Angel Rhone Contracting Officer QUESTIONS - Salem Valet – 36C2418Q9346

1. Will the VA provide the operator with storage area for operating supplies (Uniforms, Traffic cones, Go-Jacks, etc.)? If so, provide the size detail and location.

The contractor has two file cabinets located in Voluntary Service in Building 12 to store their administrative paperwork. There is currently no space allocated to the valet service for storage of cones, uniforms etc. The feasibility of providing storage cabinets near the front of Building 143 will be investigated.

2. Could the operator provide a shed/office for the onsite manager office and storage? This will be located on a pre-approved area. Would the VA provide this shed with 50 amp electric power? If not see question #1.

It is difficult to provide a response to this quickly as I will need to discuss it with Facility Management Service. I hope to have answers prior to site visits.

3. If a shed is not provided or allowed, is the workspace were the site manager can use and storage gear? Can you provide details on this?

Cones and signs are currently being stored outside around the podium provided by the contractor.

4. What is the last 12 months contractual price?

The data for Questions 4-6 will not be provided by the VA.

5. What is the last 5 years contractual Value, or years the current operator has been in place?

$995,350.00/ 5 years

6. What is the last 1-month’s contractual price?

$19,767.40

7. Can the number of parking spaces in the Valet Lot?

I am unable to answer this as the question is not complete.

8. Can you provide the past results of the 10-minute performance requirement for the last 12 months from the current operator?

The current contractor was not consistently meeting the 10-minute performance requirement.

9. From the current operation, what would the VA like to see done differently with the valet parking service?

The VA requires the contractor meet the 10-minute requirement and focuses on customer service and appropriate interaction with the patients.

10. In the RFP, it states the employees must go through a VA orientation. How long is the orientation? How will new employees after the contract has started be addressed i.e. do they have to go through the orientation prior to working?

This was removed from Salem’s contract. There will be no orientation but there will be TMS training modules the valet staff will be required to take. The COR will provide paper copies of the training to the Valet’s Human Resources. The Valet’s HR department will be responsible for sending the COR the completed training for every employee prior to beginning work at Salem.

11. How long has the current operator been under contract at this hospital?

This is the 4th year of a base plus four contract.

12. From the current Valet Operator, what valet items will stay with the hospital and transfer to the new contract i.e. booth, podium, key boxes, etc?

None.

13. Is there any upcoming construction in any parking spaces? If so, please provide detail.

Not at this time.

14. Page 6, para 1 – states the Valets will park adaptive vehicles. Can this be limited to vehicles that can be operated normally? Meaning with a driver seat, operating pedals, and a functioning steering wheel?

Please refer to 4.f and h located on page 4. (Page numbers referenced do not coincide with the contract copy provide to me by the CO).

15. Manager and Lead Attendant need a higher level of background check than the Valets? Is this background check done by contractor or the VA?

Determined by the CO.

16. How many keys are turned over at the end of the day to the VA police or security? Please provide the last 6 months of data.

Five to Seven on average.

17. Please identify the location of Lot D and the Valet lot that will be used at the start of this contract?

Lot D is adjacent to the main Valet lot.

18. How much notice will be provided prior to the contract start date?

Determined by the CO.

19. How was the car count for the number of valeted cars determined in the RFP?

Parking Data provided by the current contractor.

20. The RFP states all employees are to be USA citizens. If a candidate for hire passes the e-verify check, can they be hired and work at this site?

I was going to ask our Chief of Police but he is off today. The CO would know the answer to this question.

21. Page 15, para B.4. (h) Security Requirements and Page 17. Para B.4 are in conflict. What Background Check is needed for the Valets and On-site Management?

Determined by the CO.

22. Page 33, Table 1 Section IV – Veteran Involvement. What is to be included in this section?
