Adam Bradford
Contracting Officer
Good Afternoon Sir, I have a couple of questions regarding the solicitation 36C24524B0021 Z2DA--Correct Fall Protection Deficiencies.
-the SOW mentions 940ft of guardrail and the drawings show about 120ft. Looking at the drawings it seems like they are indicating where the guardrail is for building 1 but I don't see drawings for building 7 which is referenced in the SOW. Will drawings for the building 7 guardrail be released? Or can additional information be provided to show where the guardrail is located to match the SOW document.
-How will our bids be accepted by the Dept of VA contracting office? I see reference in the solicitation to questions being accepted via email and in the addendum documents a public bid opening to take place at the medical center but do not see reference to how our bid proposals and bid bonds should be submitted prior to the bid opening. Will emailed proposals be acceptable?
Thank you!

Correct Fall Protection Deficiencies
Project #540-22-118
Pre-Bid RFIs
1. The scope of work state to install rooftop guardrail for Building 7. There are no drawings provided for
Building 7.
Question: Can the Building 7 drawings be provided?
2. There are 2 different types of fixed ladder safety systems. A cable style and a track style.
Question: Which style of ladder safety system is this project based on?
Question: Is there a basis of design on the system?
3. The statement of work states Contractor shall seal drilled holes with NFPA approved fire-stopping caulking. Caulking work will be approved by VA fire safety officer before project is considered complete. Contractor to seal all penetrations in walls and ceilings affected by demolition/construction work.
Question: Where is this type of work anticipated to take place?
4. At the walk thru it was discussed that there is an additional ladder that needs a fixed ladder safety system installed. It was referred to as the multi-purpose room ladder. We were not able to gain access to this area at the site visit.
Question: Can pictures, detail, and measurements of this ladder be provided?
Question: Does this unit only receive the fixed ladder safety system or will it receive a new ladder as well?
Question: What is the anticipated schedule to access this ladder?
Question: What is the anticipated level of ICRA to perform the work on this ladder?
Question: Is a plastic barrier required for this scope of work?
Question: If so, will the stairwell egress door for each respective area be blocked off while this work is being completed?
Roof Drawings of building 7 will be provided.
VHACLARaberW Text Box Project is based on a cable style LSS. A specific manufacturer was not defined for this SOW.
VHACLARaberW Text Box This type of work is not anticipated but is included in the general requirements of all projects.
VHACLARaberW Text Box Pictures can be provided. Unit will only receive the LSS.
VHACLARaberW
Ladder can be accessed any time after 4pm. ICRA will be dependent on how the LSS can be installed, more dust creating activity will lead to a plastic barrier. Winning bidder will be required to submit an ICRA plan for approval in advance of active work. Stairwell egress will be coordinated with the LAJVAMC safety office.
5. At the site visit there was a ladder on the main roof 7R07105 (it was referred to as South Dog House
Access Ladder) that was not identified on the drawings as needing work performed. (See attached screenshot)
Question: Is this ladder included in this project and if so, what scope of work is to be performed in this area?
6. At the walk thru on the purple firm room where guardrail is to be installed, it was noticed there was lightning protection on the roof.
Question: Is there any requirement to remove / replace any of the lightning protection?
Question: If so, does any of the lightning protection need re-certified?
7. Question: What will the fall protection requirements be while installing the guardrail system on the roofs?
8. Specification section 01-35-26-1.9 States: “SITE SAFETY AND HEALTH OFFICER” (SSHO) AND

Question: Can the onsite superintendent fill the role of the SSHO for this project?
Ladder is not included on the SOW.
VHACLARaberW Text Box Site Super can be the SSHO.
VHACLARaberW Text Box Contractor shall follow OSHA regulations for fall protection
VHACLARaberW Text Box If any needs to be removed and reattached it shall be in the same locations.

Projects administered by the Office of Construction and Facilities Management (CFM.) The use of the
EM385 manual by other offices is not required but highly recommended. Edit these specification requirements by deleting references to the EM385 Manual when not applicable.
Question: Can you please confirm that the EM385 Manual is not applicable to this project and OSHA standards will be followed?
10. Question: Can it be confirmed that there is no roof work in the scope of work on this project as the drawings state flashing by contractor?
11. The statement of work shows Building 1 Elevator Shaft with Ladder – new ladder needs provided.
There is a ladder that is currently in place.
Question: Can a detail be provided as to how the new ladder should be fabricated (width, length, rungs, etc.)
