Final-Questions and Answers for RFQ#36C24522Q0333

1. Cooling Towers – for each Tower

Recirculation rate of pumps in gpm

Building 321: Chiller-1 500-tons 1500-gpm, Chiller-2 1000-tons 3000-gpm, Chiller-3 1000-tons 3000-gpm, Building 23H: Chiller-1 225-tons 675-gpm, Chiller-2 650-tons 1950-gpm.

Delta T (assumed for calculations) (10-12 degrees)

System Volume if known Not known

Tower sump metallurgy (galvanized, Stainless Steel, Cement, or plastic)

Main cooling towers at building 321-Stainless and 23H cooling towers -

Galvanized

2. Potable Water

What chemicals are required here? Disinfection chemical (Sodium hypochlorite?) as well as coagulant/polymer?

This is addressed in revised Scope of Work

Polymer testing would likely be required to get proper polymer for this application. This This is addressed in revised Scope of Work

3. Boiler – Data is from 2011?

Is the return really 0%; if so, why treat the condensate? The site could benefit immensely from returning even 50% of the condensate.

0% return on condensate for calculations purposes. Typically, below 8% return.

Need a site visit to verify chemical feeds and get makeup water samples.

Site visit was made available at Perry Point on 2.23.22

4. Other

Is there a chilled water system that is part of this Bid? NO

Any Hot Water systems included in the bid? NO

Is equipment owned by VA that is currently on site? YES

5. What size chemical feed tanks are on-site for boiler, cooling tower, and potable water chemistry?

Boilers (4-ea) 405-gallon

Building 321: Chillers 1,2,3: (2-ea) 120-gallons and (1-ea) 405 gallons

Building 23H: Chillers 1,2: (1-ea) 120-gallons and (2-ea) 30-gallon drums

6. Please clarify for boiler internal treatment if you want a chelant product, a chelant/polymer product, or an all-polymer product. Please also verify that a 50% caustic solution is acceptable as an alkalinity booster.

This is addressed in revised Scope of Work

7. Are you currently using day tanks for boiler treatment chemistry since solid products are requested? This is addressed in revised Scope of Work

8. Please confirm tonnage or recirculation rate (gpm) for each of the 4 cooling towers.

Building 321: Chiller-1 500-tons, Chiller-2 1000-tons, Chiller-3 1000-tons, Building 23H: Chiller-1 225-tons, Chiller-2 650-tons. The 18 MM gallon figure per year for water make-up seems to be the make-up needed for the boilers with 0% condensate return. Do you have average make-up or blowdown rates for the cooling towers? NO

9. What type of chemical feed systems are in place now for the boiler(s) and cooling tower(s)? Chemical: Walchem This is addressed in revised Scope of Work

10. What chemical(s) are being fed to the potable water system now? What dosage rate in ppm of each is required? Varies based on Water Quality of River Source

11. Is there a closed loop system associated with the cooling towers? NO

Is it supposed to be treated for corrosion/microbiological growth? NO

If so, how large is it in gallons? Does it have much water loss?

12. Do you know cooling tower volumes or at least basin dimensions (length, width, and depth)? NO

13. In section A of the bid, it says liquid oxidizer chemistry but in section R it says solid form oxidizer chemistry for cooling towers. Can you please confirm which type is preferred and if it is solid feed- then please provide size of brominators?

This is addressed in revised Scope of Work

14. How often is service desired? (weekly, twice a month, or monthly)? Twice a month

15. Do the controllers in place have PTSA control capability? YES

16. Who is current contractor? J2 Systems and Supply, LLC

17. What is current value? $121,276

18. Who owns the equipment? VA

19. Are the cooling towers seasonal? YES

20. Would a delivery personnel count as HOZWOPER 40? NO

21. Boilers – is the make up water to the boilers softened? YES

Boilers – what is the temperature of the DA tank? Approximately 220-degrees

Boilers – are there blow down controllers on the boilers? Are they owned by the

VA? YES

Cooling towers – the specifications discusses treatment of (4) seasonal cooling tower systems, what are the volumes of each of these systems? What is the annual make up of each of these systems?

Annual make data is not available, (no water meter).

Estimated volume of each system:

Building 321: Chiller-1 500-tons 3k-gallons, Chiller-2 1000-tons 4k-gallons, Chiller-3 1000-tons 4k-gallons, Building 23H: Chiller-1 225-tons & Chiller-2 650-tons: total 2.5K-gallons

Cooling towers – who owns the water treatment feed equipment on each of the cooling tower systems? VA

Cooling towers – each cooling tower would likely be associated with an independent or centralized chilled water loop. What is the size of this loop(s)?

Annual water losses? Are there specifications as to how this loop should be treated or is it up to the vendor? Refer to Scope of Work regarding treatment.

Domestic water – under the operating data, it discusses that the location uses

140M gallons/year of domestic water. Currently Barclay treats the domestic water with monochloramine, are there additional requirements above this? No specifications were indicated on the bid for additional domestic water treatment.

No specifications were indicated on the bid for additional domestic water treatment
