6 and VAAR 836.6. All offerors are advised that in accordance to VAAR 836.606-71 the total cost of the architect or engineer services to produce and deliver designs, plans, drawings, and specification must not exceed six percent (6%) of the estimated cost of the construction.
Potential contractors must provide credentials that confirm registration of Architects or Engineers registered to practice in this particular professional field involved in Virginia, must be registered in SAM (www.sam.gov) and visible/certified in Vet Biz (https://www.vip.vetbiz.va.gov) at time of submission of their qualifications in order to be considered for an award.
As a prospective offeror for this Service-Disabled Veteran-Owned Small Business (SDVOSB) set aside, you are verifying your company meets the status requirements of a SDVOSB concern as established by VAAR 852.219-10. NOTE - Offerors are referred to 852.219-10 (d)(1) Services. In the case of a contract for services (except construction), it will not pay more than 50% of the amount paid by the government to it to firms that are not VIP-listed SDVOSBs. In order to assure compliance with this clause, all firms submitting a SF330 for this Special Notice are required to indicate what percentage of the cost of contract performance will be expended by the concerns employees and in which discipline(s) and percentage of cost of contract performance to be expended (and in what disciplines) by any other subcontracted or otherwise used small or large business entity(s). Any subcontracted or otherwise business entity(s) used must be identified by name, office location and size/type of business (i.e. SDVOSB, VOSB, 8(a), large, etc.). All submissions will be evaluated in accordance with the evaluation selection criteria as specified herein.
The H.H McGuire VA Medical Center is a working facility and phasing plans for minimizing downtime, and provisions for continuation of service during outages is critical to this project.

Response to this Notice is due on or before Thursday August 11, 2022 at 10:00AM EST The projected award date for the anticipated A/E contract is on or before September 9, 2022.
The anticipated period of performance for completion of final report with recommendations and repair processes is 280 Calendar Days after the Notice to Proceed (NTP).
An Architect & Engineer (A/E) contract will be negotiated. The A/E shall provide a cost estimate of future repairs. PROJECT NAME: Replace Nurse Call System
ESTIMATED CONSTRUCTION COST: $6,000,000
1. SUMMARY OF SERVICES
Provide professional Architect/Engineer (A/E) services necessary to design a construction project to replace the existing outdated Nurse Call /Code Blue System at the Central Virginia VA Health Care System in accordance with this design scope of work. Services shall include, but are not limited to:
· Part IA – Site Investigation and Preparation of Existing Conditions Preparation of an existing conditions plan of the current Nurse Call / Code Blue system which includes site investigation for architectural, electrical, electronics/ security, telecommunications, and healthcare technology systems and devices. Perform project site investigation in accordance with the ‘Site Investigations’ section of this scope of work.
· Part I– Preparation of Contract Drawings and Specifications Preparation and submission of construction bid documents, which includes interim design document packages for review and the final construction bid documents at the completion of the design development process in accordance with the ‘Design Package Submission Schedule’ section. Design document packages shall contain a complete set of documents as specified in the ‘Design Requirements/Submissions’ section of this scope of work. The A/E shall develop a design necessary to meet the requirements in the ‘Project Scope’ section of this scope of work. Design shall include the following engineering services: architectural, electrical, electronics/ security, telecommunications, and healthcare technology systems and devices.
· Part II - Construction Period Services Review and provide concise direction on all submittals, shop drawings, product data, samples, RFI’s, change order proposals, etc. in accordance with ‘Construction Period Services’ section of this statement of work. Services shall include providing record drawings based on finalized contractor red-line as-builts.
· Part III - Site Visits Visit the site at the request of the VA in accordance with section ‘Site Visits’ in this scope of work. The A/E shall respond on site within a 12-hour period when requested. A total of 18, one day site visits during construction (approximately 1 per month) shall be included. Each site visit shall be documented through a field report denoting the purpose and results of the site visit.
2. PROJECT SCOPE
2.1 Project Requirements
A/E is responsible for providing all services necessary to formulate a design and prepare all necessary documents (drawings, specifications, estimates, etc.) for all facets of work, which includes, but is not limited to demolition, architectural, structural, electrical, electronics/security, telecommunications, and healthcare technology systems, to facilitate a construction project to upgrade the existing facility nurse call/code blue system and any associated infrastructure. The project shall include, but is not limited to, upgrading nurse call/code blue system hardware and software, user terminals, patient room devices, notification/signaling devices, and any interconnecting data infrastructure. The project shall be phased in such a way to minimize and, if possible, avoid nurse call/code blue system outages.
The A/E shall initiate a detailed inspection of the project site to determine the needs and condition of the existing system. A/E shall also review needs identified by the Integrated Project Team and provide recommendations. Copies of the Central Virginia VA Health Care System record drawings will be made available to the highest rated A/E firm; the A/E will verify the validity of the record drawings prior to the start of design work and conduct site investigations as necessary throughout the design. Attachment G – Project Area Map will give the A/E firm a basic understanding of what areas of the facility are served by the current Nurse Call/Code Blue system.
The A/E shall provide an initial project evaluation, rough order of magnitude cost estimate, and conceptual plans to determine the feasibility of completing the project within project budget. These documents will make up the basis of design submission. As part of this submission, the A/E shall provide deductive options should the project appear to be outside of the current construction budget. The A/E will consider impacts to patient care/medical center operations as part of their deductive options.
The A/E shall be solely responsible for the management, including the associated labor, equipment, materials, mailing costs, and inspection, to meet the requirements of the design project. The A/E shall provide meeting minutes for all meetings held under this design project.
2.2 Infection Control Requirements
The A/E firm’s representatives performing site investigations on Central Virginia VA Health Care System (CVHCS) campus must meet the following additional requirements before starting site investigations on campus:
1. Negative TB Test, within the past calendar year
2. Contractor personnel shall always wear a ‘medical procedure mask’ while on the CVHCS campus as defined by OSHA. The mask must be replaced if soiled or wet.
3. Contractor employees are subject to daily screening for COVID-19 and may be denied entry to VA facilities if they fail to pass screening protocols. As part of the screening process contractors may be asked screening questions found on the COVID-19 Screening Tool. Check regularly for updates.
4. Daily temperature checks are currently being performed to enter the Spinal Cord Injury Unit and the CLC/Palliative care units within building 500.
5. An annual influenza shot is required for all contractor staff performing work on CVHCS campus
6. A Contractor badge must be obtained from the CVHCS Safety Office and shall be worn by the contractor or contractor’s representative at all times while on campus
7. When working in a patient care unit, contractor personnel shall wear the personnel protective equipment required for that unit.
8. Contractors are not allowed in an occupied patient room in any unit. If the contractor needs to enter an occupied patient room (s), the contractor shall provide notification 7 days in advance that access to the room(s) is required.
If at any time an employee of the A/E firm is found in deficiency of the requirements listed above, a stop work order will be issued for the safety of Central Virginia VA Health Care System (CVHCS) patients.
2.3 Design Within Funding Limitations
The design shall be prepared by the A/E to permit the award of a construction contract, using Federal Acquisition Regulation procedures for the construction of the facilities, at a cost that does not exceed the project’s estimated construction contract price of $6,000,000
2.4 Design Independence
Designs for construction must produce a “complete and usable” system when constructed. VA policy (VHA Office of Capital Assets Management, Engineering and Support memo Updated Construction Guidance and Expectations dated Sep 12, 2016) requires the A/E to certify that their design is independent of any future construction project. The A/E shall submit as part of the Final Bid Documents submittal a signed letter on company letterhead stating the design’s independence.
2.5 Required Design Elements
At the 95% design submission, the A/E shall finalize a construction plan showing temporary conditions for construction, per phase, to ensure general conditions, life safety and infection control requirements are designed, identified, and specified including:
· Infection Control Risk Assessment (ICRA) classification sheet on construction plan, denoting:
· Requirements for how negative the space must be maintained (in inches of water)
· Requirements for negative air monitoring and alarming
· Negative air achievement during construction by capping all HVAC ducts in the area
· Denote all existing rated barriers (vertical and horizontal) and identify requirements for any demolition of existing systems and installation of new systems in or through these barriers (patch and fill requirements and timeframes after demo)
· Denote temporary construction barrier wall and construction entry door/frame types and ratings for separation of construction areas to other areas (all barriers between construction areas and other areas shall be maintained with a minimum of a one-hour fire barrier until final installation of ceiling and sprinkler system). All temporary construction barriers shall be finished immediately upon installation and the finishes shall mirror and be cohesive with surrounding areas.
· Identify requirements for all fire protection systems during construction:
· will sprinklers, smoke detectors, pull stations, etc. remain active? fire watch required?
· will a heat detection system be installed due to a compromised fire protection system?
· will construction barriers re-route egress or necessitate egress signage change outside of construction space?
· Identify contractor laydown area, trash, delivery, and pedestrian/construction routes.
· Identify temporary utilities for contractors use as necessary
· Always minimize impacts to continuity of care. Phase construction as required to minimize impacts to continuity of care as the work is being completed.

2.6 Independent Life Safety/Fire Protection Review
At the 95% design submission phase, the VA will retain the services of a 3rd party registered Fire Protection Engineer to review the design for fire and life safety code compliance in accordance with the latest edition of VHA Directive 7712 Fire Protection Code Reviews of Delegated Construction Projects. The A/E shall incorporate all comments into the design prior to finalizing the design.
2.7 Environmental Protection
The A/E shall assist the VA with a National Environmental Policy Act (NEPA) assessment as required by the Central Virginia VA Health Care System (CVHCS). If the NEPA assessment results in potential environmental impacts beyond what can be covered with a Record of Environmental Consideration (REC), the A/E shall be responsible for completing any auxiliary documentation required per PG-18-17 NEPA Interim Guidance for Projects located on the TIL (http://www.cfm.va.gov/til/etc/NEPAGuidance.pdf). Additional requirements may include, but are not limited to, Environmental Assessment, Environmental Impact Statement, and Record of Decision. The NEPA analysis and concluding documentation must be completed by the Final Bid Documents submittal.
2.8 Telecommunications Design
The telecommunication aspects of this design shall be in accordance with “PG-18-10 Telecommunications and Special Telecommunications Systems Design Manual,” February 2016, paragraph 1.2 (d), Telecommunications design must be performed and stamped by a BICSI Registered Communications Distribution Designer (RCDD) for all projects.
3.0 SITE INVESTIGATIONS
3.1 As-Built Investigations
The A/E will make site visits as necessary to survey and document all existing conditions. The A/E shall make site visits, as required, to determine the existing as-built conditions of areas contained in this project. Information, including drawings and other documentation, provided to the A/E shall be used as reference only. Original as-built and historical drawings are available upon request. The A/E shall verify all as-built condition related to this project despite the presence of as-built drawings. The A/E shall coordinate visits with the COR as assigned at the Notice to Proceed (NTP). The A/E shall arrange for and oversee the performance of such investigations necessary for the proper design of the project. AutoCAD background drawings may be provided by the VA upon request and shall be used as reference only.
The A/E shall field verify every physical aspect that relates to the project using onsite investigation methods (e.g. visual inspections, ground penetrating radar, test pitting, etc.).
4.0 DESIGN PACKAGE SUBMISSION
4.1 Submittal Requirements
Design submittals shall follow the requirements of Program Guide, PG-18-15, Volume C - A/E Submission Instructions for Minor and NRM Construction Program dated November 2008. Submittal documents shall be prominently marked “For Official Use Only (FOUO)” .
The A/E shall deliver design submittal documents that follow the iterative phase breakdown for design work in PG-18-15 and as additionally specified below. Specific requirements for each discipline/work product listed under each phase can be found in PG-18-15; it is expected for the phase of design that each of the checked items in the SD/DD/CD columns will be completed for the submittal. The A/E shall attend a review meeting following each design submittal as indicated under the Project Schedule section of this Scope of Work. Each new submittal will incorporate all VA comments from the previous submittal.
The following submittals will be required for this project:
· Quality Assurance/Quality Control (QA/QC) Plan
· Basis of Design (BD) - 15% - In addition to the requirements in PG-18-15, a Basis of Design is required. Basis of Design is a narrative presentation of facts, sufficiently complete, to demonstrate that the project concept is fully understood, and that subsequent design details, and their ultimate presentation in the final drawings and specifications, will be based on sound architectural and engineering decisions. This basis of design will also establish the feasibility of the project staying within the established construction budget. Conceptual drawings of the planned design and the initial cost estimate will additionally be included.

The issuance of the NTP may be performed virtually and will be an introduction of the A/E team to the IPT. The IPT will consist of at a minimum, the following members:
· Engineering (safety, biomed and M&O)
· OIT
· Infection Control
· Other members of the medical center who have vested interests in the design, compliance and accreditation for the medical center.
The period between the NTP and the initial IPT meeting shall be used for the A/E to gather data/information to be well prepared to discuss their design intent and to ensure project requirement/restraints are understood to make a highly productive meeting at the initial IPT meeting. This time shall also be used to gather as-builts and begin investigative services. A/E will be required to attend and take minutes at each IPT meeting. Minutes will be submitted electronically to the COR and Contracting Officer within five (5) calendar days of each meeting. A/E is responsible for documenting through meeting minutes all comments received at the IPT on-site reviews including but not limited to written, typed, drawing mark-ups, verbal etc.
The first five working days of the IPT review time will be for the VA to determine minimum acceptability of the design submission. If the VA finds the design submission to be unacceptable, the A/E will be required to resubmit the submission. The VA review time will not be impacted and shall remain the same number of allotted days with the first five working days for the VA to determine acceptability of the design submission. The A/E will be responsible for maintaining the overall design completion date and is responsible for making up lost time due to unacceptable design submissions. An incomplete submission is defined as a submission lacking any piece of information outlined in Attachments A – F of this SOW, or failure of submission to include a required item as outlined by PG-18-15, Volume C.
4.3 Drawing Format
All documents submitted shall comply with the VA Building Information Model Standards. All drawings shall conform to the VA project software requirements for Computer Aided Design (CAD) available at the link above. CAD software shall be AutoCAD Architecture 2020 or the latest version available.
5.0 DESIGN REQUIREMENTS/SUBMISSIONS
5.1 General Requirements
The A/E shall submit complete review package in accordance with the following requirements and guidelines outlined in http://www.cfm.va.gov/til/ae/aesubmin.doc. Please pay specific attention to the schematic, design and construction submission requirements. As appropriate depending upon the complexity of the design, the A/E may elect to delete individual submissions where not required (i.e. Do not address A. Site Development, Landscaping for interior renovation projects) Deliver all design packages in person directly to the COR on the established dates to allow the VA IPT to meet as scheduled. A transmittal letter is required to go to the Contracting Officer on the same day as delivery.
Include all information required for each submittal as outlined in Program Guide PG-18-15, Volume C and as outlined in the Attachments A – F. The program guide is available at the following address: http://www.cfm.va.gov/til/ae/aesubmin.doc. A/E shall provide a checklist of all submittals, certifications, tests, and inspections required per drawing and specification section.
All designs shall be accomplished in accordance with VA guidelines and specifications, which are available on the Internet at http://www.cfm.va.gov/til/. As a minimum, design shall comply with the applicable sections from the following VA standards and guidelines found at the web site above:

5.2 Cost Estimating
The A/E shall manage the execution of the project within the VA programmed construction budget. The VA programmed construction budget will not be made known until after design award. The entire A/E design team will take ownership of the project construction budget and be an advocate for successful execution of the project within the available funding. The cost estimator’s role must be viewed as a critical element of project cost management. Rather than limiting responsibilities to simply reporting costs, the estimator must be an integral part of the design team, continually interacting and providing input to design decisions at every stage of development.
5.2.1 Cost Estimate Objective
Cost estimates for the base bid shall be within the VA programed construction budget. If the cost estimate is outside of the construction budget, the A/E is responsible for notifying the VA of potential budget issues, providing non-scope impacting recommendations to get estimate within the budgeted construction cost and providing a design documents that correspond accordingly. Design submissions with cost estimates outside of the construction budget are grounds for rejecting a design submission. The final construction document submission estimate shall not be greater than the VA programed construction budget and not less the 95% of the VA programed construction budget.
5.2.2 Recapitulation
The A/E shall provide a recapitulation sheet of the total project (phase by phase as appropriate) listing site work, each new building, each new building addition and each renovated building separately. This document shall precede the summary sheets. A recapitulation sheet will be required for each bid packages (deductive alternates).
5.2.3 Level of Detail
The level of detail of the estimate shall be consistent with the degree of completeness of the drawings being submitted. If a construction element is shown, it must be priced; if it is shown in detail, it must be priced in detail. For detailed elements, "lump sum" or "allowance" figures will not be acceptable. Project estimates will include all elements within the contractor’s bid such as insurance, bonds, hazardous abatement and any other such items. Cost estimate will be detailed to show tasks with their required trade crews, labor hours, material costs, and equipment costs.
5.2.4 Timing of Submission
Responsible decisions cannot be made without knowing the associated cost. Cost documentation must be delivered at the same time as other design submissions. The A/E is responsible for managing workflow and communications to ensure that this can be accomplished. It is understood that some details may change in the final days preceding a submission. Cost data shall be submitted on the most up to date design information possible, with a narrative of any late developments that will affect cost.
5.3 Submittal Formats
Submittals shall be submitted in electronic format and hardcopy formats as listed in Attachments A thru F. QA/QC planes shall be submitted in Portable Document Format (.pdf)
5.4 Meeting Minutes/Conference Minutes
The A/E shall submit meeting minutes for all formal meetings and conferences held with the VA; including weekly construction meetings. Meeting minutes shall be submitted within seven (7) calendar days of the meeting or conference. All documents in either Portable Document Format (.pdf) or Microsoft Office Suite formats (.docx .xlsx and .pptx).
Minutes shall meet the following requirements, at a minimum:
· Project name, number, meeting host, Meeting Name
· Date, Time, meeting ID, call in number, Duration, and consecutive number of total related meetings
· Participant list (Name, Title, Phone number (office and Mobile), Email, Attended Meeting (yes/no Check box)
· Meeting purpose, Roll call, COVID-19, and Additional Items
· Agenda items (Decisions, action items, and fixes or next steps)
· Next meeting date and time
· Detailed attachment list
6.0 CONSTRUCTION PERIOD SERVICES
The A/E shall provide the following services during the period of project construction:
· Assist in answering bid questions during solicitation process by issuing any addendums, drawings, etc. necessary to address questions.
· Assist the VA to determine whether the construction contractor or subcontractor meets technical qualification requirements.
· Assist the VA in the review of contractor proposals for technical acceptability and provide written recommendations of any problems or litigations encountered with the proposing contractor in the past based on first-hand knowledge.
· Review all submissions and provide concise direction to the VA.
· Provide direction within 7 calendar days upon request for review of submittals (shop drawings, product data, installation instructions, samples, etc).
· Provide direction within 7 calendar days for RFI’s and change order proposals. Changes to contract documents based on errors and omissions in design will be executed at no cost to the VA, including cost estimates for the change. Contracting officer shall make final determination on what is or is not an error or omission.
· Provide certified industrial hygiene services to perform asbestos abatement 3rd party monitoring during construction period services.
· Provide a Commissioning Agent lieu of a VA hired 3rd party agent.
· Provide Construction Laboratory Testing services in lieu of a VA retained Construction Laboratory.
· Prepare record drawings based on contractor red-line as-built drawings with correspondence performed during construction. The A/E shall provide a set of updated drawings and specifications on CD within 30 calendar days of construction contract completion to the COR.
· The A/E fee shall include all costs for printing and miscellaneous reimbursable costs.
· Invoice payments for construction period services shall be directly correlated to the construction project progress percent complete. This amount will be coordinated with the COR throughout construction (i.e. if the construction is 20% complete, construction period services shall be billed at 20% complete).
7.0 SITE VISITS
The A/E shall make site visits at the request of the VA and prepare documented field reports denoting the purpose and results of the site visit to include agreed upon changes in design as determined necessary during the construction. Visits resulting from errors and omissions in design will be at no cost to the VA. Attend the pre-bid and pre-construction conference to review and confirm project scope.
Participate in partial/final acceptance inspections (in-wall, above ceiling and final) as scheduled and generate punch list items for completion. Inspections shall cover quality of installations and locations/placement of items in accordance with the contract documents. The punch list shall reference the contract documents for specific deficiencies (i.e. specification section, drawing detail, etc.).
During construction, allow for a minimum of 18 one-day site visits as directed and scheduled by the COR. Site visits related to Commissioning and Construction Laboratory Testing Services do not count towards the site visits.
Attachment A Schematic Design Submission Requirements (SD–15%) The A/E shall deliver the following (labeled with Schematic Design) and include this attachment as a checklist with your submission:
· 3 copies evaluation narrative addressing items listed in the design requirements and any additional A/E recommendations for each of the three proposed layouts.
· 3 half size sets of architectural floor layouts for each of the three proposed layouts being considered based on space required and VA space criteria. Make a recommendation on the most efficient and effective floor layout and the reasons for the preference. Show equipment to be used in each room/area.
· 1 copy of the preliminary cost estimate for each option being considered.
· 1 CD containing
· All drawings in AutoCAD and pdf format
· Narrative report in pdf format
· Electronic copy of preliminary cost estimate
· PG-18-15, Volume C checklists, completed and signed
· Design review checklists, completed and signed.
***Achieve a consensus on design approach before proceeding to 35% design*** Attachment B Design Development Submission Requirements (DD1-35%) The A/E shall deliver the following (labeled with 35% submission) and include this attachment as a checklist with your submission:
· 3 copies of a narrative report forwarding the design developed 15% submission addressing items listed in the design requirements and any additional A/E recommendations. The report should include identifying potential bid deduct alternatives, recommended construction phasing based upon discussions with COR, and any design calculations or analysis.
· 3 half size and 1 full size set of all drawings (blueline copies) required by project, produced on Auto CAD software.
· 2 copies of updated cost estimate prepared in accordance with Cost Estimating Requirements.
· 2 copies of custom edited VA Master Specification to be used for this project and a master submittal list identifying all the submittals required to be submitted by the contractor for review. The list shall be organized by division and specification and include submittals, certifications, shop drawings, tests, samples and inspections required per drawing and specification section.
· 2 copies of completed Pre-TAB of existing impacted HVAC systems.
· 2 copies of completed environmental sampling reports.
· 1 copy of each color board showing the interior design scheme (fabrics, finishes, furniture layout and plans) for each area, east west and center, include an inventory of materials/manufactures recommended for use for approval and prepared for order by the VA Interior Designer. This information should also be submitted on a spreadsheet for use during submittals (color, manufacturer, item number, etc.). The color, name and all applicable identifying numbers shall be placed on the board and be easily read without removing the physical samples.
· 1 CD containing
· All drawings in AutoCAD and pdf format
· All specifications in Microsoft Word and pdf format
· Narrative report in pdf format

Any errors found on the sealed set are subject to revision and resubmission by the A/E at no cost to the Government.
