About this file

This is Amendment 0002 to RFQ 36C24527Q0051, issued by the Department of Veterans Affairs' Contracting Office in Linthicum Heights, Maryland on November 4, 2026, with an effective date of November 4, 2026.

The amendment provides responses to vendor questions regarding fit testing services. Key clarifications include: the 230 annual hours represent on-site labor hours with no guaranteed minimum and payment based on actual hours worked; the VA will provide CAPRs (Powered Air-Purifying Respirators) and contractors need not furnish units for ongoing use; the intent is to have two fit testers on-site for full 8-hour shifts; travel costs must be included in the hourly rate with no separate line item; training time for VA employees on qualitative fit testing counts toward the 230 hours; and Wage Determination 2015-4353 (posted on SAM.gov) applies to worker classification and compliance. Contractors must acknowledge receipt of this amendment and submit signed copies with their final quote by the closing date of November 5, 2026, at 3:00 PM EST. The solicitation was originally issued under BPA number 36C24527Q0051 to all offerors and bidders.

A.1 RFQ Questions and Anwers

Could you please clarify whether the 230 hours represent total combined personnel labor hours or hours of testing services with two technicians working simultaneously? Additionally, are the 230 hours an estimated quantity or a guaranteed annual minimum? Using the porta count we would expect a full shift (approx. 8 hours onsite) which should be able to produce 30-40 fit tests for a single fit tester and closer to 60+ for two fit testers assuming all show up for the fit test. Some fit testing may start early morning to catch the 3rd shift then day shift or start mid-day and work late to capture the second shift. On-site fit testing is scheduled intermittently as required. There is no guarantee minimum.

Could you clarify whether the contractor is expected to furnish CAPRs temporarily for training and related services or purchase and provide units for ongoing VA employee use? If units must be provided for ongoing use, what quantity and associated accessories should be included in our pricing? The VA will provide CAPRs.

Are these total fit-tester labor hours (e.g., two testers on site for 4 hours = 8 hours), or session hours during which two testers are present? For clarification, the intent is generally to have two fit testers onsite for a full 8-hour shift.

Should travel costs be included in the hourly rate, or may travel be shown as a separate line item? There will not be a second line item for travel.

For the MaxAir CAPRs, is the contractor expected to furnish units for VA to keep, or to supply units for use during testing and training? If furnished to VA, approximately how many units are required? The vendor will not need to provide CAPR’s the VA will have the CAPR’s when needed.

Does time spent training VA employees on qualitative fit testing count toward the 230 hours per year? Yes could you please clarify whether the 230 hours annually are mandatory on-site hours or an estimated quantity for pricing purposes? All hours are on-site.

If testing is completed in fewer than 230 hours, will payment be based on actual hours worked or completion of the required services? Actual hours worked.

Section D references Wage Determination 2015-4290, while WD 2015-4353 cited in clause C.4. Which wage determination applies? Wage Determination 2015-4353 has been posted on SAM.gov with solicitation for reference. Contractor is responsible for correct title classification of workers and compliance with all applicable wage and hour laws.
