Fire Door Repair, Replace and Labeling Solicitation Questions & Answers

The questions below are from prospective offerors. The responses are below in bold.

1. No storage of any material will be allowed on VA property unless approved by the COR. – Should contractor’s price in on-site mobile storage units, and is there adequate space on the VAMC campus, which is close to the loading docks to sit in the mobile storage unit?

Contractor should assume there is no material allowed to be stored on VA property.

2. Can the contractor dispose of old fire doors using the DURVAMC’s dumpsters, or should the Contractor price in a dumpster being set in on the site?

Contractor should assume that all demolished material should be removed from the site at the end of each day by the contractor. No dumpster can be guaranteed for use.

3. Statement of work states that all workers on site must have 30 Hour OSHA, but “General Requirements” state workers must have OSHA 10 hour, and supervisors 30 Hour OSHA – want to verify which standard to follow

Follow General Requirements - workers must have OSHA 10 hour, and supervisors must have 30 Hour OSHA

4. Is the DURVAMC aware of any suspect Asbestos Containing Material in the facility?

Yes, there is Asbestos containing materials in our facility as well as lead paint. Contractor shall add a line item for asbestos and lead paint abetment.

5. Is a performance bond required?

No.

6. Can you extend the bid date?

I do not intend on extending the date

7. Please provide the fire door certification of the inspector that prepared the inspection report.

The original fire door inspector met the qualifications from NFPA 80 and was certified as a fire and egress door assembly inspector from DHI.

8. Who is responsible for final certification of the door openings and the associated costs for the NFPA certifications.

The contractor is responsible for the certification and the costs.

9. Without performing a detailed pre bid walk through will the VA be responsible for any openings or deficiencies not correctly identified on the report that do not meet NFPA 80.

Yes, only deficiencies in the report will be required to be fixed. For bid purposes, contractor shall correct all deficiencies to bring the fire doors to compliance per applicable codes.

10. Please provide the current set of life safety drawings used during the inspection to determine wall types - smoke partitions, fire partitions and ratings.

Attached.

11. Will the doors currently listed as N/A required to be fire rated? If so are they wood or HM doors?

Contractor will not be responsible for doors labeled N/A.

12. Have the frames that are required to be rated and not currently tagged been field verified to have the required closer reinforcements?

All information on frames is included in the report.

13. Please note that all holes over 1/8” will need to be welded closed. What will be required in order for this to take place inside the VA – burn permits, fire watch, air scrubbers, IRCA risk assessments?

Contractor shall meet all requirements from Infections Control, NFPA, VHA design manuals, VHA directives, and the VA Til for all work. Each fire door assembly will require its own ICRA. Welding is not the only option to cover a hole in a fire door. Contractor shall research the best solution.

14. Can we use hardware that has been manufactured for the purpose of closing gaps on fire doors – sweeps, gaskets, etc?

All hardware must be installed per the fire door manufactures guideless and NFPA 80, 105, and 101 requirements. The new hardware must meet the recertification requirements from NFPA and be able to be recertified with a label as a fire door (45 min, 90 min, etc.).

15. When was the last time the building was evaluated by an Architect or code consultant to determine if the walls types are still correct? The reason behind this question is that the VAMC Charleston had a re-evaluation of the building and several walls changed to Smoke partitions reducing the requirements. Please see attached example of fire wall plans that were provided with the Charleston Fire Door Replacement project.

April 25, 2017

16. Who is responsible for any wall repairs that may be required? If wall repairs are required how do we determine the types of finishes that will be encountered.

Contractor will coordinate with the VA on any wall repairs. The project is focused on door assemblies and the door hardware – wall repairs will be needed if there is damage from the entire door assembly removal and reinstallation. If damage is caused by the contractor, they will be responsible for repairs with direction from the Durham VAMC Engineering department. The contractor shall supply before and after photos of the doors to ensure all work is completed per code.
