DEPARTMENT OF VETERANS AFFAIRS

Justification and Approval (J&A)

For

Brand Name Only

Acquisition Plan Action ID: 36C246-19-AP-1125

1. Contracting Activity: Department of Veterans Affairs, VISN 06, Hampton VA Medical Center, 100

Emancipation Drive, Hampton, VA 23667 Purchase Request No. 652-19-1-167-0019.

2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount: The

Richmond VAMC is in need of a brand name CardioQuip m-series Cooler-Heater with Standard line set and accessories (MCH-1000). The device and accessories will deliver full-size cooler-heater performance in a compact footprint. Featuring a digital touchscreen, precision temperature controls, and modular customization, the MCH-1000(m) delivers the performance the Richmond VAMC patients need with simplicity and maneuverability. The estimated amount is; .

3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used: The items in need for this procurement are proprietary to

CardioQuip, LLC (Small Business; DUNS: 144183733). The Richmond VAMC has standardized on the CardioQuip platform and this is the only system that matches Richmond’s current echmo balloon pumps and is small enough to transport with their critically ill patients. The items for this procurement will add to an already existing inventory. Procuring these items will allow the Richmond

VAMC to maintain consistency of care within the surgical unit, thus minimizing patient risk.

4. Description of market research conducted and results or statement why it was not conducted:

Research was conducted by querying the VIP website under NAICS 339112. Search results showed

255 SDVOSB’s and 53 VOSB’s under the respective NAICS. However, the items needed for this procurement are proprietary to CardioQuip. Further research efforts revealed that CardioQuip has identified Invosurg Inc. (Small Business; DUNS: 009766470) as their exclusive reseller in the state of

Virginia. The VA Rule of Two will not be in effect for this acquisition. The Contracting Officer believes that it would be in the government’s best interest to pursue a single source award to Invosurg

Inc. IAW FAR Part 13.106-1(b).

5. Contracting Officer's Certification: Purchase is approved in accordance with FAR 13.106-1(b). I certify that the foregoing justification is accurate and complete to the best of my knowledge and belief.
