Questions for Solicitation # 36C24524Q0182

How will VA identify, weigh & minimize the technical performance risks inherent in potential “broker” offerors who do not have the required capabilities in-house, and are entirely or overly dependent upon subcontracting or other arrangements to obtain the required vehicles & personnel? Periodic monitoring and assessments that will be shared with the vendor when completed.

How will VA evaluate, as part of technical capabilities, offerors past technical compliance or quality of performance, including, for example, whether each offeror has met the required 95% minimum service performance level under past or current ongoing contracts? Please see 52.212-2 for how the government intends to evaluate offer.

Given the importance of and VA’s emphasis upon quality performance, why is past performance not being considered as an evaluation factor? As stated in the solicitation, this requirement will be based off Lowest Price Technically Acceptable.

Box 15 Delivery to:

Should this list VA Clarksburg instead of VA Huntington? Yes, on the contract BOX 15 will say Clarksburg not Huntington.

Definitions of BLS shouldn’t it say “non-life threatening” as opposed to “life threatening”? Correct “Non- Life Threatening”

It should say: Advanced Life Support (ALS): set of life-saving protocols and skills that extend BLS to further to support the circulation and provide an open-airway and adequate ventilation

Critical Care Transport Shouldn’t it say “paramedic with additional training” as opposed to “critical care paramedic” in both places? Concur

When a patient has completed an appointment “weather” should be changed to “whether”. Concur

Mileage: This paragraph lists 50 miles as opposed to the price/cost schedule which list 35 miles. Please clarify. Change all to “35” MILEAGE: For all trips ordered under this solicitation "Mileage Threshold" is considered to be 50 miles 35 one way.

Contractor shall provide a monthly report to the Transportation Assistant… This reporting would be extremely cumbersome and is not a standard report available. It could be produced upon request if an issue would arise. This is needed to verify performance and verify charges.

They already provide this to audit invoices on a monthly basis.

The contractor shall provide all medications required while in transport… Some medications are only available at the hospital and would need to be sent with us. Example would be a specific antibiotic. We will provide all medications that are designated for us to carry by the West Virginia Office of EMS. We concur with this statement. Change statement to: The Contractor shall provide all medications, sheets, blankets, supplies, and other equipment required by The West Virginia Office of EMS

The contractor shall certify to the COR as to the completion of the orientation for each employee within 45 days following assignment of duty.

This would be cumbersome to the contractor. At any point during the contract period, the VA may request proof of training. Concur with statement

Price Cost schedule lists POP begins 4-01-24 through 3-31-25. On page 25, the ordering period is 3-1-24 through 2-28-25. Please clarify. This is a typo, the POP will be 4-01-24

The maximum dollar amount or contract ceiling for this contract is $3,500. Please clarify/correct. The current ceiling price is $3,500,000.00.

Evaluation approach. Was this the same evaluation approach that was used on the 2019 solicitation?

No, The wage piece that was attached was for Cabell County and surrounding areas. Was it supposed to be for Harrison County and surrounding areas? Yes, the wage determination is attached and it should be Harrison County.
