Public Restroom Upgrades at HH McGuire VA Hospital Richmond Virginia – Request for Information (ALL):

1. The bid form (SF 1442, Page 2) shows a base bid only. There is also a deductive alternate bid. Can a new bid form (SF 1442) be issued showing the deductive alternate bid? The deductive alternative bid option will be removed from the specification*.

2. Demo note 12, drawings A2.08, A2.09 and A2.10, does not show up on the floor plans for the demolition. Is this note being used for this project? If so, which restrooms should this note be applicable for? Disregard note 12*.

3. Specification section 01 00 00, paragraph 1.2A states “All work shall be performed within One Hundred Eighty (365) Calendar days of receipt of the Notice to Proceed”. Is the base bid time for completion 180 calendar days, or 365 calendar days? Base bid time is 365 calendar days.

4. Specification section 01 00 00, paragraph 1.2B states “All work shall be performed within One Hundred Fifty (300) Calendar days of receipt of the Notice to Proceed”. Is the Deductive alternate bid time for completion 150 calendar days, or 300 calendar days? Disregard as deductive bid was deleted.

5. Specification section 01 45 00, paragraph 3.4.C calls for the following separate QC specialists for this project: Electrical, Mechanical, Civil, Structural, Environmental, Architectural, Submittal Clerk, Commissioning Agent/LEED Specialist, and Low-Voltage System. This project is relatively small in nature and a few of these QC Specialists (civil for example) are not applicable to this project. Do we need to carry costs for multiple QC specialists for this project or can the QC Manager handle all duties of the above-mentioned personnel? Yes, the QC manager can handle all duties of the above mentioned personnel if he is competent in the scoped work.

6. In the general notes section labeled “Equipment” on the Floor Plans, are terms “VA” and “Owner” assumed to mean the same thing? Yes, the terms VA and owner are the same thing.

7. In the general notes section labeled “Equipment” on the Floor Plans, note 3 states the Georgia Pacific towel dispenser is to be provided by owner and installed by the GC, while note 4 states the trash receptacle is to be provided AND installed by the GC. Please confirm – who is to furnish each, and who is to install each? Both the paper towel dispenser and the trash receptacle will be provided by the general contractor.

8. Are the trash bin and the paper towel dispenser one combined unit or two separate units? One combined unit.

9. For rooms that currently have stainless steel, Georgia Pacific, EnMotion paper towel dispensers, are we to remove and reuse, remove and replace, or ETR? Remove and replace.

10. For rooms that currently have stainless steel trash bins, are we to remove and reuse, remove and replace, or ETR? Remove and replace.

11. In Equipment notes on the Floor Plans, note 5 reads “Trash Receptacle: Georgia Pacific.” What is the purpose of this note? Please advise if we are to disregard it – Disregard/Remove note 5*, trash receptacle specified in note 4.

12. Some restrooms have VCT on the floor. Is the contractor to anticipate asbestos abatement? Yes, abatement and a pre-abatement inspection is called out under 2.2.1.12 of the scope of work.

13. During the progression of construction, how many restrooms will be given to work on at a time? Contractor will have access to 4 non-adjacent bathrooms at a time.

14. Wall mounted, wall drain toilet, 5-1/4” center of drain above finished floor (American Standard fwall® Millennium® Toilet). Floor mounted, wall drain toilet, 4” center of drain above finished floor (American Standard Priolo® FloWise® Toilet). As the comparison indicates, the wall mounted toilets (which is what is currently in the hospital) have a drain that is 1-1/4” too high for the floor mounted toilets that are specified. Is the intention to tear out the existing rough-in in the wall and demo concrete as necessary to rework plumbing and reframe the wall to fit the new configuration? If toilet is floor mounted replace toilet with floor mounted toilet that conforms to specification 22 40 00. If wall mounted is installed currently replace with wall mounted toilet that conforms to specification 22 40 00.

15. Some restrooms have no existing tile and others have old style ¼” tile. The new tile is 3/8” thick with an underlying adhesive bed that will be thicker due to the size of the new tile resulting in the new toilet installation moving approximately ¾” into the room – is this acceptable? Keep adherence to toilet seat height called out in Section 22 40 00

16. In building 507, which room number is associated with the men’s restroom and the which is associated with the women’s? B-101 is the women’s bathroom and B-102 is the men’s bathroom.

17. Will new signage be required for building 507 restrooms? The scope of work does not address signage corrections or replacement.

18. Some restrooms have fire alarm devices not shown on drawings and others do not. Are all restrooms to have fire alarm notification devices? If so, what type? If the room has a functioning fire alarm notification device it will be removed, stored, reinstalled, and tested for function after renovation is complete. See 1.5.K Existing Fire Protection in specifications.

19. Some restrooms have nurse call devices and others do not. What is the disposition of existing nurse call, and should all bathrooms have nurse call? If the room has a nurse call device it will be removed, stored, reinstalled, and tested for function after renovation is complete.

20. What is the disposition with rooms that have intercom systems versus those that do not? If the room has a functioning intercom system it will be removed, stored, reinstalled, and tested for function after renovation is complete.

21. Due to this work being in various areas throughout the hospital, will work hours be different from one area to the next?

See section 2.4.5.1 of the scope of work for normal hours of work.

“The normal hours of work on installations are from 8:00 a.m. to 4:00 p.m., Monday through Friday, excluding holidays. Construction hours of work and access to work sites are from 7:30 a.m. to 5:00 p.m., Monday through Friday, excluding holidays. For work during other than these hours of work, the Contractor shall submit, in writing, for the Contracting Officer's approval, a notice of any period of scheduled work other than the normal hours of work specified above. This notice shall be submitted not less than two weeks prior to each period of work scheduled at times other than normal hours of work including holidays.”

22. Can the work hours for each area be provided? See section 2.4.5.1 of the scope of work for normal hours of work.

“The normal hours of work on installations are from 8:00 a.m. to 4:00 p.m., Monday through Friday, excluding holidays. Construction hours of work and access to work sites are from 7:30 a.m. to 5:00 p.m., Monday through Friday, excluding holidays. 23. According to the room signage, room 1X-178 is actually labeled number 1X-181. Please confirm if this is correct or not and if new signage will be required. 1X-181 is the bathroom shown on the drawing and no signage is required. Drawing 3/A2.10 will be edited*.

24. If the room is in fact numbered 1X-181, is there a separate room numbered 1X-178 that is also to be included in the project? No 1X-181 is the correct room.

25. At room 1Y-108, according to the room signage on the door, this is a Men’s and Women’s restroom, but the drawings depict it as a Men’s only. Please confirm which is to be the case and if new signage will be required. The scope of work does not address signage corrections or replacement.

26. At room 1Y-109, the current signage at this door only indicates the room number, it does not identify which gender the restroom is specified for or that it is even a restroom. The drawings indicate that it is to be a Women’s restroom. Please advise who this restroom is for and if new signage will be required. The scope of work does not address signage corrections or replacement.

27. At room 1X-202, according to the edited room signage, this is an Eye Clinic Staff Only Men’s restroom. Will new signage will be required? The scope of work does not address signage corrections or replacement.

28. What is the disposition in regard to the small 2-door, 2-drawer piece of base cabinetry in 1X-202? VA will coordinate with owner of cabinet prior to demo.

29. At room 1H-137/138, the door into this room is almost 4 feet wide, but neither the demolition nor the new floor plans are indicative of this. Please confirm if this is the case. Door is labeled for replacement.

30. At room 1G-187/188, when walking into this restroom, there are currently red double tier lockers directly in front of you, next to the sink. These are not shown on the drawings. What is the disposition with regards to these? VA will coordinate with owner of lockers prior to demo.

31. At 1G-166, what is the disposition with regards to the plate on the back wet wall next to the water closet? It is an access panel, paint to match wall color.

32. At 1G-164, according to 7/A2.09, this room is to be directly across the hall from 1G-159, however, it is not. Break room 1G-165 extends back to where 7/A2.09 depicts 1G-164 to be. What is the disposition with regards to this restroom? Change scope to renovate male/female patient bathroom 1G-159, same single toilet configuration*.

33. At 1G-121, this room currently does not contain any toilet partitions or a urinal, but according to 6/A2.08 it has both. Please confirm if this is the case. Urinal will not be installed, VA will edit drawing 6/A2.08 to reflect the absence of urinal*.

34. Room 1E-153 is currently behind a locked door. According to 2/A2.10, this is a recreational therapy room. Will access to this restroom be provided to assess its existing conditions prior to bid day? Change scope to renovate bathroom 1E-146, same single toilet bathroom configuration*.

35. There is a good deal of lab/test equipment and materials in 1E-155 that are not shown on the drawings. Is the removal of all of these items the contractor’s responsibility or the hospital’s? VA will coordinate with owner of equipment prior to demo. Bathroom needs reno but is used as testing lab currently.

36. At 1C-101 and 1C-102, according to 5/A2.08, there is an existing wall with a left-hand swing door that opens to a breezeway that then leads to the male and female bathrooms. However, currently no such wall or door exist, only the two bathrooms with their respective doors. Please confirm if this is accurate. Door and wall will be removed on drawing 5/A2.08*.

37. At 1C-102, 5/A2.08 appears to depict a urinal screen on both sides of the urinal, however there is only one screen and it is between the urinal and the sink, not the urinal and the wall. Please confirm if this is accurate. Partition is not needed. Drawing 5/A2.08 will be edited*.

38. At room 1B-142, according to the room signage on the door, this is a Staff Only Men’s restroom, but the drawings depict it as a Male Patient toilet. Please confirm which is to be the case and if new signage will be required. The scope of work does not address signage corrections or replacement.

39. At room 1B-141, according to the room signage, this toilet is unassigned to a specific gender, but the drawings depict it as a Female Staff toilet. Please confirm to which gender this restroom is to belong and if new signage will be required. The scope of work does not address signage corrections or replacement.

40. At room 1B-140, according to the room signage, this is a Male Patient toilet, but the drawings depict it as a Female Patient toilet. Please confirm to which gender this restroom is to belong and if new signage will be required. The scope of work does not address signage corrections or replacement.

41. At room 1B-139, according to the room signage, this is a Staff Only Men’s restroom, but the drawings depict it as a Male Patient toilet. Please confirm which is to be the case and if new signage will be required. The scope of work does not address signage corrections or replacement.

42. At 1B-107, according to the room signage, this is a Staff Only Men’s restroom, but the drawings depict it as a Male Patient toilet. Please confirm which is to be the case and if new signage will be required. The scope of work does not address signage corrections or replacement.

43. 1B-107 does not currently have a urinal next to the sink, although it does have a urinal screen. However, according to 4/A2.08 it has both. Please confirm. No urinal will be added Drawing 4/A2.08 will be edited*.

44. There are GFCI outlets in restrooms not shown on drawings that may be in the way of new mirrors. Are we to plan to relocate these? If GFCI is obstructed by new mirror they will need to be relocated.

45. New mirrors are a surface mount design, but VA typical installation has them partially recessed, requiring some reframing and relocation of hidden conduits in walls. How are new mirrors to be installed? New mirrors will be installed per manufacturer’s instructions.

46. Will new plans be distributed to reflect the answers to the all the RFI questions? Yes, but not until after September 19, 2019.

47. The interior details on pages A3.02-A3.08 (12”x12”) do not match the tiles in the finish schedule (12”x24”), but those on A3.09 do. How should the contractor proceed? Use the tile specified in A2.20 line item 6 and 8 (12”x24”).

48. SOW states there is abatement. Please confirm if abatement is part of this contract. Yes abatement is listed in the scope of work section 1.2.

49. If it is, please provide quantities and types to be abated. VCT tiles on bathroom floors but contractor should confirm the presence on all suspected surfaces. Assume material is positive with AB until tests confirm negative.

50. POP is listed as 120 days, but renovation of 37 restrooms in this timeframe will be extremely challenging if not impossible. If it is possible, it’ll likely require 2 shifts and 7 days a week to complete thereby significantly increasing the costs. Please advise if 120 days if required. Period of performance is 365 days.

51. Section 2.3.8 talks about contractor establishing a website for this project? What does this mean and is this applicable? Website is tool to help process electronic submittals and provide project tracking and visibility. Example Procore or Submittal exchange.

52. 2.4.6 states contractor shall provide engineering services during construction. Is this project now a design build? Disregard the requirement 2.4.6, unless engineering services needed to review or approve changes or requirements.

53. What will the AE’s role be in this project? Disregard the AE role.

54. Are zip walls barriers sufficient for ICRA walls? See 1.8.D.3.a.

55. Are coordination drawings required before construction can begin? If so, this will delay construction. No coordination drawings will not be required.

56. Does the VA except work to take place at night and on weekends? See section 2.4.5.1 of the scope of work for normal hours of work.

57. Demo notes state to demo down to studs. Please confirm this is the intent. Yes, demo down to the studs.

58. Demo notes state to demo carriers and waste piping back to main or 10’. Please confirm this is the intent. This is under the general notes section of the drawing but is not called out as work on any the bathroom demo plans. Disregard the note.
