About this file

This is a Presolicitation Notice from the Department of Veterans Affairs Network Contracting Office (NCO) 05 announcing an upcoming solicitation for the preparation and characterization of specialized liposomal formulations for experimental rheumatoid arthritis treatment. The VA intends to issue a Request for Quote or Request for Proposal (specific type to be determined) for research-grade liposomes incorporating patented joint-targeting technologies. The solicitation number is 36C24526Q0665, with a response date of July 31, 2026, at 9:00 AM Eastern Time. The work falls under NAICS code 325412 (Pharmaceutical Preparation Manufacturing) and Product Service Code AJ13 (R&D-Biomedical, Advanced Development), with the place of performance at the contractor's facility or laboratory.

The contractor must demonstrate capability in custom nanoparticle or liposome formulation using sponsor-specified lipid systems, peptide or ligand functionalization of nanoparticle surfaces, drug encapsulation with documented efficiency, analytical characterization (particle size, zeta potential, PDI, drug loading), LC-MS/MS or HPLC drug quantification, and delivery of research-grade formulations for non-GLP exploratory studies with Certificates of Analysis. All proprietary technical specifications, including the patented lipid composition and ART2 peptide functionalization process, will be released only after execution of a Confidential Disclosure Agreement (CDA) with the VA Technology Transfer Program. The contracting office is located in Perry Point, Maryland (ZIP 21902), with Contracting Officer Robert O'Keefe Jr. serving as the point of contact. Vendors should monitor SAM.gov for formal solicitation release, and the VA will not reimburse any costs associated with responding to this presolicitation notice.
