Question: Is there an anticipated start date?
Answer: The start date will depend on the award date and how long the prime takes to submit the required pre-mobilization submittals
Question: Is any portion of the work to be done after hours or on weekends? If so, to what extent?
Answer: On Drawing Number GS003 General Note #2 states “Parking lot paving activities shall be done after hours or on weekends. Road paving activities shall be coordinated with the COR.”
Question: The bid due date is listed on the solicitation as Saturday, May 30 at 5:00 PM. Please confirm if this is the correct day and time.
Answer: This is the correct date and time.
Question: Per the blackouts and strikethroughs on the drawings, please confirm that no work associated with the North Entrance is to be included in this project.
Answer: Work with a strike-through or blackout is not included in the contract as stated in the cover sheet. The design was part of a bigger project that has been divided into sections. No work associated with the North Entrance is to be included in this project.
Question: At the site visit it was said that milling and overlaying was the extent of the work, but it was also brought up that on the drawings (i.e. GS101) cracks are to be sealed and potholes are to be excavated, etc. Please confirm that grading work such as this is also associated with this project.
Answer: Yes, joint reflection cracking, longitudinal and transverse cracking greater than ¼” wide shall be sealed to at least 1” in depth. All potholes shall be totally excavated and replaced with new gravel base and asphaltic concrete. Alligator cracking that has an apparent network pattern with spall shall be removed and replaced to full depth with new asphaltic concrete.
Question: There is an active vehicle barrier along Martin Luther King Blvd shown on Sheet GS101 but not shown on any other general drawings or detail sheets. Please advise if this the barrier is in this contract.
Answer: There are a total of 5 barriers; one at each entrance of the parking lot (2 total, 1 shown in GS101 and the other in GS104), one at the Mallory entrance in Martin Luther King Blvd GS104 and a double in Franklin Blvd at the Mallory entrance. In addition, there is a guardrail included in GS104. Basis of Design for the barriers: Bad Day Fabrication, lift arm, manual, PU40
Question: Please clarify how the Bid Bonds are to be submitted? Hard copies mailed prior to Proposal due date, electronically with our proposal, or both?
Answer: Bid Bonds can be submitted electronically via email with proposals. However, the original copy will need to be provided within 10 days of award.
Question: Can product data and specifications be provided on the basement level vapor barrier? Likely, the existing vapor barrier will need to be removed and replaced in its entirety.
Answer: Not sure what this question is in reference to; there is no basement work in this project.
Question: Please advise if new pavement markings (such as parking lot striping) should match the same layout as what is currently existing.
Answer: On Drawing Number GS101 a general note states “Contractor shall document the location of the existing markings prior to milling to ensure re-stripping is completed as originally found.”
Question: There is an active vehicle barrier at the south egress of the Extended Care parking lot shown on Sheet GS104 but not shown on any other general drawings or detail sheets.
Question: GS 003, General note #2 requires that paving operation be done on evenings and weekends.
This would add a significant amount of additional cost to this project for an Asphalt plant to be open on weekends and evenings. This project could be paved during normal hours using a phasing plan and traffic control.
Answer: On Drawing Number GS003 General Note #2 states “Parking lot paving activities shall be done after hours or on weekends. Road paving activities shall be coordinated with the COR.”
Question: GS 101, Existing Asphalt Pavement Notes - The note calls for the cracks in the asphalt to be crack sealed before milling. If we were to do that we would mill up the sealant. If there are cracks that need to be sealed it should be done after milling and before paving.
Answer: Yes, cracks need to be sealed after milling and before paving.
Question: GS 101, Existing Asphalt Pavement Notes – There is also a note regarding repair of alligator cracking. This and the crack filling is not shown on the plans and cannot be quantified. To avoid potential conflict would it be possible to specify a quantity of alligator cracking and crack sealing that is to be included in the bid with a unit price. That could be adjusted up or down by change order.
Answer: Crack sealing/alligator cracking and full depth replacement of potholes will be measured by square feet. There will be approximately 5,000 square feet of crack sealing/alligator cracking and full depth replacement of potholes included in this project.
Question: GS 101, Parking Stall Layout – There is conflicting information on this plan sheet regarding asphalt markings. The detail calls out paint, and the notes call for thermoplastic coating. There is a huge difference in price. Please clarify which one to price.
Answer: On Drawing Number GS101 General Note #2 states “All pavement markings shall be thermoplastic marking as indicated on this plan, as required, or as directed by the COR. All new pavement markings shall be thermoplastic and conform to Note 4 Herein.” Pavement Marking and Crosswalk Note #4 states “Layout, dimension, and color standards of markings shall be in accordance with FHWA Manual on Uniform Traffic Control Devices (MUTCD). The Dept. of Veterans Affairs, VDOT, and other state and local standards as applicable or required.”
Question: Is Boring acceptable for some of the conduits to cause less disruption? Please advise.
Answer: Yes, boring is acceptable. Contractor is responsible for marking utilities. The VA will not mark the utilities for the contractor
Question:
At the site visit on 5/7/20 for the Hampton VA Medical Center Roads Paving Project, the Contracting Officer’s Representative (COR) stated that this solicitation only covered mill and overlay of the existing pavement, it did not cover grade repairs.
Pursuant to note two under Existing Asphalt Pavement Resurfacing Notes: on Sheet GS101, “Prior to the mill and overlay, joint reflection cracking, longitudinal and transverse cracking greater than ¼ inch wide shall be sealed to at least 1 inch in depth. All potholes shall be totally excavated and replaced with new gravel base and asphaltic concrete. Alligator cracking that has an apparent network pattern with spall shall be removed and replaced to full depth with new asphaltic concrete.”
As the COR’s comments and the plan note differ, please clarify which is to be used.
If the plan note is to be used, quantification of the desired repairs would be needed to produce and accurate bid.
In lieu of quantification, the Contracting Officer could add unit price bid items for 1) crack sealing and 2) removal and full depth replacement of potholes/alligator cracking.
Answer: Please follow directions given on Drawing Number GS101 Existing Asphalt Resurfacing Note #2 but the contractor shall ensure the crack sealing and repairs be done after the milling and prior to the overlay of the new asphalt surface. Crack sealing/alligator cracking and full depth replacement of potholes will be measured by square feet. There will be approximately 5,000 square feet of crack sealing/alligator cracking and full depth replacement of potholes included in this project.
