About this file
This document provides responses to questions on a solicitation for a new MRI addition project at a Department of Veterans Affairs medical center. The solicitation seeks a contractor to furnish all labor, materials, equipment, and supervision for a new approximately 2,785 square foot single story addition to house two new MRIs adjacent to an existing MRI suite. The project scope includes site preparation, demolition, building the new addition to match the exterior of the existing facility, and relocating an existing MRI trailer and associated services. Safety rails will be required for roof work and testing is mandated for all contractor employees. Acceptable forms of documentation for guard rounds and communication devices were clarified. The response deadline was not extended. A past performance questionnaire was provided as an attachment for contractors to submit in addition to CPARs reports.

Question Respondent Response
1/5/2021 Safety Railing is currently being installed on most other existing roofs – will safety rails be required on this project?
VA Safety rails are required on the roof.
1/5/2021 Does the SSHO need to be a separate person, or can superintendent also fulfill this roll?
VA The site superintendent may also be the SSHO, however, the superintendent
CANNOT be both the SSHO and Site QC Manager.
1/5/2021 Specification 01 00 00-2 requires unarmed guard after normal working hours. Does this guard have to be DCJS certified employee of a licensed security agency, or can it be a contractor employee?
VA There is no requirement in the specification for the guard to be a DCJS certified employee of a licensed security agency. The guard may be a contractor employee.
1/5/2021 Specification 01 00 00-2 requires contractor to provide guards and police with communication devices as directed. Can this be a cell phone?
VA Cell phones are acceptable.
1/5/2021 Normal two-way radios will not have the power to transmit distances inside the building.
Will the VA provide the contractor with a police radio?
VA The VA will not provide the contractor with a police radio.
1/5/2021 Specification requires the contractor to install equipment for recording guard rounds to ensure systematic checking of the premises. Is this necessary for this solicitation. If so, please provide information on typical acceptable system(s)
VA Contractor is responsible for provide a system of documenting rounds. It is up to the contractor to determine how this is accomplished. Any documentation methodology is acceptable.
1/5/2021 TB Tests – do all contractor and subcontractor employees need to have current TB tests? How recent does the test have to be, if required?
VA Yes, testing is required.
Testing must have been completed within 90 day prior to coming on site. (see specification 01 35 26 paragraph 1.13)
1/5/2021 Who will physically move the
MRI trailer, does this need to be done through Siemens?
VA Relocation of the trailer must be conducted through
Siemens using a
Manufacturer approved company.
1/5/2021 Who does the ancillary work associated with the MRI machine such as camera mounts, blocking for siemens mounts, etc?
VA The construction contractor is responsible for putting in all necessary ancillary work associated with the installation of the MRI
(including but not limited wall blocking, conduits in floors, walls, ceiling, mounting plates, structural supports, and so forth.)
1/5/2021 Will VA flash badging be acceptable for all workers working inside and outside of the hospital? If not what type of badging will be required and what is the lead time of acquiring this badging?
VA VA safety badging, provided when the contract workers get onsite safety training, is sufficient.
1/6/2021 Para 7.3.1, Criteria, line 8, requires projects to “exceed” $1 million. Request requirement be amended to state that “project exceeding $1M may be rated higher”. This change will allow contractors who have completed complex imaging projects, such as MRI, CT, Radiography and
Hybrid OR facilities within a hospital environment but for which the final contract price may be slightly lower than the currently specified $1M threshold to submit those projects to be considered for relevance based on the project complexity and other relevant factors, rather than against a specific dollar threshold. There may be many technically relevant projects completed by contractors that fall slightly under the $1M threshold.
VA/CO VA: I do not have a problem lowering the threshold from $1M to
$500K to get a better picture of the contractor’s experience. CO: All instances in Eval criteria that required $1M Threshold are lowered to $500K.
1/6/2021 Based on limited access to government personnel dictated by COVID restrictions on work hours, a large volume of retirements and reassignments and wide use of MATOC Task
Orders that may not receive individual CPARS reports please allow contractors to submit previously completed PPQ documents.
VA/CO VA: If that wasn’t in the solicitation, I don’t have a problem with adding PPQs so we have a good picture of the contractor’s past performance. CO: PPQ
Form provided as attachment to this amendment. PPQ may be submitted in addition to
CPARS or in lieu of
CPARS, if contractor does not have CPARS reports.
