Questions and answers:
1) 2.f states, “In addition, nine (9) locations shall require new ADA-compliant hardware to bring the locations to compliance with ABAAS and Life Safety Code requirements.”
· Is it your intent to upgrade current mortise and cylindrical knobs same-for-same with ADA compliant levers?
· How many knobs do you currently estimate need to be updated for ADA compliance? How many are Mortise? How many Cylindrical?
· You have requested that knobs be replaced for ADA compliance but there is nowhere to quote that cost. Upgrading knobs to ADA compliant levers requires replacing the entire lock assembly, not just the core. Mortise and Cylindrical locks have different costs and labor to install. On the Price/Cost Schedule:
· Can you add 2 line items for the expected number of both Mortise and Cylindrical Knob replacements?
· Should we incorporate labor for knob replacements in the current installation line item, or will you create a new line item for ADA compliance installation?
· Understanding it would be an additional cost, Would the VA consider anti-microbial finish on the levers?
Mechanical door handles are not included in this contract, only lock cylinders, cores, keys, software, 2 key cutting machines etc. This contract was not intended to change or upgrade the doors to ADA requirements it was only to upgrade our cylinder locks and keying program to make the facility secure.
Durham will like to remove the below from the PWS. It was a specification that was requested to be included in the PWS, but only confuses the scope of work.
10. MECHANICAL LOCKSETS
1. SPECIFICATIONS
1. Cylindrical locksets shall be extra heavy‐duty cylindrical type with 2 3/4‐ inch backset, with a 9/16 inch throw latch bolt.
2. Cylindrical locksets shall conform to ANSI A156.2, Series 4000, Grade 1, and be UL listed for use on 3 Hr A Label swinging door.
3. Mortise lock case shall conform to ANSI A156.13, Series 1000, Grade 1 Operational and Grade 2 Security. Latch bolt shall be solid stainless steel, ¾” throw & reversible without opening case. Deadbolt is stainless steel, 1” throw.
4. Locksets shall meet or exceed ANSI A117.1
5. Permanent core face shall be the same finish as the lockset finish
6. Finish shall match existing finishing where hardware is to be replaced.

2) 3.j states “At minimum prime shall be certified as a master locksmith certification and hold certified protection professional – CPP”.
Our Team currently holds a Certified Professional Locksmith certification through ALOA, Architectural Hardware Consultant (AHC) certification, and Virginia Department of Criminal Services Locksmith training and registration. We have not seen the need or benefit in pursuing the Master Locksmith Certification through ALOA or the CPP certification from ASIS. Given that our successful enterprise installations include hospitals, schools and government buildings, as well as critical infrastructure, and that our team is qualified to write and approve hardware and master key specification, can our credentials substitute, or meet the minimum requirements for those requested (CPP & MLC)?
Additionally, is it necessary for qualifications to be held by the prime contractor or is it acceptable to utilize subcontractor certifications based on their role and responsibilities for this project?
Durham would accept the sub-contractor having the master locksmithing license as long as someone working in the contract has it. They need to be an active part of the work and not just someone they know.
3) Eight (8) Associated CBOC’s:
We understand there are 8 different locations across the state in addition to the Durham VAMC. Will the VA require key machines, pinning kits, and other SFIC tools for additional locations, or is it the intent that all future locksmithing activities will be centralized in Durham? If multiple locations are to support locksmithing activities, please consider adjusting the quantity of 0006 on the price schedule.
The CBOC’s/HBOC’s question was answered with removing it from the SOW. (Leased Spaces)
4) On page 14 of 59 in the RFP/SOW, under paragraph “9. Mechanical Locksets” it has a spec for new locks.

5) Unless I’ve overlooked it, I did not see that new locks were required anywhere in the bid documents.

6) Is the purpose of the RFP/SOW just to provide the VA with the new keys and cores? I want to make sure we’re providing everything you guys need on our bid.
