VAMHCS Yoga Classes
RFQ 36C24525Q0003
Questions and Answers
1. Per the SOW, all classes are to be held in person. If the offeror is capable of providing virtual and/or on-demand aerobics classes, would that be of interest to the Government? If so, this would need to be a separately priced item.
In the future, this could be of interest to the Government, but not required at this time.
2. We are reaching out to see if there is a budget set in place for this annual contract.
Yes, the service has budget set in place for this contract.
3. We would like to know if this is a brand new contract OR if there is (was) an incumbent performing these services. If not brand new, could you please provide the current / previous contract number?
Previous contract number was 36C24521P0236.
4. Set Aside: There is no Set-Aside indicated in the notice on SAM.gov however in the solicitation it reads Service-Disabled Veteran Owned Small Business. We're inquiring if this solicitation is open to all small businesses?
This is set-aside to Service-Disabled Veteran Owned Small Business (SDVOSB).
5. Previous Incumbent: Can you provide the contract number and name of the contractor for the previous Yoga Classes contract? The Statement of Work reads that this is a "Follow on yoga classes for Gerofit Program".
See question #3 above.
6. In-Person Yoga Classes: What were the days and times for the Yoga classes at both locations (Annex building and Building 7) for the previous contract? What are the days and times for Solicitation 36C24525Q0003?
Previously, classes were held on Mondays at 11 am and Wednesdays at 10 am.
The days and times for Solicitation 36C24525Q0003: Annex= Wednesdays at 10:30
am. Loch Raven= Wednesdays at 10:30 am.
7. Online Yoga Classes: The Statement of Work in Section 6. Security Requirements reads "All work will take place online or in the group rooms of the Annex and Loch Raven Robotics building 7." What virtual platform is approved to utilize for online Yoga classes for the continuation of services?
VA Video Connect is the virtual platform used by the Government.
8. Gerofit Participants: The Statement of Work reads that the Geofit participants are over 65 years old and we're inquiring if all participants were able to participate utilizing their Yoga mats or if some participants utilized a chair for "Chair Yoga"?
Most participants utilized a chair for Chair Yoga. Some participants were able to participate utilizing a yoga mat.
9. Government Furnished Equipment: The Statement of Work reads that Yoga mats are GFE and we're inquiring if yoga blocks were utilized as well? If yes, were the yoga blocks also GFE or CFE?
Yoga mats, blocks, straps, and bolsters are GFE and can be provided for classes.
10. Federal Holidays: Are Federal Holidays observed in which the contractor will not provide Yoga classes?
Yes- the gyms are both closed on Federal Holidays. Previously, the instructor worked with the Program Manager to reschedule classes for the week of the Federal Holiday.
11. Section 8: Other Pertinent Information or Special Considerations
a. Subsection B: The document mentions the possibility to "modify or expand" the program. Does this refer specifically to adjustments in the instructor's class lesson plans for yoga, or is it more about the overall class schedule?
Both.
b. Are yoga lesson plans required to be submitted in advance of the scheduled classes? If so, how far in advance must these yoga practices be submitted before the actual class sessions?
No.
12. Section 12: Delivery Schedule
a. Please clarify what specific "results" the government is expecting for delivery under this contract. What are the particular outcomes or metrics that should be demonstrated or reported?
The main outcomes are reliability of classes offered and Veteran satisfaction with the classes.
13. Payment Adjustments for Additional Classes
a. The contract outlines a fixed quantity of 100 hours for yoga classes each year. In the event that additional classes are added beyond these hours, how would payment adjustments be handled? Specifically, we would like to understand the process for negotiating additional compensation for services not covered by the original contract terms.
The contract will be firm and fixed, there will be no negotiating. Should the contract require modifications then it will be amended.
14. Current Incumbent and Contract Value
a. Could you please provide the name of the current incumbent contractor providing the yoga classes under the Gerofit Program?
See question #3 above for previous contract number.
b. Could you also provide the contract value for the last contracted year or term of service for the current incumbent?
It was a base plus two options contract, and total cost for 3 years was $35,700.00.
15. Section 4.2 states: "In consultation with Gerofit Program Manager the vendor will develop yoga classes for older Veterans enrolled in the Gerofit program." Could you please clarify whether this means:
a. The vendor is expected to collaborate closely with the Gerofit Program Manager in the design and development of the yoga classes, incorporating the manager's input and feedback throughout the process;
or the vendor is to develop the yoga classes independently, with the Gerofit Program Manager providing final approval of the designed classes.
The vendor is to develop the yoga classes independently, with the Gerofit Program Manager providing insight and advice in working with the elderly Veteran population, their likes and dislikes, and physical abilities.
16. Are there any small businesses that have been awarded this type of contract before? If so, could you provide the name?
