Questions/Answers for Upgrade Elevators Phase II Project # 658-22-103

Solicitation # 36C24622B0020

1. What is the desired phasing plan for taking elevators out of service for the modernization? Is it acceptable to take one car in each bank of elevators out of service at a time or is it desired for only 1 car to be modernized at a time while 3 cars are in service? VA: See Phasing Notes – one car in each building/bank at a time. There would be one car out of service in building 2 and one car out of service in building 2A at the same time.

2. Please confirm the existing Aethon patient wondering system is to be retained? VA: See drawing sheet PH101. Patient Wandering System is by Stanley and the pharmacy TUGS System is by Aethon.

3. Can you confirm that the existing generator is capable of running one car in each bank simultaneously? VA: There are 2 generators. One for building 2 and another for building 2A.

4. There is an existing roof hatch adjacent to the elevator machine room of elevators in building 2A. Can you confirm that there is clear unobstructed access from the edge of the building to this roof hatch? From Google Earth – it does not appear to be a clear unobstructed access from the edge of the building to the roof hatch.

5. Fire Alarm Devices – Is the intent to reuse the existing smoke detectors, heat detectors and sprinkler heads or replace all with new? The intent is to have a fully addressable fire alarm system. See specification section 28 31 00 subsection 1.2.

6. 142100 1.5 C 1 c -- This section specifies seismic zone 2 or greater. Can you confirm which seismic zone for the project? Can you confirm the projects Seismic Design Category (A,B,C,D,E or F) and the project’s Seismic Importance Factor (1.0 or 1.5)? It is not the intent of this project to upgrade seismic requirements of the building envelope. The elevator equipment shall be installed in accordance with the manufacture’s specification (to include their seismic requirements).

7. 142100 2.17 A – This section calls out “geared/gearless” machine replacement. What is the desired application? New geared machines or new gearless machines? The desired result are machines that meet the performance requirements.

8. 142400 2.16 A – During the pre-bid walk through it was indicated that the existing elevator jacks would not require replacement. Can you please confirm that the jacks will not need to be replaced? See attached Vertical Transportation Survey.

9. 283100 1.7 F – This section references International Building Code (IBC) 2018 edition. Can you confirm if the project is governed by the IBC 2015 or 2018 edition? IF the 2018 edition applies, the elevator specification sections do not indicate the requirement for an audio/visual phone system. Can you confirm that the A/V phone system is not required? A/V phone system is not required.

10. During the pre-bid walk a reference was made to the “contractor’s storage yard”. Approximately how far from Building 2 is this location and is this location large enough to receive 1 or more connex boxes for storage? The contractor laydown yard is behind parking lot T. It is approximately 1400 feet from the center of the laydown yard to the center of building 2.

11. Please confirm that any SDVOSB prime must be registered as SDVOSB in the VetBiz VA system.

This is a total Service-Disabled Veteran Owned Small Business (SDVOSB) set aside IAW 38 U.S.C. 8127 (d). See page 1 of the SF 1442

12. What year is the elevator code for the 4 elevators? Elevator installation shall meet the requirements of the latest editions published and adopted by the United States Department of Veterans Affairs on the date contract is signed. 2019.

13. Where is the laydown area for this job? VA: See question 10.

14. During the site visit, it was discussed that only one car per elevator back can be taken out of service at any one time. Can the modernizations for separate cars in separate banks be done simultaneously? i.e. – Can car 1 in Bldg 2 and 2A be done at the same time? VA: See question #1.

15. One passageway to the upstairs mechanical is only 22 inches wide to bring equipment to the room. Can we put install a structural doorway to widen this passageway? If so, what is the narrowest point to get the equipment to the upstairs room? VA: TBD during site investigation.

16. Please confirm code year for modernization of equipment See question 12.

17. Please confirm if any elevators are on generator power and if so which units. VA: All units can be run on generator power.

18. Please confirm speed & capacities of all units. See attached Vertical Transportation Survey pdf pages 3 & 4.

19. Please confirm which units require the patient monitoring (wander guard). All four elevators.

20. Specification section 14 24 00, subsection 3.6.A. Change specification prepared for Upgrade Elevators Buildings 2 &2A, Section 14 24 00 Hydraulic Elevators, subsection 3.6 Pre-Tests and Tests A.

The Elevator Consultants conducted a vertical transportation onsite survey at the VA Medical

Center located at 1970 Roanoke Blvd in Salem, VA on October 1, 2018. The onsite survey was performed at nine (9) buildings which consisted of twenty (20) units; ten (10) traction elevators, eight (8) hydraulic elevators and two (2) service cart lifts. The vertical transportation onsite survey includes a review of the equipment type and condition, an estimated cost to replace the systems and a potential schedule to replace the systems.

Building 1

There is one (1) hydraulic elevator located in Building 1 that has a capacity of 4,000 pounds, travels at a speed of 125 feet per minute and serves 3 landings. The elevator uses a Dover controller, Dover dry hydraulic pump unit assembly, Dover in-ground jack unit assembly, Dover door operation system, slide guide assemblies, spring buffers and cab fixtures that are all original from 1976. Overall, the equipment is in poor condition and is operating beyond its useful life expectancy. The condition of the hydraulic jack unit assembly is unknown because the jack unit is in the ground. The major components; controllers, machine, pump units, door operating equipment, guide assemblies, safety equipment, hall and car fixtures and a safety buffer will be replaced except for the hydraulic jack unit assembly which will be reused during the modernization. An estimated budget of $150K should be planned to modernize the elevator.

This budget does not include non-elevator work such as electrical, fire life safety, hoistway patching, etc. to meet current code. The modernization will take an estimated 4 – 6 weeks from the time material is onsite.

Building 2

There are two (2) hydraulic elevators located in Building 2. The elevators have a capacity of 4,000 pounds, travel at a speed of 100 feet per minute and serves 4 landings. The elevators use Virginia control systems, dry hydraulic pump unit assemblies, GAL door operators and cab fixtures that were installed during the 1995 modernization. The elevators use original slide guide assemblies, spring buffers and in-ground jack unit assemblies. All equipment is in poor condition.

An estimated budget of $150K per elevator for a total of $300K should be planned to modernize both elevators.

This budget does not include non-elevator work such as electrical, fire life safety, hoistway patching, etc. to meet current code. The modernization of both elevators will take an estimated

4 – 6 weeks to modernize after material is on site.

Overall

Overall, the twenty (20) units surveyed, the overall condition of seventeen (19) of the units were rated as poor and due for modernization based on the use, age of the equipment, parts availability and engineering. An estimated cost of $3.9M to $3.95M should be budgeted to modernize the seventeen (17) elevators and two (2) cart lifts and does not include non-elevator work. It is recommended that quotes be received for all of the non-elevator work (electrical, fire life safety and hoistway patching) so a full budget can be planned attained. The schedule for modernization with 2 crews will take an estimated two and a half (2 1/2) years from the time material arrives on site until the last elevator is completed.
