B.3 PERFORMANCE WORK STATEMENT (PWS)
1. Background: In support of patient care, the Veterans Health Administration (VHA) will require the use of Contingency Linen Services to support internal and external customers within the VISN 6 regions of Virginia and North Carolina. Contractor shall furnish all labor, personnel, supervision, management, equipment, materials, supplies, certifications, training, and laundry facilities necessary to provide laundry and linen services to the Richmond VA Medical Center (RICVAMC) located at 1201 Broad Rock Blvd., Richmond, Virginia.
Since 1946, the Richmond VAMC has been improving the health of the men and women who have so proudly served our nation. Services are available to more than 200,000 veterans coming from 52 cities and counties covering 22,515 miles of central and southern Virginia and parts of northern North Carolina. The medical facility’s onsite laundry service cleans approximately 6,032,248 pounds of linen annually.
2. General: Requirement— Services shall be performed on a contingency basis. In the event that the Richmond VAMC laundry facility is inoperable, the contractor shall provide this service in lieu of the Richmond VAMC. Richmond VA Medical Center will be responsible for transporting soiled and cleaned linen. Contractor shall collect soiled linen and laundry; provide laundry services in accordance with Performance Work Statement (PWS). All work performed shall be done under sanitary conditions. Linen quantities are estimates based on average linen services provided at the laundry facility.
The drop-off amounts will range between 5,000 to 20,000 pounds (lbs.) of soiled linen daily and must have a 24 to 48-hour full-service turn-around. Soiled linen drop-offs will be between 6:00 AM and 10:00 AM, Monday through Friday, with specific delivery times to be proposed by the Contractor and agreed to by the Facility Point of Contact (POC).
3. Scope:
3.1 All workmanship shall be in accordance with practices established by the Association for Linen Management (ALM) and accepted industry standards.
3.2 All work shall be performed in accordance with standards, practices, and guidelines specified by the Joint Commission on Accreditation of Healthcare Organizations (JCAHO), the Center for Disease Control (CDC), and the Occupational Safety and Health Administration (OSHA).
3.3 Contractor shall have the capacity to service a high volume of soiled linen on an ad hoc (or emergency) basis with a 24 to 48 hour turn around. Scheduled services are to be accomplished subject to emergency situations, which may require alteration of schedules. Emergency situations will be defined by the Facility POC. In the event of Medical Facility emergencies, disaster, or drills, the Contractor shall perform all laundry/linen services required by the Medical Facility. There is not a set/schedule of routine facility drills. Contractor will be made aware of any drills well in advance as to not interrupt the delivery of services to the facility.
3.4 The Laundry Plant layout/design must incorporate a “design for asepsis” where by clean linen does not come into contact with soiled linens nor share the same physical space, thus avoiding cross-contamination or reintroduction of bacteria once processed. In no case shall clean and soiled linen share the same physical space. Plants in which the work is done shall be open to inspection of sanitary conditions by Government representatives.
3.5 Notwithstanding the provisions of the contract covering inspection, acceptance, and deduction from payment, any items found to have been unsatisfactorily cleaned according to quality and performance standards established herein shall be re-cleaned at no additional cost to the Government. Such items shall be identified, for contractor recognition, by the Facility POC when they are returned on the next scheduled pickup after an unsatisfactory condition is discovered. These items are to be kept separate from the normal laundry items for separate processing. Re-cleaned items will be identified separately and not charged to the Government. Items that are required to be rewashed shall not be included in soiled linen weight calculations.
4. Delivery and Pickup:
4.1 Richmond VA Medical Center shall provide delivery and pickup of linen/laundry.
4.2 Contractor shall service soiled linen/laundry within 48 hours.
4.3. Facility POC or designee shall verify all deliveries and will discuss any discrepancies with the Contractor Project Manager.
4.4 Contractor shall document the daily pickups and deliveries. This may be in the form of a delivery ticket to be used for receiving, marking, and classifying.
Contractor shall complete and provide this document to the Facility POC or designee before departure. Contractor and Facility POC shall agree on a method of documentation prior to start of service.
5. Carts: Contractor shall disinfect carts after removing soiled textiles and before placing clean textiles in them with an EPA approved (hospital grade) germicide/disinfectant that has been approved by the Facility POC. Carts containing clean linen and laundry being returned shall be covered with clean covers to protect them against contamination while in transit between the laundry plant and the medical center. Reusable laundry bags or liners used to transport soiled items must be laundered after use.
If reusable bags are not available, the VA Medical Center will utilize plastic bags for soiled linens, which are to be destroyed.
6. Linen Control:
6.1 Contractor shall comply with all Government request and policies relative to linen control.
6.2 Any articles invoiced, but not received by the Government, shall be supplied by the contractor in the next regularly scheduled delivery at no additional cost to the Government.
Government-owned items lost or badly damaged, except normal wear and tear, while under the control of the contractor must be reimbursed within 30 days. Facility POC will provide the cost of each replacement items to the contractor.
6.3 Unusual losses, including suspected pilferage, uncovered by the contractor shall be reported at once to the Facility POC, who will take immediate action to investigate the loss. If the loss is not recovered, the cost of replacement will be negotiated with the Contracting Officer (CO). Contractor shall supply an itemized list of items to be replaced, to include item description, quantity and unit cost to the Facility POC and CO. Contractor will be immediately notified of any unusual losses, including suspected pilferage, uncovered by the Government.
7. Estimated Quantities:

B.4 SPECIAL CONTRACT REQUIREMENTS
1. Hours of Operation:
The services covered by this contract shall be furnished by the contractor as defined herein. The contractor shall not be required, except in case of emergency, to furnish such services on Federal Holidays or during off duty hours as described below.
Normal working hours are Monday through Friday, 7:00am – 4:30pm, excluding federal holidays which are as follows:
| New Year’s Day | Birthday of Martin Luther King, Jr. | |||
| Washington’s Birthday | Memorial Day | Independence Day | ||
| Labor Day | Columbus Day | Veterans Day | ||
| Thanksgiving Day | Christmas Day |
Any other day specifically declared by the President of the United States to be a federal holiday. When one of the holidays falls on Sunday, the following Monday shall be observed as a Federal Holiday. When a holiday falls on a Saturday, the preceding Friday shall be observed as a Federal Holiday.
2. Contingency Plan:
Contingency planning shall provide for uninterrupted operations and services in the event of any occurrence potentially leading to serious disruption of the contractor’s operations. Such disruption includes, but is not limited to, loss of utilities, medical emergencies, natural and/or man‐made disasters, fire, inclement weather, work stoppage, or major accidents.
Contractor shall furnish a detailed, written contingency plan indicating that services can be continued in the event of contractor’s equipment issues, production facility failure, or any circumstance that impacts the contractor’s ability to perform the services.
3. Quality Assurance Surveillance Plan: The Government intends to utilize a Quality Assurance Surveillance Plan (QASP) to monitor the quality of the Contractor’s performance. The oversight provided for in the order and in the QASP will help to ensure that service levels reach and maintain the required levels throughout the contract term. Further, the QASP provides the Facility POC with a proactive way to avoid unacceptable or deficient performance and provides verifiable input for the required Past Performance Information Assessments.
The QASP will be finalized immediately following award and a copy provided to the Contractor after award. The QASP is a living document and may be updated by the Government as necessary.
4. Contractor Performance Assessment Reporting System (CPARS):
(a) FAR 42.1502 directs all Federal agencies to collect past performance information on contracts. The Department of Veterans Affairs has implemented use of the Contractor Performance Assessment Reporting System (CPARS) to comply with this regulation. One or more past performance evaluations will be conducted in order to record your contract performance as required by FAR 42.15.
(b) The past performance evaluation process is a totally paperless process using CPARS. CPARS is a web-based system that allows for electronic processing of the performance evaluation report. Once the report is processed, it is available in the Past Performance Information Retrieval System (PPIRS) for Government use in evaluating past performance as part of a source selection action.
(c) Please furnish the Contracting Officer with the name, position title, phone number, and email address for each person designated to have access to your firm’s past performance evaluation(s) for the contract no later than 30 days after award. Each person granted access will have the ability to provide comments in the Contractor portion of the report and state whether or not the Contractor agrees with the evaluation, before returning the report to the Assessing Official. The report information must be protected as source selection sensitive information not releasable to the public.
(d) When your Contractor Representative(s) (Past Performance Points of Contact) are registered in CPARS, they will receive an automatically-generated email with detailed login instructions. Further details, system requirements, and training information for CPARS are available at www.cpars.gov. The CPARS User Manual, registration for online training for Contractor Representatives may be found at this site.
(e) Within 60 days after the end of a performance period, the Contracting Officer will complete an interim or final past performance evaluation and the report will be accessible at www.cpars.gov. Facility POC may then provide comments in response to the evaluation or return the evaluation without comment. Comments are limited to the space provided in Block 22. Your comments should focus on objective facts in the Assessing Official’s narrative and should provide your views on the causes and ramifications of the assessed performance.
In addition to the ratings and supporting narratives, blocks 1-17 should be reviewed for accuracy, as these include key fields that will be used by the Government to identify your firm in future source selection evaluations. If you elect not to provide comments, please acknowledge receipt of the evaluation by indicating, “No Comment” in Block 22, and then signing and dating Block 23 of the form. Without a statement in Block 22, you will be unable to sign and submit the evaluation back to the Government. If you do not sign and submit the CPAR within 30 days, it will automatically be returned to the Government and will be annotated: “The report was delivered/received by the contractor on (date). The Contractor neither signed nor offered comment in response to this assessment.” Your response is due within 30 calendar days after receipt of the CPAR.
(f) The following guidelines apply concerning your use of the past performance evaluation:
(1) Protect the evaluation as “source selection information.” After review, transit the evaluation by completing and submitting the form through CPARS. If for some reason you are unable to view and/or submit the form through CPARS, contact the Contracting Officer for instructions.
(2) Strictly control access to the evaluation within your organization. Ensure the evaluation is never released to persons or entities outside of your control.
(3) Prohibit the use of or reference to evaluation data for advertising, promotional material, pre-award surveys, responsibility determination, production readiness reviews, or other similar purposes.
(g) If you wish to discuss a past performance evaluation, you should request a meeting in writing to the Contracting Officer no later than seven days following your receipt of the evaluation. The meeting will be held in person or via telephone or other means during your 30-day review period.
(h) A copy of the completed past performance evaluation will be available in CPARS for your viewing and for Government use supporting source selection actions after it has been completed.
5. Billing and Payment:
Contractor shall submit invoices, monthly, in arrears, via payment requests in electronic form via VA’s Electronic Invoice Presentment and Payment system http://www.fsc.va.gov/fsc/einvoice.asp. The following information must be included on all submitted invoices. Invoices submitted without the following information may be rejected for payment. Invoices shall include at a minimum:
· Date of invoice
· Invoice number
· Contract number
· Obligation/Purchase Order number
· Vendor name
· CLIN (Contract Line Item Number)
· Dates of service
All Contractors shall be registered as a vendor with the VA e-Invoicing System at time of award at https://www.tungsten-network.com/us/
6. Contract Administration:
Notwithstanding the Contractor's responsibility for total management during the performance of this contract, the administration of the contract will require maximum coordination between the Government and the Contractor. The Contracting Officer is the only person authorized to approve changes or modify any of the requirements of this contract. The Contractor shall communicate with the Contracting Officer on all matters pertaining to contract administration. Only the Contracting Officer is authorized to make commitments or issue changes that shall affect price, quantity or quality of performance of this contract.
IN THE EVENT THE CONTRACTOR EFFECTS ANY SUCH CHANGE AT THE DIRECTION OF ANY PERSON OTHER THAN THE CONTRACTING OFFICER WITHOUT AUTHORITY, NO ADJUSTMENT SHALL BE MADE IN THE CONTRACT PRICE TO COVER AN INCREASE IN COSTS INCURRED AS A RESULT THEREOF.
