1. Do you know the breakdown of volume for each of the items to be shredded? No, volume varies from location to location and dates.
2. P. 4, 1. Could you please clarify the storage media destruction.
a. Will storage media destruction be a special service (purge) handled via purchase card or will a CLIN be added to the Price Schedule for this requirement?
b. Some storage media can’t be destroyed using mobile truck equipment, can those items be taken offsite for destruction? Yes, vendor will need to provide receipt of collection and document of destruction.
3. P. 4, Table.
a. Please confirm that the lock boxes are standard stationary executive consoles, which are approximately 19”wide x 17”deep x 36”tall. Yes
b. Could the locations that have monthly service be adjusted slightly to take place every 4 weeks? Yes P. 6. If containers need to be added, will this be handled via contract modification or does the Agency expect the contractor to provide the additional items and added labor to service them for free? If the COR approves the addition of container(s) to meet the needs of the facility, this will be provided at no additional cost to DCVAMC. Paragraph 1, last sentence is SOW.
4. P. 11, 13.a. Since onsite destruction appears to be required, the requirement to shred the material within the enclosure of a facility is contradictory. Can this please be removed or can it be clarified if destruction is supposed to be off-site? Destruction is required to take place onsite, in the event this is not possible the facility where final destruction is to take place will need to meet the criteria stated under item 11.
5. P. 13, Price Schedule – this appears to have been cut off, will CLINs be added or do you just need a total price for all services for a base year and four option years? CLINS will not be added, we just need a total price for base plus four option years.
6. P. 45, E.4.a. “Technical and past performance, when combined, are N/A.” Will technical capabilities and evidence of past performance be evaluated? This is an Lowest Price, Technically Acceptable procurement.
7. P. 4, 1. Could you please clarify the storage media destruction. Contractor shall destroy documents completely to preclude recognition or reconstruction of the information in accordance with procedures in VA Handbook 6300.1, Records Management Procedures, VA Directive 6371, Destruction of Temporary Paper Records, VA Handbook 6500, Information Security Program, VA Handbook 6500.1, Electronic Media Sanitation, VA Handbook 6500.6, Contract Security, and NIST SP 800-88 Revision1, Guidelines for Media Sanitation. Methods and equipment used to routinely destroy classified or confidential information include burning, pulping, shredding, macerating, or otherwise definitely destroy the information contained in the temporary paper records so that it is not readable or reconstructable to any degree. National Institute of Standards and Technology (NIST) standards must be used if shredding is the form of final destruction. Paragraph 6 SOW
8. Will storage media destruction be a special service (purge) handled via purchase card or will a CLIN be added to the Price Schedule for this requirement? CLINS will not be added, please include in total price.
9. Some storage media can’t be destroyed using mobile truck equipment, can those items be taken offsite for destruction? Yes
10. P. 4, Table. Please confirm that the lock boxes are standard stationary executive consoles, which are approximately 19”wide x 17”deep x 36”tall. Answered above
11. Could the locations that have monthly service be adjusted slightly to take place every 4 weeks? Answered above
12. P. 6. If containers need to be added, will this be handled via contract modification or does the Agency expect the contractor to provide the additional items and added labor to service them for free? Answered above

14. P. 13, Price Schedule – this appears to have been cut off, will CLINs be added or do you just need a total price for all services for a base year and four option years? Answered above
15. P. 45, E.4.a. “Technical and past performance, when combined, are N/A.” Will technical capabilities and evidence of past performance be evaluated? Answered above
6. SHREDDING SPECIFICATIONS: After final destruction, the information in the documents must be rendered unrecognizable in accordance with NIST 800-88 Guidelines for Media Sanitation and FIPS 199 Security Categorization of the System Confidentiality (particles no larger than 1 mm x 5 mm).” We are not familiar with any trucks that shred that fine in the marketplace. Would the VA accept that all bidders shred to the NAID size standards? The National Association of Information Destruction is the standard that most healthcare facilities require. Contractor shall destroy documents completely to preclude recognition or reconstruction of the information in accordance with procedures in VA Handbook 6300.1, Records Management Procedures, VA Directive 6371, Destruction of Temporary Paper Records, VA Handbook 6500, Information Security Program, VA Handbook 6500.1, Electronic Media Sanitation, VA Handbook 6500.6, Contract Security, and NIST SP 800-88 Revision1, Guidelines for Media Sanitation.
