PRE-Solicitation AMEND 01

PURPOSE: The following amendment is to respond to an RFI concerning the required

Past Performance Questionnaires (PPQs) and extend the date for PPQ and SF330 submission to April 4th, 2022 at 2:00pm EST. All other information on the notice remains unchanged.

RFI Question: Regarding Solicitation #36C24622R0023 – Correct FCA Deficiencies Steam for the

Hampton VAMC, will CPARS suffice if we have them for the presented projects, or are you solely requesting PPQs for each project shown in the SF330? Please advise. Thank you.

RFI Response:

The following amendment to the SF330 Request provides clarification concerning the required Past

Performance Questionnaires (PPQs). Offerors are required to submit at least 1 PPQ for projects listed in

Section F of the SF330. In addition to any CPARS information, you are required to submit a PPQ. The

PPQ must be related to one of the projects listed in Section F. See Revised PPQ Form attached.

The PPQ(s) serves to provide evidence on Selection Criteria #3 Past Performance, beginning of page 11, of the pre-solicitation. Question b. in criteria 3 is asking about the “reputation and standing of the firm and its principal officials with respect to professional performance, general management, and cooperativeness”. The PPQ enables the offeror to present this information concisely, whereas CPARS may or may not. ***FAILURE TO PROVIDE THE PPQ COULD RESULT IN A FIRM

BEING CONSIDERED LESS QUALIFIED.

The original SF330 PPQ stated:

“Complete one set of letters and forms for at least three (3) projects identified in your firm’s SF 330 Section F, Example Projects Which Best Illustrate Proposed Team’s

Qualifications For This Contract. Additional space or blank sheets may be added to answer any question.”

Please complete the questionnaire (Sections B and C) and return it by no later than 2:00PM
