About this file
This document is a Statement of Work for a contract to provide the Department of Veterans Affairs (VA) Health Outcomes Military Exposures (HOME) program with access to the Agricultural & Environmental Science Database from ProQuest.
The SOW states that HOME requires access to this comprehensive database to support its mission of researching environmental and occupational exposures that may have affected U.S. veterans. The database provides full-text content, expert indexing, and coverage across agricultural, environmental, and related disciplines, which will allow HOME staff such as librarians, researchers, and clinicians to access in-depth research and literature reviews. The contract is for a one-year base period with three one-year option periods, and the contractor must meet specific requirements around information quality, usability, currency, and access. The government plans to award this as a sole source contract under FAR 6.302-1 due to the unique capabilities of the ProQuest database.
