About this file

This is a Limited/Sole Source Justification document for a federal contract opportunity to procure an additional Hemisphere cardiac monitoring device for the Washington DC Veterans Affairs Medical Center (DC VAMC).

The DC VAMC requires the Hemisphere monitor to continue standard operations and prevent delays to patient care, as the facility currently lacks sufficient devices to address existing workload demands. The single device is currently shared among three units—the Medical Intensive Care Unit (MICU), Surgical Intensive Care Unit (SICU), and Operating Rooms (ORs)—creating workflow bottlenecks that impact clinical operations and patient wait times. The contract was awarded on July 20, 2026, through the Department of Veterans Affairs Veterans Health Administration Veterans Integrated Service Network 5 (VISN 5). The contracting agency justified sole-source procurement based on the specialized nature of the equipment and operational necessity to maintain continuity of patient care services. Specific pricing terms, vendor identity, and award amount are not detailed in this justification document.

DEPARTMENT OF VETERANS AFFAIRS

Justification for Single Source Awards For Over Micro-Purchase Threshold but Not Exceeding the SAT

Acquisition Plan Action ID:__36C245-26_AP-3210_________

1. Contracting Activity: The Department of Veterans Affairs, VISN 05, 688 Medical Center’s MICU ward requests an additional device to be added to expand workflow capability. The Hemosphere technology is used heavily throughout the facility, and creates a need for an additional unit in the MICU permently to avoid delay in patient care.

2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount:

This request is for a Hemosphere monitor for hemodynamic monitoring currently being used in the intensive care environments across the hospital. The intent for this addition is to allow the MICU to not delay patient care if devices are allocated to other units/patients in the other Intensive Care areas. Estimated Cost is: $78,000.00

3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used:

The additional request of 1 Hemoshpere to the current fleet is exclusive the Edwards Lifesciences LLC. The site currently uses 5 Hemosphere monitors and it would increase time due to learning a new equipment solution and higher costs to add training if not included in procurement.

4. Description of market research conducted and results or statement why it was not conducted:

The Washington DC VA Medical Center utilizes Edwards Lifesciences LLC Hemosphere technology to conduct hemodynamic monitoring across multiple departments. The scope of this request came to add additional equipment to an already established workflow with the Hemosphere as the workplace equipment standard for faster, cost effective and safer implementation. This is prioritized for patient care.

5. Contracting Officer's Certification: I certify that the foregoing justification is accurate and complete to the best of my knowledge and belief.
