The purpose of this modification:

QUESTIONS AND ANSWERS
1. Question: The drawings indicate a full tear off whereas the addendum indicates removal of roof surface and leaving existing insulation in place. Please clarify intentions.
Answer: Remove roof surface to include coverboard/facer/perlite so as to expose existing insulation (iso) board. Existing Insulation is to be tested and removed as specified.
2. Question: % of Bid for bid bond amount?
Answer: 20% as stated in FAR 28.101-2(b)
3. Question: Acceptable bid bond forms (Bid bond, postal money order, certified check, cashier's check or irrevocable letter of credit)?
Answer: Bid Bonds, and Irrevocable Letter of Credit
4. Question: Sealed Bid’s due date and time?
Answer: Please review this Amendment.
5. Question: Please advise on the basis for excluding competition with this proprietary spec. FiberTite is only one manufacturer that provides the ASTM D6754 material, making it a proprietary item and therefore, typically not permitted on a government job.
Answer: This is not a proprietary spec. FiberTite, Tremco, and Ecology meet ASTM D6754.
6. Question: The bid sheet calls for the roof surface only to be removed. If you tear off any membrane, the ISO will have to be removed as well due to the nature of the original install. The facer will come off of the ISO board on the roof surface removal since the roof surface is hot mopped to the insulation; there is no way of avoiding this. This work would require 100% of the insulation to be as well. If we bid this project as is, we'll undoubtably hit a change order situation given only 50% of the insulation is covered in the other two bid options. Recovering after removing the roof surface is not an option.
From the VA's position, is this acceptable?
Answer: Remove roof surface to include coverboard/facer/perlite to expose existing insulation board. Insulation board is to be tested and removed as specified.
7. Question: As we are working through the documents, it isn't clear what the warranty of construction is on this project for bonding purposes. It refers to FAR clause 52.246-21 and that points to a 1-year warranty of construction. Can you provide clarification on this?
Answer: As stated in FAR 52.246-12, the warranty of construction is 1 year from the date of final acceptance. Warranty of construction covers the work performed under the contract is free of defects in equipment, material, or design furnished, or workmanship performed. Obtain all warranties that would be given in normal commercial practice, require all warranties to be executed, in writing, for the benefit of the Government, if directed by the Contracting Officer; and enforce all warranties for the benefit of the Government, if directed by the Contracting Officer.
