About this file
This is Amendment 0001 to solicitation 36C24525Q0173 for Durable Medical Equipment services for the VA Maryland Health Care System. The amendment extends the offer receipt deadline to February 10, 2025 at 12:00 PM EST and makes several updates to the solicitation.
Key changes include: correcting the solicitation issue date from 1-06-2024 to 1-06-2025; adding repair CLINs for each contract year with an estimated 600 hours per year; specifying a minimum 3,000 square foot storage facility requirement within 30 miles of Baltimore VAMC; and providing answers to vendor questions. The incumbent contractor is East Coast Medical, LLC under contract 36C24519D0087 with a ceiling of $5,310,000 through March 31, 2025. The contract requires setup, delivery, and repair of medical equipment across three zones, with estimated annual deliveries of 710 trips for Zone 1, 240 trips for Zone 2, and 100 trips for Zone 3. The period of performance spans five years from April 1, 2025 through March 31, 2030. TJC accreditation is required, and while not explicitly required, the contractor is recommended to have Maryland Residential Service Agency certification.

QUESTIONS AND ANSWERS
Question #1: What is the “Estimated Quantity” and “Unit” offered in the Pricing Schedule? How do we come up with each UNIT for payment?
Answer: The estimated quantity is the number of trips per zone. Unit price should be the price for a delivery and setup trip in each Zone.
Question #2: Why are Montgomery County and Prince George’s County not included?
Answer: Montgomery and Prince George’s Counties are not serviced by the VA Maryland Health Care System.
Question #3: Is there an incumbent, if so, who is it?
Answer: The incumbent is East Coast Medical, LLC.
Question #4: If there is an incumbent, are they eligible to recompete?
Answer: Yes, East Coast Medical, LLC is eligible to recompete.
Question #5: If there is an incumbent, would you please give the present cost/unit associated with the present contract?
Answer: The incumbent contractor is East Coast Medical, LLC, contract number 36C24519D0087, contract ceiling amount $5,310,000.00, original period of performance July 01, 2019 through June 30, 2024, was extended to March 31, 2025.
Question #6: Why is TJC required? How about other accreditation like TJC that both Tricare and Medicare accept?
Answer: For the statement of work being requested in order to be able to enter a Veterans home and educate patients on their durable medical equipment the Joint Commission credentialling ensures that our Veterans (patients) are treated by trained, educated, and healthy staff which furthermore provides the best care possible.
Since the Veteran’s Affairs (VA) is a public entity with majority of the Veteran’s that are served are on Medicare/Medicaid for our Veteran’s to receive durable medical equipment (DME) without being billed the Joint Commission accreditation ensures acceptance by Medicare/Medicaid.
Question #7: The State of Maryland requires Residential Service Agency certification in order for a business to deliver and set up equipment in someone’s home. Is this a requirement?
Answer: The State of Maryland requires all home medical equipment (HME) providers to possess a Residential Service Agency certification/license. The VA scope/statement of work does not specifically require it in order to be considered for selection but the VAMHCS recommends that any potential bidder should adhere to the State of Maryland requirements.
Question #8: For Labor estimating purposes, would the Government provide the actual number of deliveries invoiced each week/month for the last 6-12 months?
Answer: Over the past twelve months our monthly average was 88 deliveries.
Question #9: On the prior successfully competed award (Solicitation #3624519Q0038) there was a 30-day transition window, whereas the current solicitation only allots for a 5-day transition window. Would the Government consider revising the solicitation to 30 days to increase competition?
Answer: No, the transition period will be five (5) days.
Question #10: Can the Government please provide either the approximate square footage for the storage facility, or a listing of current inventory (by stage) so that bidders can determine the approximate square footage required to adequately support the requirement?
Answer: The storage facility shall be a minimum of 3,000 SQFT. PWS paragraph 3.5 has been updated to add this requirement.
Question #11: Contractor understands the need to segregate equipment areas, is the requirement to provide physically separated spaces (such as walls or cages) or simply separately designated/marked areas?
Answer: Equipment does not need to be physically separated spaces. The minimum acceptable separation would be clearly marked/indicated/outlined space that is designated for the VA equipment.
Question #12: Would the Government provide the name(s) of the “major suppliers” used for motorized wheelchairs, aluminum ramp systems, Veteran lifts, specialty mattresses and electrical beds for which training certificates may be needed?
Answer: Joerns Healthcare, Blue Chip, Span-America, and Invacare Corporation are the main vendors of the items mentioned.
Question #13: PWS paragraph 3.15.d states that an hourly rate for repairs should be listed in the price schedule, however, there is no CLIN associated with, can the Government please clarify if an hourly rate for repairs is to be provided with the proposal or if they are negotiated for each individual repair?
Answer: A CLIN for hourly repair pricing for each year of the contract has been added. Please include the hourly rate for repairs in Section B.2.
Question #14: PWS paragraphs 3.15.e. and 3.15.f. states that non-incidental charges for materials must be pre-approved by the COR and therefore, presumably separately charged, however, there is no CLIN associated with, can the Government please clarify if the separate purchase order should be included in the CLIN structure or if this will be handled separately through a simplified acquisition process such as a credit card at the time of the repair?
Answer: All authorized/approved repairs shall be charged to the repair CLIN at the accepted hourly rate for the year of the contract the repair occurs in.
Performance Work Statement (PWS) Paragraph 3.5, page 11 of the solicitation, is updated as follows:
