Project Description Project 658-19-105, Upgrade Fire Alarm System, will replace the outdated and unserviceable fire alarm systems, and all associated components, in a number of buildings at the Salem VA Medical Center (VAMC). Currently, the Salem VAMC has several disparate fire alarm systems that must be replaced to comply with code requirements. Many of these buildings have fire alarms components which are outdated and non-addressable, resulting in numerous false alarms and intense servicing requirements. A table of existing conditions is provided below; however, this table must be verified during the site investigation phase of the design process and is not intended to capture all conditions.

PART B – Design Requirements
The design deliverables must adhere to the following requirements:
1. Design Phases
This design will be conducted in accordance with PG-18-15, Volume C. Submissions are required for the schematics, design development, and construction drawings (pre-final and final) phases. See PG-18-15, Volume C for submission requirements for each discipline. Note, these represent the minimum required documentation for submission, more information will likely be needed for a complete package.
2. NESHAP Survey

Specifications (All Disciplines)
| 1, 2. & 3 |
| 4 & 5 |
a. Submit for all technical disciplines the original VA Master Specification section drafts marked-up with pencil showing the editing for the project. Clearly identify modifications, deletions and insertions. Assure the specification drafts have been edited and tailored in their application to represent accurate coordination between drawings and specifications.
b. When no VA Master Construction Specification exists for a "unit of work", prepare the specification section consistent with VA Master Construction Specifications format.
c. Use generic or non-proprietary specifications describing the minimal acceptable product criteria level where no "Standard" exists to define quality and workmanship levels.
d. Use applicable "Standards" to define quality and workmanship when these publications exist. List complete designation and title of each publication used in Part 1; follow format in VA Master Construction Specifications for Applicable Publications.
e. Do not use proprietary specifications or systems that restrict competition unless authorization in writing has been received from the VA Project Manager for such proprietary specification. See the Federal Acquisition Regulation (FAR) Part 10, Part 14, and Part 36.
f. Do not use trade names or manufacturers brand names, except as previously noted.
g. When a deviation is requested, define and specify the minimum acceptable levels of essential criteria in descriptive, physical, functional, or performance requirements.
h. Type specifications in final format and content including any desk copy changes made by the VAMC staff at the previous review. Submit a complete set of the typed specifications for review. Include one set of full-size final drawings of all disciplines, fully coordinated.
i. Return all draft specifications reviewed at DD review to aid the final bid document review. These draft specifications will later be returned to the A/E.
4. Construction Cost Estimates
The A/E shall prepare a Construction Cost Estimate in accordance with VA Manual for Preparation of Estimates. The A/E will provide the cost estimates in both .pdf and native file formats. The table below summarizes minimum requirements at each phase.
Additionally, the A/E will develop at least two deducts (alternates) totaling 10% of the total construction cost. If the base bid cost exceeds budget and deduct alternates do not bring the project within the construction budget, the A/E shall redesign or take steps necessary to reduce cost so that budget limitations are not exceeded.
