1) Page 6 Paragraph 11: States “Proposal Delivery: Sealed Offers for furnishing the services in the schedule are to be mailed or hand carried to the address listed below:” However, on page 152 Section E.2 Specific Instructions to Offerors Regarding Proposal Preparation
Instructions for Proposal Submission it states, “the contractor shall submit their proposal electronically to wyona.davis@va.gov in (PDF or Microsoft Word format) and shall be assembled as follows:
Question: Will the Government please confirm the proposal shall be delivered by mail or electronically to Wyona Davis?
Answer: Proposals are to be submitted electronically to wyona.davis@va.gov in (PDF or
Microsoft Word format).
2) Page 17 Paragraph 2: Outlines the staffing and qualifications. However, in the evaluation factors on page 160 states offeror shall identify and provide a list of the names of the
Physician Director, Clinical Nurse Administrator, qualified physicians, nurse practitioners, and other nursing staff (RNs/LPNs) or other type of clinical staff (IE:
pharmacists, social workers, dieticians, etc.) intended to be utilized in the performance of the resultant contract.
Question: Does the Government require an RN Clinic Manager/Administrator?
Answer: The contractor can have a practice manager who is not an RN however this may create operational challenges for the contractor in terms of competencies, oversight, training. The clinic MUST have a designated manager or administrator.
3) Page 17 Paragraph 2.1: States “the Clinical Pharmacy Specialist (CPS) shall be provided the same support staffing given to other providers on the team when they are working in the capacity of a mid-level provider.”
Question: Will the Government please confirm if it is acceptable to utilize a PACT team member for CPS support?
Answer: Support staffing can be tasked however the contractor determines is most effective for operations. Often the MSAs at the CBOCS support all specialties at the site.
4) Page 21 Paragraph 2.4.2: States “the Contractor will provide CPS anti-coagulation. On page 54 paragraph 4.6.4.4.3 states anticoagulation services will be provided by Salem VA
Medical Center” mailto:wyona.davis@va.gov
Question: Will the Government please confirm if the VA or the Contractor will provide anticoagulation services?
Answer: The contractor will provide anticoagulation services.
5) Page 26 Paragraph 2.7.1 General and Specialty Mental Health Staffing: States” MH staffing FTE ratio performance standard is 7.72 total FTE per 1000 Veterans seen in outpatient MH, which includes 1.22 psychiatrist FTE per 1000 outpatient MH and 0.67
PCMHI FTE per PC panel”
Question: Would it be acceptable to the government to staff the 1.22/1000 veteran psychiatrist required with a Mental Health NP if the Mental Health NP is an independent licensed practitioner as long as all state laws are followed with respect to scope of practice?
Answer: A licensed Mental Health Nurse Practitioner would be acceptable, however there should always be one psychiatrist on staff.
Question: Will the Government accept a MH RN as one of the MH teamlet options?
Answer: No
6) Page 28 Paragraph 2.8: States “Telehealth Clinical Technician (TCT) FTE Ratio performance standard 1.0 FTE Telehealth Clinical Technician (TCT) per estimated 5,000 patients at clinic, with a trained back-up (e.g., another TCT or a member of the PACT
Teamlet (LIP, RNCM, or LPN), depending on size of clinic/clinic workload/clinic telehealth services).”
Question: Will the Government please confirm if it is acceptable to utilize an LPN or MA for the TCT position?
Answer: Yes, they will have to complete VA-provided training regardless of position title.
7) Page 51 Paragraph 4.6.3.1: The Contractor will provide all medications (including any necessary vaccines, with the exception of vaccines for COVID-19 as indicated in Section
4.6.3.4) that are to be administered to patients in the clinic.
Question: Will the Government please provide a list of all vaccines and medications that the contractor will be responsible to stock and administer?

8) Page 84 Paragraph 4.91: Outlines the space requirements.
Question: Will the Government please confirm that the VA does not need any additional space for VA staff outside the space requirements outlined in Section 4.9.1?
Answer: Due to a high number of patients being sent to specialists in the community, Salem VA has begun sending specialty providers to the CBOCS. It would be helpful to
Salem if there was space available for providers to see a small number of patients weekly.
This is listed in section 4.9 Space Requirements “Flex Space / Physical Therapy Area.”
If the facility has non-utilized space available, the VA may consider contract modifications in the future to incorporate these areas into the contract as the need arises.
9) Page 98 Paragraph 4.9.21: States Closed Circuit Television (CCTV): Shall be provided by the Contractor to monitor building entrances, restricted areas, mission critical asset areas, and alarm conditions. CCTV system shall be used for surveillance and observations of defined exterior areas, such as site and roadway access points, parking lots, and building perimeter, and interior areas such as hallways, common areas and waiting areas, CCTV system will be viewed from a VA location determined by the VA
Physical Security Officer.
Question: Will the Government please clarify the following:
• When the VA states the “CCTV system will be viewed from a VA location determined by the VA Physical Security Officer”, does that mean the VA will decide where within the CBOC the CCTV system can be viewed?
Answer: Correct. The Security Officer and/or Physical Security Specialist will need to conduct an on-site visit and conduct an assessment for camera and monitoring placements.
• Does the VA need to monitor the CCTV activities remotely or is the Contractor’s
CCTV system required to record activity at the CBOC facility and be available to the
VA for playback if needed?
Answer: The CCTV can be a standalone system and monitored by CBOC staff. The recording system for the security cameras should be placed into the secured OIT closed so the VA can review video footage, if needed.
• Will the Government please confirm if there is any preference in using Dome and
Bullet cameras versus Fisheye or 360 cameras?
Answer: Recommend that an assessment be conducted first by the Security Officer and/or
Physical Security Specialist to help determine camera locations and type of cameras, i.e.
Fisheye, fixed, PTZ, 90 degree, 270 degree, or 360 degree cameras.
