Wheelchair Van/Hire Car – 36C24523Q0143 Questions and Answers

1. Do you have reports that include the percentage of Trips 35(+) miles outside the radius of Huntington VA?

Approximately 20% are over the 35 miles limit.

1. What is the current contract Solicitation number?

36C24522D0059

1. According to the SOW, Trips are paid for mileage traveled beyond -35- mile radius of the point of pick-up (loaded run) ,in addition to the applicable rate per trip. Question:

- If a Trip point of pick-up is 150 from the Huntington VA, and the drop-of location is 10 mile away (total mile travel 110miles). How is the contractor paid for this trip?

We pay for loaded miles in this scenario the miles paid would be included in the first 35 mile radius. (10 miles)

- Also, if the Trip pick-up location is at the Huntington VA and the contractor travel 45 miles, How is the contractor paid for this trip?

Paid miles are any miles over the first 35 miles, from the point of pick up to the point of drop off.

1. Will the Contract be paid for Wait Time when they transport a patience from a long distance location (100+miles) and have to wait until the patience is completed with their treatment and returned to the pick-up location?

Yes, the rate is paid in 15 minute increments.

1. Do you have the previous bid tabulation?

This solicitation was used under FAR part 13 and the posting rules are stated below. The Award Notice 36C24522D0059 was posted on SAM for the previous requirement.

3 cars and 6 wheelchair vans in an average day.

1. Is there a high peak time for transportation or will this be an as needed basis?

As needed basis

1. Will there be a weekly schedule for the VA's appointment times? So there's no missed appointments within the 30mins time frame?

The schedules are prepared at the end of each business day for the following Day or days if a holiday or weekend follow. The 30-minute time frame is for the point of pick up not the drop-off.

1. It stated the contractor has to provide meals, with a $8 dollar max limit? Does that same rule apply for long distance transportation? Is that meal for the VA only or does that apply for the guest riding with the VA?

Yes. And it’s for the Veteran only

1. Will you accept use of conventional ADA minivans for patients that can be safely and comfortably accommodated in them? This is likely to be most of the wheelchair patients. These vehicles offer a lower price to the VA because of their lower capital and operating costs compared to raised roof vans.

Some Veterans are in a motorized wheelchair that may not fit in a vehicle without a raised roof. Vehicles that are used must meet the states requirements.

1. Do you have a milage radius for Trips outside the Huntington VA? If so, will those loaded mile from “pickup to drop-off”, be considered as payment for milage?

Yes the 35 miles radius for mileage is from point of pick-up to drop-off
