About this file
This document is a Questions and Answers (Q&A) clarification for RFQ 36C24526Q0758 addressing five key areas of scope and submission requirements for a steam sterilizer procurement.
The requirement is for five (5) steam sterilizer units (MST-V model, 2-door configuration). A separate line item (MST-H 10.02) provides switchover control equipment to transition from house steam to steam generators included with the system; this is not an additional sterilizer unit. Language in the Statement of Work referencing washer-disinfectors and cart washers is a typographical error and should be disregarded, as the solicitation scope is limited to steam sterilizers. Belimed is identified as the brand name of reference only; the Government will accept fully equivalent steam sterilizer systems from alternate manufacturers if they match the salient characteristics outlined in the requirement. For distributors submitting quotations, authorization must include a signed letter on the manufacturer's letterhead confirming the distributor has explicit written consent to distribute and install the equipment; a single letter covering both equipment and installation/service line items is acceptable. The awardee is responsible for independently sourcing and coordinating the third-party turnkey installation subcontractor; the Government has no preferred or previously vetted contractor for this work.

RFQ 36C24526Q0758 Questions
1. Unit quantity: The Statement of Work states the requirement is for "five (5) steam sterilizers," but the price/cost schedule lists Item 0010 (MST-V 09.02, 2-door) at a quantity of 5 and Item 0012 (MST-H 10.02) at a quantity of 5 separately. Can you confirm whether the total requirement is 5 sterilizer units or 10, and clarify how the MST-V and MST-H line items relate to each other within the overall scope?
Anwser: 1. The requirement is 5 steam sterilizers, MST-V is the line item for the sterilizers. MST-H is a line item for a switch over control to switch from house steam to steam generators that are quoted with the system.
2. Washer/cart washer references: Section B.2 (Statement of Work) references de-installing "existing washers and cart washer" and includes a warranty provision for "the cart washer and washer-disinfectors." Given the solicitation title and line items are focused on steam sterilizers, can you confirm whether washer-disinfectors and a cart washer are within scope of this requirement, or whether this SOW language should be disregarded?
Answer: 2. The requirement is for steam sterilizers. That existing language is a typo on the facility’s part. Please disregard.
3. Brand name or equal: The solicitation names Belimed as the brand-name standard.
Several price schedule line items (e.g., Item Nos. 0007-0029) use Belimed-specific model and part designations. Can you confirm whether the Government will accept a fully equivalent alternate manufacturer's sterilizer system and accessory package under the "or equal" provision, or whether these specific line items require Belimed OEM parts/services specifically?
Answer: 3. Belimed was used as the brand name of reference, the government will accept a fully equivalent steam sterilizer system if it matches the salient characteristics outlined in the requirement.
4. Distributor authorization letter: For a quoter submitting as an authorized distributor rather than the manufacturer, can you confirm the required form/content of the letter of distribution/authorization referenced in the solicitation, and whether a letter covering both equipment and the associated installation/service line items is sufficient?
Answer: 4. The required form/content of the letter would be an endorsement and signature from the manufacturer that the distributor has explicit written consent of the manufacturer to distribute and install their equipment. The letter will be on manufacturer’s letterhead paper and signed.
5. Installation subcontracting: Item 0007 is listed as "3RD PARTY TURNKEY INSTALLATION." Can you confirm whether the Government has a preferred or previously vetted turnkey installation contractor for this requirement, or whether the awardee is responsible for sourcing and coordinating that subcontractor independently?
Answer: 5. The awardee is responsible for the sourcing and coordinating of the subcontractor independently.
