CONTRACTING OFFICER

VA-VHA-SAOE-2017-C35F3286

1. Q. a. Please clarify: Section 2.1 states, “VA personnel will call or email hotel by 5:00 p.m. to reserve rooms for that night.” Section 2.2 states “A Veteran Lodging List will be emailed over by 5:00 pm the prior business day.”

A. Section 2.2 “A Veteran Lodging List will be emailed over by 5:00 pm to the prior business day” will be removed from Performance Work Statement.

Q b. Section 2.4 states, “The Contractor will utilize the reservation list (order) to reserve rooms and confirm room blocks as soon as possible, but no later than close of business five business days after receipt of the reservation list. Confirmation will be sent to the Durham Veteran Administration Medical Center via e-mail.”

A. This is the list sent to the Patient Lodging Coordinator by the Contractor so we can verify which veterans checked in for invoicing purposes. Must receive within five business days from stay.

2. Q. a. Can you please clarify the number of rooms per day?

A. This is an Indefinite Quantity Contract; all number of rooms are estimates.

Q. b. Section B.3. Price/Cost Schedule states, “A minimum of 1 room and a maximum of 20 rooms will be required 7 days a week.”

A. These are estimates for the week.

Q. c. Section B.3. Price/Cost Schedule also states, “the maximum number of rooms is 36,400.” The estimated quantity for each CLIN is 5,460 so it appears the maximum number of rooms would be 27,300.

A. These are estimates, we add additional rooms so the contract would not be in default if it goes over.

Q. d. Section 2.1 states, “Contractor will guarantee 20 rooms per night is to be billed to the Durham Veteran Affairs Health Care System, for Sunday through Thursday, and five rooms on Friday and Saturday.”

A. Exactly as written, these are the number of rooms needed to be held for the government on a daily basis.

3. Q. Is the VA requesting more than one hotel option in each proposal? Section 2.2 states, “Lodging assignments will be on a rotation basis. If a veteran has a preference for a particular hotel, the VA will try to accommodate and continue with rotation.”

A. The Government will award up to three hotels.

4. Q. Is hotel required to provide complimentary breakfast for Veteran only or Veteran and caregiver?

A. Yes, Spouse or caregiver staying at hotel with veteran.

5. Q. Can you please confirm days and times for shuttle service?

A. See PWS Section 6.2
