The solicitation, numbered 36C24526R0021, seeks Reference Laboratory Testing services for VISN 5 (Veterans Integrated Service Network 5) across two geographic regions: the Eastern Region (Martinsburg VAMC, VA Maryland Health Care System Baltimore, Washington DC VAMC, and Beckley VAMC) and the Western Region (Louis A Johnson VAMC Clarksburg and Huntington VAMC). The Government anticipates awarding two single-award, firm fixed-price indefinite quantity contracts, one per region, with a guaranteed minimum of $15,000 and maximum contract value of $45,000,000 over the five-year period of performance (October 1, 2026 through September 30, 2031). Task orders may be issued through September 30, 2031, with contractor delivery required 180 days after contract expiration.

Proposals are due March 3, 2026 at 12:00 PM EST and must be submitted via email to alison.klein@va.gov in Adobe PDF format. Evaluation will be conducted using best value trade-off procedures with technical capability and past performance weighted significantly more heavily than price. Technical evaluation includes six subfactors: licensing and insurance certifications (CLIA, FDA), VA OIT MOU/ISA status for VistA interface, turnaround time plans (routine 2-3 days, STAT within 4 hours), staff resumes for onsite processors, transportation and courier plans, and transition plans within 180 days of award. Contractors must be licensed/accredited by the College of American Pathologists (CAP) or The Joint Commission (TJC) and certified under the Clinical Laboratory Improvement Act (CLIA) with specified certifications in specialties including chemistry, hematology, immunohematology, histopathology, cytology, and molecular biology. All contractor personnel must hold full and unrestricted professional licenses. The contract includes requirements for specimen collection and storage, daily transportation services Monday-Friday with one-hour STAT transport capability, weekend availability upon request, electronic result reporting via HL7 interface with VistA, 24/7 customer service, consultative services, and quarterly utilization reports. Questions must be submitted by February 13, 2026 at 2:00 PM EST. Invoices are submitted monthly electronically through the VA e-Invoice system, and payments are made by electronic funds transfer in accordance with the Prompt Payment Act.
