This is an RFQ Amendment (Amendment 0001) for solicitation 36C24526Q0727 issued by the Department of Veterans Affairs Network Contracting Office 5 (NCO 5) in Martinsburg, West Virginia. The amendment posts questions and answers and provides revised email addresses for offer submissions. All offers must be submitted to tracy.armagost@va.gov AND danfeng.lu@va.gov by 3:00 PM EST on August 18, 2026.

The solicitation is for ground ambulance services at the Washington DC VA Medical Center under a fixed-price IDIQ contract to be awarded to the lowest evaluated price offeror meeting acceptability standards. The contract includes six pricing line items (CLINs) across five option periods (October 1, 2026 through September 30, 2031): Advanced Life Support Emergent Transport (30 trips per option), Basic Life Support Non-Emergency Transport (2,000 trips per option), Non-Emergent Advanced Life Support Transport (45 trips per option), Critical Care Transport/Specialty Care Transport (50 trips per option), Mileage for trips exceeding the 25-mile base rate (8,500 miles per option), and Waiting Time exceeding 30 minutes in 30-minute increments (30 units per option). All base rates include the first 25 miles. The incumbent contractor is 36C24525D0003. Offerors must submit offers in two volumes: Volume I covering technical capability, fleet, insurance, and personnel qualifications, and Volume II containing fixed pricing for each CLIN. Questions were due August 10, 2026, and the contracting officer is Dan Feng Lu.

A.2 QUESTIONS AND ANSWERS

Ground Ambulance Services Washington DC VAMC

RFQ 36C24526Q0727

Questions and Answers

1. Is there any incumbent/recompete or this is a brand-new project? If yes, could you please provide us with their award number or even if the customer bought similar services in the past. Incumbent, 36C24525D0003.

2. Regarding the requirement in the surveillance checklist (SS3) to submit vehicle maintenance files at the time of offer: Could the Government clarify the expected scope of this submission? Specifically, are offerors required to submit complete historical maintenance records for every vehicle in their proposed fleet, or will a certified summary log of recent inspections and a preventive maintenance plan suffice? Section E outlines what should be submitted at the time of offer.

3. Subfactor 4 states that resumes are not accepted and that bidders must provide alternative documentation identifying licensed/certified EMT personnel. Could the Government clarify what specific documentation is acceptable to satisfy this requirement (e.g., a credentialing roster listing names, certification numbers, and expiration dates, or copies of the actual state-issued certifications)? Subfactor 4 states: The Offeror must provide documentation identifying all licensed and certified EMT personnel, capable of performing both BLS and ALS duties.

4. The solicitation requires the contractor to utilize the VetRide Vendor Portal or VA-Approved Transportation Software. Is there any acquisition, licensing, or transactional fee associated with accessing and using this software that the contractor must absorb, or is the software/portal access provided by the Government at no cost to the contractor? Please refer to section 4.5.1, paragraph 2.

5. CLINs 1001, 1002, and 1003 explicitly state that the base rate includes the first 25 miles. However, CLIN 1004 (Critical Care Transport) does not contain this phrasing. Could the Government clarify if CLIN 1004 also includes the first 25 miles in its base rate, or if mileage for CCT is billed from mile 1 using CLIN 1005? CLIN 1004 also includes the first 25 miles in its base rate.

6. To help offerors accurately price their proposals and ensure adequate staffing to meet the 97% Acceptable Quality Level (AQL) for response times (including the 30-minute urgent and 60-minute add-on requirements), could the Government provide historical workload data (e.g., average monthly or annual trip volumes) broken down by transport type (BLS, ALS, SCT, CCT)? Historical data will not be provided. Please use price/cost schedule for pricing.

7. CLIN 1006 is designated for 'Waiting Time (more than 30 minutes)'. Could the Government clarify how waiting time is to be billed (e.g., in 15-minute increments, 30-minute increments, or per hour) once the initial 30-minute threshold is exceeded, and what documentation or sign-off is required from VA staff to authorize this billing? Per the CLIN, (A0420) Waiting Time (more than 30 minutes shall be paid in 30-minute increments).

8. PWS 4.1.1 and 4.5.1.4 identify Stretcher Transports as a required service type alongside BLS, ALS, and CCT, and PWS 4.5.1.1 defines a transportation request as one incidence of one-way service for Stretcher Transports, BLS, ALS, or CCT. The B.2 Price/Cost Schedule contains no line item for Stretcher Transport. Under which CLIN should stretcher transports be priced and invoiced? Stretcher transports shall be included in the base rate for the type of service requested (BLS, ALS, CCT).

9. The schedule contains no CLIN for emergent BLS transport. If a physician requests a 30-minute emergent response at the BLS level, is that billed under CLIN x002 (BLS Non-Emergency) or under CLIN x001 (ALS Emergent)? BLS is billed under CLIN x002.

10. The schedule contains no bariatric CLIN. How should transports of patients requiring bariatric equipment and additional crew be priced? Shall be included in the base rate for the type of service requested (BLS, ALS, CCT).

11. CLIN x004 is titled "Critical Care Transport" and the accompanying text defines Specialty Care Transport (SCT) per CMS. PWS 4.1.1 requires CCT Tier 1, 2, and 3. Is CLIN x004 a single rate covering all three tiers, or will the Government consider separate tier pricing? There will be no separate tier pricing.

12. Can the Government provide actual historical utilization by service level (Stretcher, BLS, ALS non-emergent, ALS emergent, CCT) for the most recent 12 to 36 months? Historical data will not be provided. Please use price/cost schedule for pricing.
