QUESTIONS AND ANSWERS

1. Question: Is the contractor required to have a GC license?

Answer: To do Per the STATE OF NORTH CAROLINA DEPARTMENT OF ADMINISTRATION STATE

CONSTRUCTION OFFICE ASBESTOS ABATEMENT GUIDELINES AND POLICIES §1.01

A.: “All asbestos abatement contractors will be licensed general contractors in either the specialty interior, building, unclassified or asbestos categories by the North Carolina Licensing Board of General Contractors and limited for the bid amount.”

Per NCAC 12A.0202 CLASSIFICATION (a) A general contractor shall be certified in one of the following five classifications: § (5) (J): “S(Interior Construction). This classification covers the installation and demolition of acoustical ceiling systems and panels, load bearing and non-load bearing partitions, lathing and plastering, flooring and finishing, interior recreational surfaces, window and door installation, and installation of fixtures, cabinets, and millwork. It includes the removal of asbestos and replacement with non-toxic substances.”

2. Question: Does the VA want lag cloth applied to all exposed thermal system insulation in the data closets or only areas with visible damage/determination?

Answer:

In Building 1, Stairwell 1 - Telecom Closets (All floors): The TSI (asbestos-containing pipe insulation or hard joints, such as elbows) the Durham VA Health Care System shall have suitable lag cloth applied only to damaged or significantly damaged areas.

3. Question: Are we to leave ceiling tiles off the grid for re insulation of the thermal system?

Answer:

No, once the repair or glove bag removal of the asbestos-containing elbows is completed, the original ceiling tiles are to be replaced.

4. Question: Pertaining to the replacement of the Floor tile and mastic in the SOW, it was stated at the site visit that there would be no need to replace. Please clarify.

Answer:

Once any asbestos-containing floor tile and mastic is removed, floor tile and mastic will not be replaced by the abatement contractor or general contractor.

5. Question: What is the total square footage of the area of tile that needs to be removed?

C5022 Copy area & Closet 40sf SPB0)4-6 Storage area Bldg. 6 270sf

TOTAL 310sf NON-FRIABLE, NON-REGULATED

METHODS SHALL BE USED

6. Question: How many locations are the 61 elbows present? And what are the logistics to work in those areas?

Answer:

Asbestos Containing Material Location Recommended

Response Action Quantities Condition

BUILDING 1

TSI D2004 Remove or Replace 9 Elbows Damaged TSI D2006 Remove or Replace 12 Elbows Damaged TSI B3003B Remove or Replace 8 Elbows Damaged TSI B3010 Remove or Replace 14 Elbows Damaged TSI C5003 Remove or Replace 8 Elbows Damaged TSI A8007 Remove or Replace 5 Elbows Damaged TSI A8009 Remove or Replace 5 Elbows Damaged

The removal or repair of the sixty-one (61) asbestos containing elbows shall be completed in the seven (7) areas listed above via glovebag methods with a drop cloth of 6-mil polyethylene sheeting.

7. Question: Does the VA require an abatement design by the contractor?

An abatement design is required for more than 35 cubic feet, 160 square feet or 260 linear feet of regulated asbestos containing material or asbestos containing material that may become regulated during handling. A NC Asbestos Removal Permit (FORM DHHS 3768 – Revised 4/16) shall be submitted to:

Health Hazards Control Unit 5505 Six Forks Road, 2nd Floor, Room D-1 NCDHHS-Division of Public Health Raleigh, NC 27609 1912 Mail Service Center Raleigh, NC 27699-1912

8. Question: What are the "unknown quantities" of floor tiles, mastic, and TSI in Stair 1?

For stair well #1, the TSI shall be repaired with lag cloth to the extent possible. There is no room to glovebag any of the TSI off the pipes. There is no floor tile or mastic in the telecom closets.

The floor of each telecom closet shall be HEPA vacuumed to remove particulates.

9. Question: What are the containment requirements or is glovebag of the TSI adequate?

First, work will be done in off hours (weekend days or weekday evenings after 6:00pm.)

Second, the floor tile and mastic removal shall be removed in a non-friable non-regulated manner area, thus the demarcation of the work area should be adequate.

Third, glove bag work with the demarcation of the work area and a 6-mil polyethylene drop cloth should be adequate.

There should be no fugitive fiber migration.

10. Question: Is there demolition required to access the pipe/elbows?

Answers:

No, not that I’m aware of. However, care removing and replacing the ceiling tiles is paramount due to possible PVC fire suppression pipe in the plenum. The fire suppression pipe is very brittle.

11. Question: What is the project duration?

The time frame duration is dependent on the number of crew members and whether your firm chooses to work weekends or evenings.

12. Question: Is daily air monitoring required? If so, is this the responsibility of the contractor?

The abatement contractor is expected to perform personnel monitoring on their workers. Durham VA Health Care Center will hire a third-party air monitor for our records.

13. Question: The WD #NC20210028 that was given with the solicitation states “Building Construction Projects” and does not state “asbestos workers” given that SOW requires the removal and disposal of ACM, is this the correct WD or is there another one that shows asbestos workers/laborers?

Answer:

There currently is not a Wage Determination classification for Asbestos Worker in Durham, NC.

A classification request is being made to the Department of Labor. It may take the Department of Labor 30 days to respond to our request for classification. Therefore, the solicitation due date is postponed until the Department of Labor responds to the request.
