About this file

This document is an Amendment of Solicitation/Modification of Contract (Standard Form 30) issued by the Department of Veterans Affairs Network Contracting Office 5 for ground ambulance transportation services at Washington DC VAMC.

The amendment updates Contract Line Items (CLINs) and posts Questions and Answers. The solicitation is for ambulance services under RFQ 36C24526Q0480, with offers due Wednesday, July 8, 2026, at 3:00 PM EST. The contract is a 100% small business set-aside with a single award anticipated. The requirement spans five one-year ordering periods from October 1, 2026, through September 30, 2031. Six CLINs are specified for each ordering period covering: Advanced Life Support Emergent Transport (30 trips per period at base rate including first 25 miles), Basic Life Support Non-Emergency Transport (2,000 trips per period), Non-Emergent Advanced Life Support Transport (45 trips per period), Critical Care Transport (50 trips per period), Mileage for trips outside the base rate (8,500 miles per period), and Waiting Time (30 each periods, billed in 30-minute increments after the first 30 minutes). All services are classified under NAICS Code 621910 (Ambulance Services) and Product/Service Code V225 (Transportation/Travel/Relocation). The Questions and Answers clarify that stretcher transports shall be included in the base rate for the type of service requested, waiting time is billed in 15-minute intervals after 30 minutes, no-show reimbursement is based on the base rate, the incumbent contract is 36C24525D0003, and VetRide shall be utilized for run sheet delivery. The Government confirmed it will post Q&A responses by June 17, 2026, and will evaluate and reassess the acquisition strategy if needed.

A.2 QUESTIONS AND ANSWERS

Ground Ambulance Services

Washington DC VAMC

RFQ 36C24526Q0480

Questions and Answers

1. Definition and Scope – Stretcher Transport vs. BLS Transport (PWS 4.1.1): "PWS 4.1.1 refers to 'Urgent, non-emergent Stretcher Transports' as a required service, yet the solicitation does not provide a technical definition distinguishing a 'Stretcher Transport' from a 'BLS Non-

Emergency Transport' (CLIN 1002).

To ensure all offerors provide an 'apples-to-apples' price comparison, will the Government please:

• (a) Define the clinical/operational requirements for a 'Stretcher Transport' in the context of this contract (i.e., is it intended to be a BLS-level service or a lower-acuity NEMT service)? See PWS 4.5

• (b) Confirm if 'Stretcher Transports' require an ambulance-licensed vehicle and EMT staffing? This requirement is for ground ambulance transportation services. See PWS 4.3 and 4.5 for EMT and Vehicle information.

• (c) Establish a distinct CLIN for this service to ensure that readiness and compliance costs are appropriately captured?" Shall be included in the base rate for the type of service requested (BLS, ALS, CCT)

2. Request for Correction: CLIN 1006 / PWS 4.9.1 Inconsistency

PWS 4.9.1 requires that all waiting time be itemized and invoiced in fifteen (15) minute intervals. However, CLIN 1006 is structured around HCPCS code A0420, which is industry-standardized to thirty (30) minute increments.

To prevent non-compliant invoicing and ensure all offerors are competing on a uniform baseline, will the Government:

• (a) Amend CLIN 1006 to reflect a 15-minute unit of measure? No. Waiting time is for every 15 minutes AFTER 30 minutes. More than 30 minutes shall be paid in 15-minute intervals. See updated CLINs.

3. No-Show Reimbursement Structure (PWS 4.5.2.1.1): "PWS 4.5.2.1.1 allows for reimbursement for no-show cancellations, based on the base rate and accrued mileage. To ensure billing accuracy and to facilitate a more efficient invoice reconciliation process, would the

Government consider adding dedicated 'No-Show / Trip Cancellation' CLINs for each transport type (e.g., BLS, ALS, CCT, Stretcher)? This would allow for clear, auditable alignment between the service level requested and the cancellation reimbursement provided." See 4.5.2.1.1. No-show reimbursement shall be based upon the base rate for the type of service requested.

4. The solicitation is issued as a 100% small business set-aside. Can the Government confirm whether its market research identified at least two responsible small business concerns that are licensed, authorized, and operationally capable of performing the full geographic scope and anticipated transportation volume required under the Statement of Work at fair market prices?

Market research determined the appropriate set-aside.

5. If the Government’s market research did not identify at least two such small business concerns, will the Government consider amending the solicitation to full and open competition to ensure adequate competition, continuity of patient care, and successful performance of the requirement? Market research determined the appropriate set-aside.

6. Given the size, geographic scope, regulatory/licensing requirements, and anticipated transport volume, will the Government clarify whether it intends to make one award to a single small business provider or whether it will consider multiple awards, regional awards, teaming arrangements, or subcontracting structures to ensure full coverage of the requirement? Single award as stated in the RFQ.

7. If no single small business concern can demonstrate the required licensing, coverage, staffing, fleet capacity, and operational infrastructure to fulfil the full requirement, will the

Government consider accepting and evaluating offers from otherwise qualified non-small business concerns? The Government will evaluate and reassess if needed.

8. If the Government intends to maintain the 100% small business set-aside, will it clarify how offerors should demonstrate their ability to meet the full Statement of Work requirements, including geographic coverage, response capacity, staffing, licensing, dispatch, fleet availability, and continuity of operations? Please see RFQ.

9. If the Government requires additional time to review these questions or reassess the acquisition strategy, will it extend the quotation submission deadline to allow prospective offerors sufficient time to prepare responsive submissions following the Government’s response or any amendment? Yes.

10. To allow offerors sufficient time to evaluate the Government’s response and determine whether they can submit a compliant quotation, can the Government post responses to these questions by June 17, 2026, in advance of the June 24, 2026, submission deadline? Yes.

11. When dropping off a patient, a run sheet will be provided to the destination facility. Does this require a paper copy or would e-mail or Fax delivery be acceptable? See PWS 4.5. VetRide shall be utilized.

12. D.2 Attachment A : Indicates a Zoll X Series monitor as required equipment. Is that specific model the requirement or is a monitor with equivalent functionality acceptable? Required, per the attachment.

13. The RFP refers multiple times to mileage outside the base rate, is there an expectation of a designated number of miles that should be included in the base rate? Does current contractor have a number of miles included in the base rate? Does that number vary based on level of service? See updated CLINs.

14. Will this be a multiple award IDIQ? Single award as referenced in the RFQ.

15. Since these are federal facilities, do you require ambulance licensure at the company level in all 3 states and the district? Or would a valid license in any state suffice since these are federal facilities? See PWS 4.4.1.

16. Is there any incumbent/recompete or this is a brand-new project? If yes, could you please provide us with their award number or even if the customer bought similar services in the past.

Incumbent. Contract 36C24525D0003.
