5. Rationale/explanation to support cited authority: DSS Support Services are designed to provide the VHA IRMS / VA OI&T staff with the recourse they need to fulfill the needs of their customers and ensure that the clinical and/or mission-critical application remain operational with the highest possible availability and reliability. Since its inception, DSS VHA support services have been staffed with resources that are comprehensively trained in DSS products, ITIL methodology, Client/server technology, VHA Processes, and procedures. These resources work as advocates advising the VHA IRMS staff on issues ranging from configuration to diagnostics. DSS CIS Data bridge software to allow communication between Vista and Draeger Innovation ARK. DSS, Inc is the only manufacturer that creates the components compatible with the existing VA‐owned software/maintenance agreement currently used throughout the VISN and surrounding VISNs. VA does not possess the proprietary technical knowledge on hardware components required to maintain and upgrade the Data bridge software network infrastructure in use.
Failure to acquire the software components would leave the VA without the necessary tools to solve the problem of electronic documentation in a critical care or anesthesiology environment for daily operations. The procurement of alternate systems rather than continuing to use the existing brand would result in substantial duplication of costs that would not be recovered through a new competitive acquisition.
6. BRAND NAME ONLY: This buy is estimated to exceed $25,000 and this documentation will be posted along with the RFQ on e‐Buy, as required by FAR 8.405‐1(e).
The DSS Databridge is a proprietary system and the manufacturer (DSS) is the only vendor that has the ability to provide the needed support and maintenance services.
