The VHA Network Contracting Office 6 (NCO 6) is conducting a market survey to find qualified vendors who can provide Boiler Testing and Tuning for the Department of Veterans Affairs, Durham VA Medical Center (VAMC), 508 Fulton Street, Durham, NC 27705:

Interested firms are reminded that in accordance with FAR 4.1201(a) Prospective contractors shall complete electronic annual representations and certifications at the System for Award Management (SAM) as a part of required registration in conjunction with FAR 4.1102(a) that states, Prospective contractors shall be registered in the (SAM) database prior to award of a contract or agreement. Therefore, due to time constraints, vendors will be required to be registered in System for Award Management (SAM) at http://www.sam.gov to be considered for an award.

STATEMENT OF WORK

The Department of Veterans Affairs currently has the need for a contract to preform maintenance, tuning and the safety inspections of the boilers at the Durham Veterans Affairs Health Care System (VAHCS), 508 Fulton St, Durham, NC 27705 in accordance with the terms and conditions herein.

Expected Period of Performance: Base with four (4) one (1) year renewal options that can be exercised by the Government.

1. DESCRIPTION OF WORK:

Hours of Operation: Services shall be performed Monday through Friday starting at 7:30am until 4:00pm, excluding Federal holidays, and any other day specifically declared by the President of the United States. Federal holidays are available at the Federal Holiday OPM Site. For working outside the hours as defined in this contract, the vendor shall give 3-day notice to the Contracting Officer Representative so that arrangements can be provided for the employees. This notice is separate from any notices required for utility shutdown described later in this section. All work to be coordinated around an operational medical center as to minimize impact to patient care.

The contractor shall furnish all labor, material, equipment, parts, supervision, etc., necessary to tune, maintain and preform the safety inspections the boiler at the Durham VA Health Care System.

a. The Durham VA Medical Center’s #1, #2 & #3 Boilers 500 HP requires Burner Performance Evaluation Tune-up and Inspection, Testing and Calibration of Boiler Safety Devices Services. This performance scope of work is designed to have the contractor complete work in accordance with VHA Directive: Boiler Plant Operations, VHA Boiler Plant Safety Device Testing Manual, (latest edition) and VA Master Specification Section: 23 09 11, INSTRUMENTATION AND CONTROL FOR BOILER PLANT and SECTION 23 52 39 FIRE-TUBE BOILERS.

b. Performance of work shall be performed every six months in accordance with a schedule provided by VAMC. VAMC may extend the schedule for burners in limited service. The contract shall be for a base plus four years.

2. Contractor Responsibility:

i. Provide all material, labor, supervision, travel, tools and equipment necessary to perform inspection, tuning, testing, calibrating, and adjustments of burners. Contractor must have knowledge and familiarity with of all aspect in programing and operating Allen Bradley Rockwell Software RSLogix 5000 for boiler plant burner controls as specified below:

ii. The contractor shall calibrate all switches and safeties associated with the boilers semiannually.

iii. Operate burner(s) on each fuel from low fire to high fire and back to low fire in at least six increments and record combustion performance (flue gas oxygen, carbon monoxide, nitrous oxide, where applicable), fuel train pressures, atomizing air pressures, burner pressures, stack temperatures, boiler steam output.

iv. Compare the combustion performance data with VAMC requirements (see below) and previous readings. If necessary, perform adjustments to the fuel flow and combustion air controllers, control valves and dampers to obtain the required performance. Record the new performance data.

3. Required burner performance (natural gas and fuel oil):

1. Turndown (ratio of maximum and minimum firing rates): 10/1 8/1 5/1 4/1 (Refer to original burner specification).

2. Achieve, but do not exceed, boiler maximum steam flow output rating. Measure fuel input at minimum and maximum firing rates.

3. Maximum carbon monoxide: 200 parts per million (ppm).

4. Maximum nitrogen oxides (NOx): _____ (refer to original burner specification).

5. Flue gas oxygen: 2.5-4.2 percent (Up to 5.2 percent at loads below 40 percent of maximum steam output, no upper limit at minimum firing rate, oxygen can be one percentage point higher on oil firing on single-point positioning systems).

6. Flue gas oxygen (low excess air burners): 1.0-2.0 percent (Up to 2.5 percent at loads below 40 percent of maximum steam output, no upper limit at minimum firing rate: oxygen can be one percentage point higher on oil firing on single point positioning systems).

7. No visible smoke, except on heavy oil fuel where maximum opacity is 20 percent. Comply with local emissions regulations.

8. Note: Copies of the applicable emissions regulations must be available in the Boiler Plant Office.

9. Flames shall be stable with no pulsations, shall be retained near burner, no blow off or flashbacks, no constant flame impingement on refractory or water walls.

4. Provide complete written report of the inspection fully describing all combustion performance data Inspection, Testing and Calibration performed, all findings, and recommendations.

1. The inspections, testing and calibrations shall comply with: The recommendations and requirements of VHA Boiler Plant Safety Devices Testing Manual 5th edition and the VHA Directive 1810 (1) Boiler and Boiler Plant Operations

2. Test and record the operation and set points of all burner/boiler safety interlock devices. Refer to list below. Verify that the set points and operating points are within approximately 20% of normal operating parameters. Perform adjustments as necessary and record the new settings. The operation of a device must result in burner shutdown and/or proper alarm operation. Operational Testing and Calibration of Boiler Safety Devices, such as:

ii. Low-water cutoff (slow drain)

iii. Auxiliary low-water cut-off (slow drain)

iv. High-water alarm

v. Low-water alarm

vi. High-steam pressure cut-out (recycle)

vii. High-steam pressure cut-out (non-recycle)

viii. Flame scanner

ix. Check gas vent for leaks

x. High-gas fuel pressure cut-off

xi. Low-gas fuel pressure cut-off

xii. Gas fuel safety shut off valves proof of closure

xiii. Leak test gas fuel safety shut off valves

xiv. Low-atomizing pressure for fuel oil

xv. High-fuel oil pressure cut-off

5. The work shall be performed during normal working hours (M-F 0730 to 1600). Interruption of service shall be planned and minimal to all steam service to the DURVAMC. Repairs shall be performed in accordance with industry standards and manufacturer’s recommendations. The contractor shall provide a complete written report of the inspection fully describing all tests performed, all findings, and recommendations and perform site housekeeping to leave the work area in a clean and safe condition throughout the work and at completion of the work.

a. Immediately inform COR of any recommended repairs or modifications.

6. Report Requirements

a. Provide complete written report of the inspection fully describing all tests performed all findings, and recommendations. The report shall be recorded on Boiler Safety Device Testing Data Sheets in accordance with the VHA Boiler Plant Safety Devices Testing Manual 5th edition.

b. Furnish report within one week of each facility inspection in “Microsoft Word” or Excel format by email to the COR and to the VA Headquarters office designated. Provide hard copies of data sheets and flue gas analyzer “strip” printouts to the COR within one week of visit.

7. All safety-related deficiencies shall be immediately reported to the COR, Boiler Plant Supervisor and/or Chief Engineer during the inspection visit.

8. The Contractor shall be required to provide emergency service 24-hours a day, 7 days a week. Each service call will include two (2) hours of non-billable service time to diagnose problem. Contractor shall check in and out with utility plant personnel, if emergency is after normal business hours.

9. All repair cost shall be submitted in writing to the CO and his designated appointee (COR). All repairs shall be approved in writing by the CO prior to commencement of any work. Any additional work performed by the contractor without the prior written approval of the CO will be performed by the contractor at no additional cost to the government. The COR may provide written authorization outside of normal business hours.

10. A Contract Line Item will be incorporated for emergency repairs in the base year and in each option year for emergent repairs. This line item will be utilized throughout the year to invoice for services rendered on emergent repairs.

11. DVAMC Responsibilities:

a. VAMC will have the boilers that are to be serviced prepared for the technicians upon their scheduled arrival. This includes having the boilers clean of soot and loose scale; fully warmed and at normal steam pressure; steam exhaust silencer system operable; all boiler, burner, and fuel train pressure gauges and thermometers calibrated; fuel meters in accurate operation (pressure/temperature correction factors provided if applicable); boiler steam flow, stack temperature, and flue gas oxygen instruments operating. Provide building electrical power and city water as needed. Monitor work area for safe and clean operations.

12. Contractor Clarifications:

a. ACTS will perform the work described above and attempt to obtain the desired performance parameters. If the desired performance parameters are not able to be obtained the VA personnel will be notified and the limitations will be noted in the reporting documentation.

13. GENERAL:

a. All contract field personnel engaged in work on this project shall be trained in accordance with current regulations and enrolled in a medical monitoring program. Training shall include 40-hour OSHA and annual update training in compliance with regulations.

b. Key personnel shall be identified in the proposal and shall be considered key personnel essential for the successful completion of the work performed under the contract. The contractor agrees that such personnel shall not be removed, diverted or replaced from the work without prior written approval of the Contracting Officer. The contractor shall submit written notice of proposed personnel changes to the Contracting Officer for approval at least thirty (30) business days in advance.

c. The contractor’s employees shall not enter the work site without appropriate identification. They may also be subject to inspection of their personal effects when entering or leaving the project site.

d. Execute work to interfere as little as possible with normal functioning of the hospital including operations of utility services, fire protection systems and any existing equipment, and with work being performed by others. Use of equipment and tools that transmit vibrations and noises through the building structure, are not permitted in buildings that are occupied jointly by patients or medical personnel, and Contractor’s personnel, except as permitted by COR where required by limited working space.

e. No utility service such as water, gas, steam sewers or electricity, or fire protection systems, communications systems and means of egress may be interrupted without prior approval of COR. Electrical work shall be accomplished with all affected circuits or equipment de energized. When an electrical outage cannot be accomplished, work on any energized circuits or equipment shall not commence without the Medical Center Director’s prior knowledge and written approval. The vendor shall submit a request to interrupt any such services to COR, in writing, 4 weeks in advance of proposed interruption. Request shall state reason, date, exact time of, and approximate duration of such interruption.

f. Durham VA HCS reserves the right to have work cease or shut down any work in progress and order the vendors employees off the premises in the event of a national emergency. The Durham VA HCS also reserves the right to have work cease when required by operational necessity or a safety situation. The COR shall immediately notify the CO upon any such action.

g. Site and Building Access: Maintain free and unobstructed access to Durham VA HCS emergency services and for fire, police and other emergency response forces in accordance with NFPA 241.

h. Means of Egress: Do not block exit paths in occupied buildings, including paths from exits to roads. Minimize disruptions and coordinate with COR.

i. Buildings will be occupied during performance of work. Contractor shall take all measures and provide all material necessary for protecting existing equipment and property in affected areas against dust and debris, so that equipment and affected areas to be used in the Durham VAHCS operations shall not be hindered. Coordinate alteration work in areas occupied by Department of Veterans Affairs so that Durham VAHCS operations shall continue during the installation period.

j. Buildings will be occupied during performance of work. Contractor shall take all measures and provide all material necessary for protecting existing equipment and property in affected areas against dust and debris, so that equipment and affected areas to be used in the Durham VAHCS operations shall not be hindered. Coordinate alteration work in areas occupied by Department of Veterans Affairs so that Durham VAHCS operations shall continue during the installation period.

k. The contractor shall maintain neat and orderly work areas and shall clean area of debris and rubbish daily and dispose of waste materials offsite per hospital policies. The contractor shall provide a dumpster if it is determined to be necessary and shall work with the COR in advance for a spot-on site to establish the dumpster.

l. All work shall be performed in full accordance with applicable local and Federal regulations. All materials and installation shall conform to the recommendations of National Fire Protection Association (NFPA), plumbing and mechanical codes. No departures from specification requirements shall be permitted without written approval. The Supplier shall use good safety practices while working. All hardware should be installed in such a manner to minimize damage and maximize patient and employee safety.

m. New work shall be installed and connected to existing work safely and professionally. Disturbed or damaged work shall be replaced or repaired to its prior conditions.

n. All items furnished shall be free from defects that would adversely affect the performance, maintainability and appearance of individual components and overall assembly.

o. Where the Government determines that the vendor has installed equipment not conveniently accessible for operation and maintenance, equipment shall be removed, and reinstalled or remedial action performed as directed at no additional cost to the Government.

p. Hot Work: Perform and safeguard hot work operations in accordance with NFPA 241 and NFPA 51B. Obtain daily permits from facility Safety Manager at least 24-hours in advance.

q. Contractor personnel and sub-contractor personnel shall be subject to the same Federal laws, regulations, standards, and VA Directives and Handbooks as VA personnel regarding information and information system security.

r. The contractor shall be issued temporary construction badges each day work is performed and shall be returned at the end of each workday. All contractors shall wear badges so that the badges are easily viewed always while on-site. Contractor shall notify the COR immediately of any lost badges. Contractor and all their employees shall report to the safety office to receive safety training prior to working on site. Contractors shall be issued a short-term parking pass. Contractor shall provide a valid driver’s license, license plate number and signed copy of their contract. OSHA 10-hour training is required for all workers on site and the OSHA30-hour training is required for Trade Competent Persons (CPs) and shall provide documentation to the COR prior to performing any work at the VA facility.
