1. Also, could you please provide clarity in regards to the quantity of large and small bins please? I see the SOW states 450 large and small. Is this 450 large and 450 small or 450 total, large and small?

20 of the 450 are roll off bins with a capacity of 95 gallons. The remaining bins have the dimensions of 19x15.5x32 To provide clarity, images are provided below.

2. Could you please provide an approximate amount of containers at each location (At Least for the 450-count). This piece of information would be very helpful in determining the best quote. Thank you.

3. P. 16, 5.b. In order to price accurately it is critical to understand the quantities of the large and small containers and how those quantities are dispersed across the different locations. Can a table or chart please be provided that shows the quantity of each size container at each location? And could you please include the locations for the 20 larger rolling bins?

4. P. 17, 5.d. Could the locations that have monthly service be adjusted slightly to take place every 4 weeks? Yes

5. P. 18, 5.i. and 5.m. Non-paper materials are mentioned here that can impair the mobile truck’s shredding equipment, e.g. tapes and binders. “Other” non-paper materials are also mentioned, which needs to be clarified as to type and quantity.

a. What are the quantities of each type of non-paper material anticipated to be presented at each location?

There is no way to estimate quantities of future documents (non-paper) needing to be destroyed and when such service is needed, the facility would notify the vendor in advance of the needed service.

b. Materials that are not conducive to being shredded along with paper can render the entire truckload of material unrecyclable, causing the load to go to landfill, which is contrary to VA policy. To avoid this, how will the non-paper material be presented – in other words will dedicated media containers be designated? t Currently the facility does not have separate containers for non-paper materials, when the need arises we ask our customers to reach out to EMS identifying their need and they would continue to store the documents until arrangements have been made with the vendor in advance, non-paper material destruction is not a routine occurrence. If so, how frequently will these be serviced? Cannot provide an estimate of future frequencies. Can material that cannot be shred by mobile truck equipment be taken offsite for destruction? Yes, provided a certificate of destruction and evidence of collection.

6. P. 18, 5.k. The VA’s Directive 6371 was developed as the guideline to secure document destruction. It does not call for the 1x5mm particle size mentioned here, which is typically used for classified information and requires special equipment not normally deployed for onsite shredding. Instead, VA Directive 6371 requires that material be rendered to a state of being unreadable and unreconstructable. Can the requirement for a specific particle size please be removed?

NIST 880-88 is widely recognized as the industry standard for document security/destruction, the VHA Directive is the minimum requirement but the facility will not omit the language.

P. 18, 5.m. The requirement to shred onsite to the particle sizes mentioned here isn’t practicable and the materials listed can contaminate the load of paper, which means it cannot be recycled. Also, some of the materials mentioned are not suitable for onsite destruction, and incineration cannot occur onsite. Can the non-paper material be defined more precisely including quantities and frequency of pickup? CD/DVD, Microfilm, other photographic film, audio tapes, Laser disc, floppy disc, etc. All other non-paper document collection mediums. How it will be presented e.g. dedicated containers? Typically, these other sorts of mediums are collected in regular boxes or containers but cannot be confirmed that our customers will always present those mediums in that fashion. Can certain non-paper materials can be destroyed offsite? Yes, provided a certificate of destruction and evidence of collection.

7. Will VA Directive 6371 be the guiding document for this contract? Yes, the VA Directive is always the standard for minimum qualifications, additionally NIST 800-88 standards are required at the Washington DC VAMC and all locations under the Capital Healthcare umbrella.

8. P. 45, E.4.a. Could you please complete the sentence “Technical and past performance, when combined, are” Do not see where this is mentioned in the statement of work.

9. Accessibility

a. For the DC VAMC, how far apart are the buildings where service is needed? The entire facility is conjoined.

b. For all locations, will any bins be located above/below the ground floor? All locations have a minimum of two floors. If so, are freight elevators available to move bins to/from ground level? Yes

c. Please confirm if there is a loading dock, and is there a ramp to the ground? Yes

d. Is there sufficient parking for our truck at each location/building for the time it will take to retrieve containers, shred the contents and return the containers? Yes image1.jpeg image2.jpeg
