About this file
This document is a Questions and Answers (Q&A) file for a VA shuttle service contract in Washington DC. The contract involves operating shuttle services between Brookland and Columbia Heights with 26-passenger buses, running continuously from 5:30 am to 10 pm Monday through Friday, with pickups and drop-offs every 15 minutes. Key requirements include using vehicles that meet all federal, state, and local specifications, maintaining clean and well-maintained equipment, and operating without storing vehicles on the VA campus. The current contract number is 36C24521P0122, and the government will accept recently completed Past Performance Questionnaires (PPQs) and pull CPARS assessment history for evaluated quoters. The service is specifically for the VA facility and must be separate from other shuttle services like the Medstar shuttle or Armed Forces Soldiers Home shuttle.

Item # Question Response 1 What is the previous/current contract number, value, and contractor? Current contract number is 36C24521P0122, all public information can be found on the Federal Procurement Data System (FPDS) at https://www.fpds.gov/fpdsng_cms/index.php/en/
2 NOTE: It would greatly benefit the VA to reduce the capacity requirement from 26 passengers to 24 passengers. The jump in bus prices is significant once they exceed 24 passengers.
The leadership wants to keep the 26 passenger bus and we are not allowed to store any vehicles on the property.
3 ..strongly recommends that DCVAMC provide overnight parking for the shuttle vehicles at a secure location on-site to reduce costs.
The leadership wants to keep the 26 passenger bus and we are not allowed to store any vehicles on the property.
4 Page 5, B. Shuttle Routes and Hours of Performance: Is there one bus on each of these routes (i.e. So two buses total at any given time) or is it one bus going between both routes? How many buses total are used at once?
It’s however contractors can manage continuous operation (pick up/drop offs)Monday through Friday 530 am-10pm excluding holidays. Pick ups and Drop offs are every 15 minutes.
5 Page 5, B. Shuttle Routes and Hours of Performance: Do the buses run continuously with no breaks for meals, driver relief, etc? Ex: from 5:30am to 10pm the buses are expected to depart every 15 minutes with no breaks? Or if there are breaks built into the schedule, may we have that clarified please?
Continuous operation (pick up/drop offs)Monday through Friday time window 530 am-10pm excluding holidays. Pickups and Drop offs are every 15 minutes.
6 Does the scheudle for both Brookland and Columbia Heights allow for any driver breaks?
Ex, meals, restroom, etc.
Continuous run between Brookland and Columbia Heights
7 Is there an age requirment for vehicles? Not that I am aware of however the Vehicles shall meet all current applicable Federal, State and local specifications and regulations including, but not limited to, licensing, registration, and safety standards.
Vehicles shall be clean and maintained in good repair in accordance with manufacturer's instructions and specifications, at all times.
8 We understand that leadership does not permit buses to remain onsite when not in active service. To mitigate potential service disruptions, we propose stationing one spare bus on premises at all times in case of a mechanical breakdown. Will leadership allow this exception? If not, please clarify the required response time for the contractor to provide a replacement vehicle in the event of a breakdown?
We cannot have any equipment parked on the campus
9 It has been our experience that obtaining completed Past Performance Questionnaires (PPQs) from other agencies can be both challenging and, at times, redundant. Will the Government allow offerors to submit recently completed PPQs directly as part of our proposal submission, and/or provide CPARS evaluation reports in lieu of newly completed questionnaires?
Yes, we will accept any recently completed PPQs and we will also be pulling CPARS assessment history for all evaluated quoters.
10 Regarding the RFQ for the VA shuttle service in Washington DC, will these vehicles be working in conjunction with the Medstar shuttle that is running currently? Also, can any of these new shuttles incorporate the Armed Forces Soldiers Home stops, because I did notice that is a separate shuttle and was thinking there may be savings if they were working together.
The service to the Metro stops has to be separated from the Armed Forces Soldiers Home. The services is just for the VA Facility.
