The Department of Veterans Affairs Network Contracting Office 5 intends to award a Firm-Fixed-Price purchase order to Phigenics LLC (located at 3S701 West Ave, Suite 100, Warrenville, IL 60555) for comprehensive Sterile Processing Service (SPS) water management programs, water testing, and web-based data management services at the Baltimore VAMC (10 N Greene St., Baltimore, MD 21902) and Perry Point VAMC (361 Boiler House Rd., Perry Point, MD 21902). The contract will consist of a base year plus four option years. The sole source justification is based on FAR 6.302-1(a)(2), citing that Phigenics is the exclusive manufacturer and proprietor of the Phigenics PWA Advanced Monitoring System and associated products, including Phigenics Water Analytics (continuous monitoring), phiAnalytics (web-based data management), and independent validation testing. The NAICS code is 561210 with a $47.0 million business size standard. The response deadline for interested responsible sources to demonstrate capability is 11:00 A.M. The Statement of Work requires the contractor to develop and operate a comprehensive Water Management Program aligned with AAMI ST-108:2023, AORN Guidelines, and VHA Directive 1116(2). Services include monthly and quarterly water testing during normal business hours (0730-1600), development of water safety programs identifying control measures and limits, facilitation of quarterly Water Management Team meetings, remote support on water management questions, and training on best practices. The contractor must operate a web-based data management system providing 24/7 password-protected access, customized reports and dashboards, automated alerts for out-of-specification data, and data collection via tablets and continuous monitoring equipment. Contractor qualifications require independence as a water management services provider—meaning the prime contractor, partners, subcontractors, and subsidiaries cannot sell treatment chemicals, disinfection devices, or remediation services, though water testing services and diagnostic equipment are permitted. The contractor must demonstrate healthcare-related experience with Sterile Processing Services operations and maintain environmental microbiology accreditation through organizations such as EMLAP, NELAP, or state-recognized bodies.
