· Will badges be required? If so, what is the cost per badge? Badges will not be required
· Will there be a laydown area for pipe on site? Yes there will be a lay down area the approval of that a area will come from the chief of engineering.
· With the current market issues, will the Gov. allow for material escalation by providing an allowance? This is a firm fixed price contract.
· With the current market supply issues, pipe deliver could be 6-12 months from time of order. Will the material procurement time be added to contract duration as it is out of our control? 6 months will be added to the original project duration for pipe delivery.
· Please confirm that water meters will be procured by the VA from the City of Durham. (fees/permits/etc.) Per Drawing C-001 7. THE CONTRACTOR IS RESPONSIBLE FOR COMPLIANCE WITH ALL APPLICABLE PLUMBING CODES AND REGULATIONS AND PAYING FOR AND OBTAINING ALL NECESSARY AND REQUIRED INSPECTIONS, APPROVALS, AND PERMITS NECESSARY TO PERFORM ALL WORK INDICATED IN THE CONSTRUCTION DOCUMENTS.
· Will the GOV hire a testing agency for any soil/compaction testing required? NO
· Per Spec Section 31 20 00 Earthwork/3.2/5 the contractor is to hire a Geotechnical Engineer for the project. Please confirm that this should be included in our bid. The contractor will be required to provide one at their cost.
· Please confirm that the warranty length is 2 years as stated in the specs. The warranty for the overall material is 1 year although different materials have stringent requirements per the specification, i.e. plants 2 years, sealant 5 years, each discipline captures the required period for warranty.
· At approx. sta. 21+50, there is a monitoring well in a grass island, should we anticipate any contaminated soils in this location or in any other locations, in our bid? STA 21+50 is in the parking lot. We should not anticipate any contaminated soils.
· What max. length of work area should be anticipated to be available in traffic areas? The contractor will be required to provide a work plan that must be approved by the VA. The max length of work would be means and methods. The contractor will submit a plan that minimizes the impact to the facility.
· Will 8’ temporary fence panels be acceptable for the trench work areas, as we will be limited on work area and the excavation will be moving? Per drawing C-001 10 feet minimum height is required.
· C001/project sequencing notes/10…..can the GOV provide the allowance amount to include on our bid for any fees required by COD? This will keep bids comparable as we have no way of knowing what the fees will be for this project. Please confirm this does not include any meter purchase/fees. There is no allowance provided. The purchase of the meter will be required by the contractor.
· Will the project be in close proximity to any exterior air intakes/plenums that will require any considerations for fume/dust protection during construction? Yes it will be near air intakes and plenums.
· Is any of the existing piping asbestos cement? What will be required documentation/procedures for making these connections or abandoning if AC is encountered? Per the drawings there is no asbestos.
· It is understood that we are to verify/locate any underground utilities that are shown on the plans. If utilities/structures are encountered that are unknown to anyone and could not be located prior to the work, will this be a situation that would be handled as a change in conditions? In the scope in section 6 general requirements section b Use Ground Penetrating Radar (GPR) and the Facility utility As-builts to locate existing utilities. Utilize the North Carolina 811 (call before you dig) procedure to execute utility identification. Per Drawing C-001 The contractor shall be responsible to dig and restore test pits to locate all existing utilities in the area of new work. Contractor shall adjust proposed work locations and depths to avoid conflicts with the existing facilities. All cost for this work shall be included in the contractor base bid.
