Architect’s Supplemental Instruction #1

RE: Department of Veteran Affairs Project 658-19-102 Replace Building Transformers

NOTICE TO CONTRACTOR: The following supplemental instructions are issued as part of the Contract Documents. The work shall be carried out in accordance with the Contract Documents including these clarifications. Any change in Contract Sum or Contract Time must be resolved with the VA before proceeding with the Work in accordance with these instructions.

1. Sheet E-101: Sheet Note 2 shall read: All new exterior transformers are to be installed on existing transformer pads. All existing exterior transformer pads shall have pad extensions added if required, to install the new transformers. Contractor shall coordinate new transformer, transformer pads extensions, and incoming conductor raceway.

2. Sheet E-102: Sheet Note 2 shall read: All new exterior transformers are to be installed on existing transformer pads. All existing exterior transformer pads shall have pad extensions added if required, to install the new transformers. Contractor shall coordinate new transformer, transformer pads extensions, and incoming conductor raceway.

3. Sheet E-103: Sheet Note 2 shall read: All new exterior transformers are to be installed on existing transformer pads. All existing exterior transformer pads shall have pad extensions added if required, to install the new transformers. Contractor shall coordinate new transformer, transformer pads extensions, and incoming conductor raceway.

4. Specification 26 12 19 1.5 A 1 b shall read: Include electrical ratings, nameplate data, impedance, outline drawing with dimensions and front, top, and side views, weight, mounting details, decibel rating (Factory measured rating), termination information, temperature rise, no-load and full-load losses, regulation, overcurrent protection, connection diagrams, and accessories.

5. Specification 26 12 19 2.5 B shall read: Surge Arresters: Distribution class, one for each primary phase, complying with IEEE C62.11.

6. Specification 26 12 19 2.2 B 3 shall read: Provide a 50 mm (2 inches) size padlock for each assembly, as approved by the COR. Padlocks shall be keyed to the COR’s established key set. Firmly attach the padlock to the door assembly by a chain, using tamper-resistant hardware.

7. Coordination study shall be required for all medium voltage single ended switchgear and all switchboards being replaced. Refer to Specification 26 05 73 included with this response.

8. Note: ESS and SS unitized substation in Building 143 currently has an input selector switch; GE Air-Interrupter GEK-73003. The new gear shall have the same capabilities. Two feeds but two junction boxes. Junction boxes are in reference to the switchgear replacement and switching existing loads to the temporary switchgear and back.

9. Specification 26 13 13 Medium Voltage Circuit Breaker Switchgear has been added.
