eric.mccray@va.gov eric.mccray@va.gov The Department of Veterans Affairs Medical Center Network Contracting Office (NCO) 6, Regional Procurement Office (RPO) East has a requirement to provide readjustment counseling at the Johnson City Vet Center in Johnson City, TN 37604 The counseling may include traditional psychotherapeutic modalities, but the purpose of psychotherapy (or any modality) must be, as a primary task, to address readjustment difficulties derived from military duties and the homecoming experience Place of Performance: These services are performed for the Readjustment Counseling Services at the Johnson City Vet Center, located at 2203 McKinley Rd, Suite 254, Johnson City, TN 37604.

Contractor shall provide readjustment counseling services to eligible veterans located in rural communities where the veterans reside (greater than 50 miles from the nearest Vet Center) within the following counties Jackson, Macon, Swain, Cherokee, Clay, and Graham.

Period of Performance: The Contract period of performance is for the base period and two (2) one-year option periods. In renewing existing contracts, the Contracting Officer will request a current list of those employees working for the contractor under the contract.

This listing will be compared with the existing contract. Any changes in personnel or employees proposed by the contractor will be brought to the attention of the VCD/COR. The VCD/COR will review the information on the new personnel to ensure that the clinical credentials, level of licensing, and quality of service is consistent with the initial proposal and the terms of the original contract.

Type of Set-Aside: This acquisition is a 100 % Service Disabled Veteran Owned Small Business (SDVOSB) set-aside. The applicable NAICS code is 621330, Office of Mental Health Practitioners (except Physicians) Contractors is applicable to this acquisition; with a size standard of $7.5 Million.

Contract Type: The Government intends to award a Firm Fixed Price Contract in accordance with all terms, conditions, provisions, and specifications of the solicitation.

A formal Request for Quote (RFQ) will be issued on or about July 26, 2019 via Federal Business Opportunities (FedBizOpps) website via https://www.fbo.gov/.

All potential offerors are responsible for monitoring and downloading all documents including amendments at the FedBizOpps website without further notification from the Contracting Officer. To be eligible for award, contractors must be registered in the following:

1. SAM database at https://www.sam.gov

2. Service Disabled Veteran Owned Small Businesses (SDVOSB) must be registered and verified in VetBiz. Vendors can access VetBiz at https://www.vip.vetbiz.gov/
