Questions and Answers

1. Are you able to advise of the anticipated number of cars to be Valet parked per hour?

2. What are the anticipated number of hours per day Valet staff are required to be available?

0700 -1630 hours (With manager or Asst. manager always present)

3. Please advise the contract number and name of the Contractor that this contract will follow.

4. Is there a current Collective Bargaining Agreement (CBA) with any unions relevant to this Parking Management Contract? If yes, could you please provide us with a copy of the agreement?

NO.

5. Could you supply a list of the valet equipment that is presently in use and will be available to the incoming operator? Specifically, we are interested in items like podiums, radios, and umbrellas.

NONE.

6. What is the daily average valet vehicle count for the Hershel Woody Williams VAMC? This information will help us create an efficient staffing schedule.

7. Could you please share the existing valet schedule? We would like to evaluate this information for efficient staff allocation.

0700 – 1600 hours

8. Is there a covered office or valet booth that is equipped with both air conditioning and heating?

NO. There is a canopy over the Valet Greeting area.

9. Will the VA provide storage space for valet equipment?

NO.

10. Is it a requirement for all employees to wear name tags while on duty?

YES.

11. Could you provide claims information related to valet services for the past two years?

NO information available.

12. Are employees permitted to park their vehicles in the same parking lot where they work, or is there a designated parking area specifically for employees?

Valet Employees can park in the Valet lot or open parking in PL#3.

13. Will the incoming operator have the flexibility to negotiate adjustments to billing, particularly if significant external changes impact ongoing costs?

This is a firm-fixed price contract.

14. Is parking provided free of charge for the operator's employees, or will they be required to pay for parking?

They currently do not pay, but the current contract states they can park in the valet parking lot.

15. What are the actual daily volumes separated by morning and afternoon for the past 12 months? Please provide the monthly reports submitted by the current contractor.

16. Where does the valet podium/station need to be located? Please provide a map.

The podium is in front of the VAMC. Located in PL#1.

17. How many lanes are available for exclusive valet use? How many feet long are these lanes?

ONE. Approximately 125 feet.

18. How many lanes are available for non-exclusive valet use?

ONE.

19. What other vehicles operate in and around the valet lanes?

Public Transportation, DAV Vans, and government vehicles.

20. Which valet operating areas are provided with video surveillance and at least 24 hours of recorded history?

All areas are covered by CCTV. Recording is saved for a period of less than 30 days.

21. What is the procedure if the valet parking lot is full?

Double stacked parking.

22. Can valet place the podium within the VAMC lobby or vestibule during inclement weather (wet or excessively cold/hot) so patients can remain safe and comfortable?

Patients can stay in lobby until vehicle returns. Valet staff is not currently.

23. If we decide to install a booth or shelter, please provide a map indicating the allowed area and maximum footprint?

Engineering would determine what is feasible for a temporary shed.

24. Can the VA include something similar to the following, which is included in most VAMC valet contracts:

a. “The Contractor may decline to park the following types of vehicles and shall instead direct the drivers of such vehicles to self-park in non-valet parking areas on the VA campus:

b. (a) Vehicles modified to accommodate a specific disability for the driver which cannot be operated without additional training.

c. (b) Vehicles which lack a functional seat belt or are otherwise unsafe to drive.

d. (c) Vehicles which do not have fully functioning doors, windows, or locks.”

25. Does the shuttle vehicle need to be ADA compliant with space for a wheelchair?

N/A

26. Will the VA provide a power source to charge the shuttle vehicle if it is electric?

N/A

27. Please provide a map of the VAMC with building numbers and any desired route for shuttles to take?

N/A

28. Will the VA provide space to store the shuttle vehicle when not in use?

N/A

29. Will the VA provide the PPD tests to contractor personnel?

NO.

30. Duration and Hours: Could you kindly provide information on the expected duration of valet services? Are the services required 24 hours a day, or are there specific hours of operation?

0700 – 1630 Hours.

31. Number of Valets: I would like to know the estimated number of valet attendants needed to fulfill the requirements effectively.

Varies throughout the day. During peak hours a supervisor/check-in person and 4 valet staff.
