WORK STATEMENT – RADIATION SURVEY INSTRUMENT CALIBRATION AND REPAIR SERVICES
General Information: This is a non-personnel services contract to provide radiation survey instrument calibration and repair services for the VHA Office of Emergency Management (OEM) Medical Emergency Radiological Response Team (MERRT). The MERRT is a specialized team of healthcare professionals with radiological expertise that can be rapidly deployed to a VHA or off-site medical provider to render patient treatment and technical advice during a radiological emergency.
Objective: The contract will provide a mechanism for MERRT members, who are geographically dispersed throughout the United States, to have their radiation survey instruments calibrated annually and repaired when needed.
Description of Services/Scope: Contractor shall provide all resources (e.g., personnel, equipment, supplies, facilities, tools, materials, supervision, and other items and non-personal services) necessary to perform annual radiation survey instrument calibration services within a 15-day turnaround time (and repair services as needed) on these types of radiation survey instruments—
1. Ludlum Model 2241-3 or 3001-3 & probes (up to 20 instruments per year);
2. Ludlum Model 2224-1 & probes (up to 10 instruments per year);
3. Ludlum Model 2401-P or other Geiger-Mueller survey instrument (up to 10 instruments per year);
4. Ludlum Model 52-5-1 (up to 4 instruments per year); and
5. Polimaster PM1703-1 or other Personal Radiation Dosimeter (up to 30 instruments per year).
Contractor shall be responsible for returning (and costs thereof) the instruments back to the appropriate MERRT members upon service/repair completion.
Contractor shall be responsible for safeguarding all government property in its possession for services to be performed under this contract.
Government shall neither supervise Contractor employees nor control the method by which the Contractor performs the services required under this contract. Under no circumstances shall the Government assign tasks to, or prepare work schedules for, individual Contractor employees.
Special Requirements: Contractor shall calibrate instruments using NIST traceable sources and methods approved in ANSI N323 series of documents for radiation survey instruments. Contractor must have an alpha and beta emitting radiation source for alpha/beta probe calibrations. Contractor must be licensed, authorized by government/regulatory authorities to perform these types of services. Contractor must have the necessary resources to perform the instrument calibration services in-house and in accordance with industry standards. Repair services must be performed in-house as much as possible. Note: due to the special complexity of the Ludlum Model 52-5-1, manufacturer calibration (as opposed to in-house calibration) is permissible.
Contractor will inspect instruments when received for calibration. If repairs are needed, or are requested by the MERRT member, then Contractor will contact the Contracting Officer Representative (COR) with an estimate of the repair cost and an estimated completion date. Contractor will repair instruments with COR authorization up to, but not in excess of, the ‘Not to Exceed’ (NTE) amount specified in the Price Schedule of this contract for the relevant performance period. Additionally, the COR shall not obligate the government to any expenditures not specifically covered in the contract.
Period of Performance: The period of performance for this contract will be a maximum of 5 years, through the combination of a 12-month base period and a maximum of four 12-month option periods that may only be exercised at VHA’s discretion. The anticipated base and option periods are:
Base Period: 10-01-2021 to 09-30-2022 Option Period 1: 10-01-2022 to 09-30-2023 Option Period 2: 10-01-2023 to 09-30-2024 Option Period 3: 10-01-2024 to 09-30-2025 Option Period 4: 10-01-2025 to 09-30-2026
Place of Performance: The work to be performed under this contract will be performed at the Contractor’s facility. Certain calibration & repair services may be conducted at the manufacturer.
