My question to the VISN pre-solicitation is still the same as before, is this work the physical remediation only of asbestos, mold, and lead or does this include the need for surveying/sampling for the listed hazards? Some contracts have the Survey/Sampling broken out separate from the remediation piece which is what we do for Richmond VA and their Asbestos needs.

this work is the physical remediation only of asbestos, mold, and lead sampling is a separate contract.

Hey Robert, I'm reading this solicitation and notice that I haven't seen this much with CDs used in over 5 years. Most computers don't even come with CD burning anymore. Is this a must?

We recommend a CD because we are not allowed access to outside shared sites. Please include a CD so that we can share files amongst our internal eval board.

The SF1442 requests and offer guarantee (Page 1, No. 13.b). Since this is an IDIQ contract without a seed project, can we provide a letter from the bonding company verifying our bonding capacity instead?

They won’t provide a bid bond without a specific project.

Providing a bonding capacity instead will be acceptable.

The delivery instructions request the proposal be delivered with one (1) hard copy and one (1) CD (Page 7, No.1). Would you consider allowing submission by email or uploading to a secure box? If so, what would be the maximum document size per email/upload.

We would like the binder and the CD.

In Subfactor 1- Multiple Project Experience (Page 8, 1st paragraph) it states that:

“The offeror shall demonstrate relevant company abatement and construction work experience in handling multiple projects in one location…”

Does this allow for experience with various buildings on one campus for an individual client?

It was meant to include handling multiple projects in one geographical area as well as in one location.

There is a requirement for the Site Superintendent to be a U.S. Citizen (Page 9, Site Superintendent).

Would you allow the Site Superintendent to be a Legal Permanent Resident?

The COR would be interested in that the site super speak fluent English. The site super would not be required to be a US Citizen but would need to provide documentation of the ability to work legally in the US IAW all Federal, State, and Local Laws.

For projects that require travel, will the VA allow travel coverage under the Joint Travel Regulations

(JTR)?

As far as the VA is aware, we do not fall under JTR.

Can you please detail the proposal evaluation criteria?

Proposals will be evaluated as indicated starting on page 8 of the solicitation.

Can you share a forecast of projects to be awarded under this contract?

Projects are on an as needed basis and cannot be forecasted at this time.

How will the VA handle if a non-scheduled line item occurs when pricing a new project?

This would be a separately priced item.

Can you identify which section you would like us to submit the information/documents listed under “Documents Required with the Offer Package” (Page 12)?

There is no section for this, all these documents are required to be supplied when RFP is submitted.

How will task orders be awarded? Will there be a rotation, or will all contractors bid on each task order?

Task orders will be awarded on a rotation dependent on how many contractors are awarded an IDIQ. If a specific site has two contracts awarded, the VA would do our best rotate for each task order.

Can you provide a history of awards under previous contracts?

History of awards can be found using our federal procurement data systems.

The Solicitation says that the client should reference the solicitation number when submitting the PPQ to the contracting officer at Laura.Tawzer@va.gov (page 11, Factor 2- Past Performance). Since the direction is to reference the solicitation number, can you confirm that the submitted PPQ will be good to use for the response even if you are responding to multiple geographical areas?

Yes, please indicate within the email that you are responding to multiple geographic areas.
