X X X X Amendment A00003 is executed and provides:
1. Add instructions to E.1 INSTRUCTIONS TO OFFEROR
2. Post Vendor Question and Answers for the solicitation.
3. Extend the due date for offers to November 27, 2017 12:00 pm.
Please see the attached.
1. Add the following instructions to E.1 INSTRUCTIONS TO OFFEROR;
1. Background checks are to be completed on all employees and shall include, but not limited to, 5 panel drug testing, a criminal background check and DMV driving history review. The Contractor is to detail the complete background investigation process, but will not be required to submit any individuals’ results with their proposal (though all employees hired by the contractor shall be screened after award). The driving record, drug screening, and a criminal background check are to be made available to the Contracting Officer or COR upon request. It is also expected that employee random drug tests are performed and the DMV driving history is reviewed annually. A copy of the results of this annual review shall be provided to the COR upon request.
2. HIPPA Compliance: The Contractor shall ensure the confidentiality of patient information. Contractors and any subcontractors shall adhere to the provisions of Public Law 104-191, Health Insurance Portability and Accountability Act (HIPPA) of 1996. This includes both the Privacy and Security Rules published by the Health and Human Services (HHS). As required by HIPPA, HHS has promulgated rules governing the use and disclosure of protected health information by covered entities. The covered entity component of the Department of Veterans Affairs is the Veterans Health Administration.
2. Questions/Answers on solicitation, 36C24618Q0047 Question: On page 31, Section D: Technical, can you clarify the not to exceed number of pages? States “The Technical Volume shall not exceed thirty (25) pages” Answer: The Technical Volume shall not exceed twenty-five (25) pages.
Question: Page 32 can you clarify the following: “Offerors with no relevant past performance or whom information is not available, shall be evaluated natural.”
Answer: Offerors with no relevant past performance or whom information is not available, shall be evaluated neutral.
Question: Will performance/experience be based on subs or SDVOSB status?
Answer: SDVOSB is the Set-Aside for this request. A Vendor who intends to quote of this requirement must be certified in the VIP database as an SDVOSB. (www.vip.vetbiz.gov). The vendor must be current in the System for Award Management. (www.sam.gov) This is in reference to the 3 Year Experience requirement of this request. The quoting vendor, who will be the prime contractor, must provide evidence they have the relevant minimum experience as stated in the request. A vendor using subcontractors must provide a breakdown in their quote of the work being performed by the prime and the sub. In accordance with FAR 15.305(2)(iii), the subcontractor must be performing major or critical aspects of the requirement. If the subcontractor has extensive past performance of similar size and scope to this requirement, the subcontractor’s past performance will be considered.
Question: The wage determination that was listed in the solicitation above is not the correct wage determination. The correct wage determination should be WD 2015-4369 Revision No: 3 Dated 07/25/2017.
Answer: An updated wage determination was published in Amendment 2.
Question: The VA Contractor Security process for new contractor employees has historically taken 4-6 weeks for adjudication. How will the awarded vendor be able to have their people available for the January 1 start?
Answer: The Asheville Medical Center uses a Contracting Officer approved center level process to meet this requirement. When hired, the employee reports to the medical Center Security Office where they are finger printed and a Low Risk (SAC) level background investigation is initiated, the employee is issued their VA ID badge and allowed to start work. A SAC Level Check usually takes about 24- 48 hours to process. If irregularities are noted, the employee would not be able to work while the security office and vendor work to attain adjudication.
Question: Can you provide a map clearly showing the valet drop-off/pick-up location, the designated valet parking lots with names/labels, and any other pertinent information?
Answer: A map is not available, lot is adjacent to the main hospital building
Question: How many driveway lanes are dedicated to valet use?
Answer: 2 lanes dedicated to Valet Parking traffic.
Question; How many parking spaces are dedicated to valet use?
Answer: Approximately 60 parking places
Question: Is the valet parking area complete separate from self-parking spaces with no through traffic?
Answer: There is a dedicated lot exclusively for Valet Parking.
Question: Does your interpretation of "booth shall be monitored" mean someone must stand in the immediate vicinity at all times or that they must be able to see and respond to any customers quickly? For example, is someone in the drop-off/pick-up area that may be greeting a vehicle within eye sight of the booth still able to monitor the booth?
Answer: Greeter shall always be at the vendor’s booth.
Question: The solicitation also says "greeter who is required to be at the booth at all times during normal operations". Normally the greeter is the one meeting vehicles and passing out tickets. Can our greeter perform that operation and monitor the booth at the same time? If not, are you saying we need someone standing at the booth at all times?
Answer: A Greeter is required to be at the Valet Booth at all times during valet operations. Greeter and Valet drivers may switch duties during the operational hours so long as the Valet Booth is constantly manned.
Question: What is meant by "manage traffic during peak traffic times"? Does this involve having someone dedicated to directing traffic? Is it sufficient to simply ensure traffic is not backing up onto roadways or causing congestion?
Answer: Operations occur at the main entrance to the Medical Center, traffic must be managed to allow normal traffic flow and emergency vehicles access to the center’s emergency room.
Question: What is meant by "continue managing and monitoring traffic if valet lot becomes temporally full"? Can the contractor stop taking in new vehicles until space is available? Is it acceptable to direct traffic to self-parking or ask drivers to circle around to avoid congestion while the valet lot is full?
Answer: Vendor will detail how they would manage this period.
Question: Does the uniform have to be khaki shorts/pants? Is another color acceptable if approved?
Answer: The uniform will be Khaki pants
