SCOPE OF WORK
REPLACE ROOFS
517-23-030
LOCATION: Work performed under this scope will be conducted at the Beckley VA Medical Center (VAMC) located at 200 Veterans Ave., Beckley, WV 25801. Work will be conducted in Building #1; 5 separate roof sections on various floors.
GENERAL: Provide professional construction services to replace the roof sections in building #1 as identified on the construction drawings. This project will correct leaks and deficiencies associated with the various roofs.
Contractor shall maintain an accurate set of project redlines throughout the construction lifecycle.
Redlines should be readily available for review by VA personnel. A complete turnover package, including all approved submittals, equipment cut/data sheets, test plans, quality checklists/reports, inspection reports, start-up procedures, owner’s manuals including recommended maintenance and spare parts lists, redlines, and completed punch list, shall be turned over at the end of the construction phase, no later than two weeks after final on-site construction activities are completed.
One hard copy of the project turnover package and one CD, containing all turn-over documentation, shall be provided.
PROJECT OUTLINE: This scope of work (SOW) is intended to provide the general contractor a description of work to be completed. The information provided in the SOW includes but is not limited to the following: Provide all contract services, materials and or labor to complete the required repair and replacement of the roofs in building #1 at the Beckley VA Medical Center.
Please refer to drawings and specifications for more detailed information.
This project includes replacement of five (5) separate sections of roof in building #1. The following roof sections are to be replaced:
- Section #1 – Basement Floor roof over Information Technology (IT), approximately 5,800 sq. ft.
- Section #2 – 1st Floor roof over Mechanical Room, approximately 2,100 sq. ft.
- Section #3 – 4th Floor roof over Prosthetics, approximately 2,500 sq. ft.
- Section #4 – 4th Floor roof over CLC Day Room, approximately 1,500 sq. ft.
- Section #5 – 4th Floor roof over CLC Patient Room, approximately 650 sq. ft.
SCOPE OF WORK:
1. Remove roof mounted, abandoned-in-place I-Beams and coolant lines as noted on drawings (Section #1 only). These I-Beams previously supported condenser units that have been removed.
2. Remove existing roof systems to expose deck.
3. All demolition debris to be removed and disposed of properly offsite. VA shall designate space location for dumpster. Contractor shall provide dumpster at contractor’s expense.
4. The deck shall be cleaned and prepared to receive the new roof system in accordance with VA specifications and the manufacturer’s recommendations.

5. Existing roof drains shall be free of debris and shall be inspected for working condition and proper orientation. Any roof drain determined unsuitable for continued use shall be replaced before installing new roof system.
6. Install insulation and wood fiber board and taper or slope for proper water drainage.
Roof slope shall be directed to the existing roof drains.
7. Install roofing membrane.
8. Install new flashing system.
9. Install Aluminum Coping or Stone Coping per contract documents.
10. Insulation, wood fiber board, membrane and flashing shall meet Firestone or equivalent as approved by VA.
11. VA shall be provided a 10-year minimum manufacturer’s warranty on the completed roof system.
12. All work required for this project shall be in accordance with contract documents. This includes providing bid documents that include cost estimates and quantity estimates. The bid documents shall be subject to and shall comply with VA requirements. These bid documents are to include any and/or all General Trades, Mechanical and Electrical specifications required for a complete project. The VA will provide their existing drawings/documents only as a reference guide. The project is to be completed within the VA schedule specified in the contract documents.
13. In additions to the VA master specifications, all relative OSHA, Life Safety Code and Federal Safety Requirements shall also be incorporated into the project.
14. The cost and quantity estimates, OSHA and other Safety codes shall be subject to review, inspection and approval by FMSL Chief or the assigned COR.
15. The contractor shall provide detailed shop drawings/submittals for approval by COR prior to ordering materials.
16. Work will be around an occupied healthcare facility in operation 24 hours a day and care will be taken to keep work areas clean and contained, the safety of the contractors, visitors, staff and the patients will be of the upmost importance.
17. The Contractor is responsible to provide storage trailer, office trailer and dumpsters as needed. The VA will make arrangements for the locations of these trailers on site. The VA cannot provide storage or office space in the Hospital.
18. If a crane is to be utilized, the Contractor shall provide a lift plan for approval prior to any crane work. All lifts shall be coordinated with the VA prior to commencing said lift.

BID ITEMS:
1. BID ITEM 1: Contractor shall perform all work listed above as indicated in the contract documents, drawings, and specifications. Construction duration for BID ITEM 1 is 120 calendar days after the Notice to Proceed.
The VA makes every effort to keep drawings current to existing conditions, however, sometimes changes and updates do not get recorded. In accordance with FAR 52.236-3 (Site Investigation and Conditions Affecting the Work), it is the Contractor’s responsibility to perform field investigations and verify all dimensions, as well as the site plan information.
SITE INFORMATION:
Covid-19 Screening:
Contractors will be treated in the same manner with respect to screening as VA employees and visitors to VA facilities. Screening procedures may vary from location to location. If a contractor refuses screening, they can be denied access to the facility. 38 C.F.R. § 1.218(a)(1) vests the Secretary or his designee with authority to close facilities or portions of facilities that are under the charge and control of VA to the public. This includes the authority to prohibit contractors from entering VA facilities, if they refuse to undergo screening measures.
Additionally, FAR 52.212-4(q) requires contractors to comply with all applicable Federal, State and local laws, executive orders, rules and regulations applicable to its performance under contracts for commercial services and supplies. CONTRACTOR REQUIRMENTS:
Contractor shall be required to maintain a safe environment consistent with VA and OSHA requirements. Ensure that all contractors and subs meet and abide by all government regulations and requirements to include the 10-hour OSHA training for all workers and mandatory 30-hour OSHA certificate for the project superintendent.
Contractor shall be required to remove and insure proper disposal of all materials.
Contractor will be working around an occupied healthcare facility in operation 24 hours a day and care will be taken to keep work areas clean and contained.
Contractor shall read and adhere to VA specifications and requirements and provide the necessary sub-contractors skills, materials and labor required to complete the project.
The work required for this project shall be performed in accordance with the contract documents, drawings and specifications that are subject to the VA requirements. This includes privacy training, safety training, TB test and all other VA requirements. The VA will provide their existing drawings/documents only as a reference guide. The project is to be completed within the VA schedule specified in the contract documents.
