B.3 PERFORMANCE WORK STATEMENT (PWS)
1. Background: Richmond VA Medical Center (VAMC) has identified a need for contingency laundry services. The medical facility’s laundry service cleans linen for multiple government installations across the southeastern Virginia region. In the event that the Richmond VAMC laundry facility is inoperable, the contractor shall provide this service in lieu of Richmond VAMC. Contractor shall furnish all supplies, materials, equipment, personnel/labor, technical supervision, certifications, training, and laundry facilities necessary to provide contingency laundry and linen services for Richmond VA Medical Center (VAMC), located at 1201 Broad Rock Blvd., Richmond, Virginia 23249.
2. General: Requirement— Services shall be performed on a contingency basis. Laundry to include bath towels, sheets (flat/fitted), pillowcases, blankets, comforters, wash cloths, hand towels, bathmats, bed pads, pajamas, hospital gowns, mop heads, reusable bags, cloth cubicle curtains, shower curtains, etc. Richmond VA Medical Center will be responsible for transporting soiled and cleaned linen. Soiled linen drop-offs will be between 6:00 AM and 10:00 AM, Monday through Friday, with specific delivery times to be proposed by the Contractor and agreed to by the Facility Point of Contact (POC). Contractor shall collect soiled linen and laundry; provide laundry services in accordance with Performance Work Statement (PWS). All work performed shall be done under sanitary conditions. All laundry work must be completed and ready for Richmond VAMC to pick up within 24 hours.
Laundry facility must be located within 135 miles of Richmond VA Medical Center, located in Richmond, Virginia.
3. Scope:
3.1 All workmanship shall be in accordance with practices established by the Association for Linen Management (ALM) and accepted industry standards.
3.2 All work shall be performed in accordance with standards, practices, and guidelines specified by the Joint Commission on Accreditation of Healthcare Organizations (JCAHO), the Center for Disease Control (CDC), and the Occupational Safety and Health Administration (OSHA).
3.3 Contractor shall have the capacity to service a high volume of soiled linen on an ad hoc (or emergency) basis with a 24 hour turn around. Scheduled services are to be accomplished subject to emergency situations, which may require alteration of schedules. Emergency situations will be defined by the Facility POC. In the event of Medical Facility emergencies, disaster, or drills, the Contractor shall perform all laundry/linen services required by the Medical Facility. There is not a set/schedule of routine facility drills. Contractor will be made aware of any drills well in advance as to not interrupt the delivery of services to the facility.
3.4 The Laundry Plant layout/design must incorporate a “design for asepsis” whereby clean linen does not come into contact with soiled linens nor share the same physical space, thus avoiding cross-contamination or reintroduction of bacteria once processed. In no case shall clean and soiled linen share the same physical space. Plants in which the work is done shall be open to inspection of sanitary conditions by Government representatives.
3.5 Notwithstanding the provisions of the contract covering inspection, acceptance, and deduction from payment, any items found to have been unsatisfactorily cleaned according to quality and performance standards established herein shall be re-cleaned at no additional cost to the Government. Such items shall be identified, for contractor recognition, by the Facility POC when they are returned on the next scheduled pickup after an unsatisfactory condition is discovered. These items are to be kept separate from the normal laundry items for separate processing. Re-cleaned items will be identified separately and not charged to the Government. Items that are required to be rewashed shall not be included in soiled linen weight calculations.
4. Delivery and Pickup:
4.1 Richmond VA Medical Center shall provide delivery and pickup of linen/laundry.
4.2 Contractor shall service soiled linen/laundry within 24 hours.
4.3. Facility POC or designee shall verify all deliveries and will discuss any discrepancies with the Contractor Project Manager.
4.4 Contractor shall document the daily pickups and deliveries. This may be in the form of a delivery ticket to be used for receiving, marking, and classifying. Contractor shall complete and provide this document to the Facility POC or designee before departure. Contractor and Facility POC shall agree on a method of documentation prior to start of service.
5. Carts:
Contractor shall disinfect carts after removing soiled textiles and before placing clean textiles in them with an EPA approved (hospital grade) germicide/disinfectant that has been approved by the Facility POC. Carts containing clean linen and laundry being returned shall be covered with clean covers to protect them against contamination while in transit between the laundry plant and the medical center. Reusable laundry bags or liners used to transport soiled items must be laundered after use. If reusable bags are not available, the VA Medical Center will utilize plastic bags for soiled linens, which are to be destroyed.
6. Linen Control:
6.1 Contractor shall comply with all Government requests and policies relative to linen control.
6.2 Any articles invoiced, but not received by the Government, shall be supplied by the contractor in the next regularly scheduled delivery at no additional cost to the Government. Government-owned items lost or badly damaged, except normal wear and tear, while under the control of the contractor must be reimbursed within 30 days. Facility POC will provide the cost of each replacement items to the contractor.
6.3 Unusual losses, including suspected pilferage, uncovered by the contractor shall be reported at once to the Facility POC, who will take immediate action to investigate the loss. If the loss is not recovered, the cost of replacement will be negotiated with the Contracting Officer (CO). Contractor shall supply an itemized list of items to be replaced, to include item description, quantity and unit cost to the Facility POC and CO. Contractor will be immediately notified of any unusual losses, including suspected pilferage, uncovered by the Government.
7. Estimated Quantities:
Contractor shall provide all services that may be ordered during the contract term; exact quantities are not determined. The volume will vary depending on patient occupancy. The Government does not guarantee any minimum amount of poundage per month or year. The contractor shall provide a fixed unit price per pound.
8. Deliverables:
Finishing and Packaging- Packaging must preserve all processed items in a hygienically clean state for delivery. Items shall be folded and wrapped into fluid‐resistant bundles or folded and placed, as unwrapped bundles, into fluid‐resistant covered carts. Wrapping material shall be plastic or other material that will protect the textiles from inadvertent environmental contamination. During packaging, textiles shall be handled as little as possible to prevent soiling or contamination. The wrapping material and carts must be securely closed for transport to the Richmond VAMC. Contractor shall provide their method of packaging with their initial offer. Linen shall be packaged in bulk by item according to specified quantities and established arrangements as indicated; Contractor shall provide their plan for packaging items in their initial offer. Flat work shall be free of wrinkles and creases when received.
9. Documentation and Reports: Contractor shall provide a written report of all processed items, indicating the weight for each delivery, within seven (7) business days of the service. Contractor shall provide this report to the Contracting Officer upon request. All reports shall be submitted electronically and shall be compatible with Government Software programs such as Microsoft Word and Excel. This original written report shall be submitted to the Facility POC for review and approval prior to invoice submittal. No invoice shall be certified for payment until the Facility POC has provided written acceptance to the contractor and the CO. The report shall include carts, and weight of items being picked up and delivered. This may be in the form of a delivery ticket, indicating the weight and articles of finished laundry and linen being delivered. Contractor shall weigh all finished laundry by category for billing purposes.

C.3 52.216-21 REQUIREMENTS (OCT 1995)

The contract shall govern the Contractor's and Government's rights and obligations with respect to that order to the same extent as if the order were completed during the contract's effective period; provided, that the Contractor shall not be required to make any deliveries under this contract after March 31, 2026.
(End of Clause)
