c) AWARD BASIS AND EVALUATION METHOD
The Government will award a firm fixed priced contract to the responsible offeror whose quote, conforming to the requirements in this RFQ, will be most advantageous to the Government. By submission of its quote, the offeror accedes to all solicitation requirements, including terms and conditions, representations and certifications, and technical requirements, in addition to those identified as evaluation factors. Offerors must clearly identify any exception to the solicitation terms and conditions and provide complete accompanying rationale.
The following factors will be used to evaluate the quotes:
1. Past Performance Offeror must submit a portfolio of at least three (3) customers to whom it provides or has provided this type of service with similar size, scope, and complexity within the last three (3) years to include references and contact information. List the following information for each contract:
· Company Name and Address
· Types of services performed
· Name, telephone number and e-mail address contact person at the company
· Dates of contract performance Past performance information is one indicator of an offeror’s ability to perform the contract successfully. Current and relevant information, source of information, context of data, and general trends in Contractor’s performance shall be considered as it pertains to the performance of work described in this solicitation. Offerors may provide information on problems encountered on identified contracts and the offeror’s corrective action. The Government shall consider this information as well as information obtained from any other sources, such as the Past Performance Information Retrieval System (PPIRS), when evaluating the offeror’s past performance.
Since the Government may not necessarily interview all of the sources provided by the offerors, it is incumbent upon the offeror to explain the relevance of the data provided. Offerors are reminded that the Government may elect to consider data obtained from other sources.
Offerors with no relevant past performance or whom information is not available, shall not be evaluated favorably or unfavorably on past performance, but may be considered less favorably than an offeror with favorable performance history. The following Table shall be used to evaluate the Past Performance:
Table B Past Performance
Rating
Description
Acceptable
Based on the offeror’s performance record, the Government has a
reasonable expectation that the offeror will successfully perform the required effort.
Neutral
The offeror did not submit relevant past performance or the information on past performance is not available or so sparse that no meaningful rating can be assigned.
Unacceptable
Based on the offeror’s performance record, the Government does
not have a reasonable expectation that the offeror will be able to successfully perform the required effort.
2. Price
Reasonableness determinations will be made by determining if competition exists, by comparing proposed cost/price with established commercial prices, other contract vehicles, and/or by comparing proposed cost/price with the Independent Government Estimate (IGE). The IGE is not releasable to the public.
d) TECHNICAL QUESTIONS
Offerors should submit all technical questions regarding this solicitation to the Contracting Officer in writing, via email to Charlene Sanders at charlene.sanders@va.gov on or before 3:00 pm est, 11 August 2022.
